CHAPTER 3: LESSONS LEARNED FROM THE DISTRICT EXPERIENCEaround project is attempt<strong>in</strong>g <strong>to</strong> divert multi-system <strong>in</strong>volvedyouth from out-<strong>of</strong>-state residential placements.Address<strong>in</strong>g unmet mental health needs <strong>of</strong> children <strong>and</strong>youth must be recognized as a core element <strong>of</strong> youth violenceprevention <strong>and</strong> <strong>the</strong> exist<strong>in</strong>g gaps <strong>in</strong> services shouldbe acknowledged for <strong>the</strong> public health crisis that <strong>the</strong>y are.9. Job read<strong>in</strong>ess <strong>and</strong> employment supports for out-<strong>of</strong>schoolyouth are <strong>in</strong> short supply.While <strong>the</strong>re are no published data on <strong>the</strong> number <strong>of</strong> out-<strong>of</strong>schoolyouth served by various programs funded by <strong>the</strong>Department <strong>of</strong> Employment Services, community leadersknowledgeable <strong>in</strong> this field estimate that it is less than 600youth annually. Over <strong>the</strong> past two years, <strong>the</strong> <strong>District</strong>’s emphasishas been almost entirely on <strong>the</strong> summer youth employmentprogram. However, <strong>the</strong>re has been nocommensurate <strong>in</strong>crease <strong>in</strong> fund<strong>in</strong>g for year-round out-<strong>of</strong>schoolyouth programs. Services lack<strong>in</strong>g <strong>in</strong>clude pre-employmenttra<strong>in</strong><strong>in</strong>g, job placement, coach<strong>in</strong>g <strong>and</strong> retentionsupports, <strong>and</strong> subsidized employment.In addition, <strong>the</strong> <strong>District</strong>’s capacity <strong>to</strong> re-engage youth byprovid<strong>in</strong>g GED classes is <strong>in</strong>adequate. In 2006, accord<strong>in</strong>g<strong>to</strong> <strong>the</strong> American Council <strong>of</strong> Education, <strong>the</strong>re were only 524<strong>District</strong> residents <strong>of</strong> all ages who passed <strong>the</strong> GED.shar<strong>in</strong>g system across human services agencies has recentlybeen discont<strong>in</strong>ued. Due <strong>to</strong> this lack <strong>of</strong> access <strong>to</strong>shared data, youth <strong>and</strong> families who are <strong>in</strong>volved <strong>in</strong> multiplesystems are very likely <strong>to</strong> have multiple <strong>and</strong> <strong>in</strong>consistentcase plans <strong>and</strong> little cont<strong>in</strong>uity <strong>of</strong> services.Stakeholders acknowledged that as a result, <strong>to</strong>o manyyouth fall between <strong>the</strong> cracks.12. Confusion over confidentiality laws as well as <strong>the</strong>laws <strong>the</strong>mselves restrict coord<strong>in</strong>ation <strong>of</strong> services <strong>and</strong>limit <strong>the</strong> ability <strong>to</strong> track high-risk youth.While much <strong>in</strong>formation can be shared if parents orguardians sign a waiver <strong>of</strong> confidentiality, <strong>the</strong>re are stilllimitations. Stakeholders acknowledge <strong>the</strong> privacy rights<strong>of</strong> children, but express frustration that confidentiality restricts<strong>the</strong> ability <strong>to</strong> best serve <strong>the</strong>m.13. <strong>Youth</strong> violence prevention efforts under way at <strong>the</strong>MPD Division level are poorly publicized <strong>and</strong> not utilized<strong>to</strong> develop a broader citywide strategy.There are a number <strong>of</strong> creative, strengths-based <strong>and</strong> family-focusedyouth violence prevention activities under wayat <strong>the</strong> PSA level. However, little <strong>in</strong>formation about <strong>the</strong>seefforts is available <strong>to</strong> <strong>the</strong> public, <strong>the</strong> work is not be<strong>in</strong>g uniformlyevaluated, <strong>and</strong> <strong>the</strong> lessons learned are not <strong>in</strong>form<strong>in</strong>gdecision-mak<strong>in</strong>g across <strong>District</strong> government.10. There is a significant lack <strong>of</strong> program accountabilityby both public <strong>and</strong> private funders.There is a consensus <strong>of</strong> op<strong>in</strong>ion that <strong>the</strong> city <strong>and</strong> o<strong>the</strong>rfunders have far <strong>to</strong> go <strong>to</strong>ward establish<strong>in</strong>g measureableoutcomes for programs. They have failed <strong>to</strong>: <strong>in</strong>vest adequately<strong>in</strong> evaluation, require quality data collection <strong>and</strong> <strong>to</strong>weigh prior performance consistently when mak<strong>in</strong>g fund<strong>in</strong>gdecisions. 47 The outcomes regularly tracked by programsare process focused or are limited <strong>to</strong> numbers <strong>of</strong>units <strong>of</strong> service, not improvements <strong>in</strong> outcomes for participants.As a result, <strong>the</strong>re is <strong>of</strong>ten weak confidence <strong>in</strong><strong>the</strong> effectiveness <strong>of</strong> current efforts, even those that arewell-funded.11.
