Section 1: Introduction and background<br />
1.1 The purpose <strong>of</strong> <strong>the</strong> evaluation<br />
The Youth Affairs Unit at <strong>De</strong> <strong>Montfort</strong> <strong>University</strong> was commissioned in September<br />
2008 to deliver this evaluation <strong>of</strong> <strong>the</strong> ‘<strong>Crash</strong> <strong>Course</strong>’. In <strong>the</strong> words <strong>of</strong> <strong>the</strong><br />
specification, <strong>the</strong> programme is “primarily aimed at young people who may be at risk<br />
<strong>of</strong> being involved in <strong>the</strong> horrors and destruction created by serious fatal road traffic<br />
collisions.” It aims to change attitudes and behaviours in a positive direction and<br />
consequently to contribute to reducing <strong>the</strong> numbers <strong>of</strong> young people killed or<br />
seriously injured on <strong>the</strong> roads in Staffordshire and Stoke-on-Trent. The objectives <strong>of</strong><br />
<strong>the</strong> research as specified are:<br />
- To evaluate <strong>the</strong> impact that <strong>the</strong> <strong>Crash</strong> <strong>Course</strong> has on <strong>the</strong> participants’<br />
attitudes to safe road user behaviour;<br />
- To evaluate <strong>the</strong> effect that <strong>the</strong> <strong>Crash</strong> <strong>Course</strong> has on participants’ intention to<br />
drive safely in future;<br />
- To determine <strong>the</strong> appropriateness <strong>of</strong> <strong>the</strong> content and delivery <strong>of</strong> <strong>the</strong><br />
programme for <strong>the</strong> primary target age group;<br />
- To evaluate <strong>the</strong> appropriateness <strong>of</strong> <strong>the</strong> content and delivery <strong>of</strong> <strong>the</strong> project to<br />
meet its stated objectives;<br />
- To outline possible courses <strong>of</strong> action for progression <strong>of</strong> <strong>the</strong> programme.<br />
The brief included paying particular attention to gender differences in attitudes to<br />
driving and <strong>the</strong> nature <strong>of</strong> peer pressure on young people. It also sought an<br />
examination not only <strong>of</strong> <strong>the</strong> sustainability <strong>of</strong> <strong>the</strong> local programme but its<br />
transferability to o<strong>the</strong>r areas.<br />
1.2 The nature <strong>of</strong> <strong>the</strong> <strong>Crash</strong> <strong>Course</strong><br />
The <strong>Crash</strong> <strong>Course</strong> is a programme <strong>of</strong> approximately two hours delivered by a multiagency<br />
team. It is delivered primarily to young people in <strong>the</strong> county <strong>of</strong> Staffordshire<br />
and in <strong>the</strong> unitary authority <strong>of</strong> Stoke-on-Trent. It is a ‘hard hitting’ presentation<br />
including real footage <strong>of</strong> road crashes in <strong>the</strong> county, filmed interviews and first-hand<br />
accounts from presenters. It includes testimony from those who have cared for<br />
casualties, investigated deaths on <strong>the</strong> road, experienced <strong>the</strong> results as families or<br />
victims, or suffered <strong>the</strong> consequences <strong>of</strong> <strong>the</strong>ir actions on <strong>the</strong> road in terms <strong>of</strong><br />
convictions or even custody. It is delivered by a team normally composed <strong>of</strong> <strong>the</strong> two<br />
<strong>Crash</strong> <strong>Course</strong> full-time coordinators (who are drawn from <strong>the</strong> Youth Service and<br />
Victim Support), a representative <strong>of</strong> <strong>the</strong> Staffordshire Fire and Rescue Service and a<br />
representative <strong>of</strong> <strong>the</strong> Staffordshire Police Accident and Investigation Unit. The film<br />
footage used <strong>of</strong> crashes or interviews with those involved has been produced by <strong>the</strong><br />
Audio Visual Unit at <strong>the</strong> Fire Service. All <strong>the</strong> victims and casualties whose stories are<br />
used have given <strong>the</strong>ir consent.<br />
The <strong>Crash</strong> <strong>Course</strong> is an unusual presentation in a number <strong>of</strong> ways.<br />
• It uses a mix <strong>of</strong> film material and live presentation. All <strong>the</strong> material is <strong>of</strong> local<br />
road crashes and incidents involving local people.<br />
• Everything presented is ‘real’. The collisions presented are real life examples.<br />
There are no actors. The presenters all speak <strong>of</strong> <strong>the</strong>ir first hand experience.<br />
