CHAPTER 6: RECOMMENDATIONSOverviewIn <strong>the</strong> absence <strong>of</strong> dramatic, citywide action, <strong>the</strong> <strong>District</strong>’ssmall-scale, isolated youth violence programs cannot abate<strong>the</strong> escalat<strong>in</strong>g trend <strong>of</strong> gang <strong>and</strong> crew activity. This studyf<strong>in</strong>ds that much <strong>of</strong> <strong>the</strong> city’s current youth “violence prevention”<strong>and</strong> “violence <strong>in</strong>tervention” work is <strong>in</strong> factgeneric programm<strong>in</strong>g for at-risk youth. These programsare not grounded <strong>in</strong> <strong>the</strong> best-practice pr<strong>in</strong>ciples <strong>of</strong> youthdevelopment generally, nor are <strong>the</strong>y reflective <strong>of</strong> effectiveyouth violence-prevention work. The comprehensivestrategy outl<strong>in</strong>ed <strong>in</strong> this report presents a coherent agendafor mov<strong>in</strong>g forward by design<strong>in</strong>g <strong>the</strong> necessary prevention,<strong>in</strong>tervention, <strong>and</strong> suppression work needed <strong>to</strong> mean<strong>in</strong>gfullyreduce youth violence <strong>and</strong> gang <strong>in</strong>volvement.It is recommended that <strong>the</strong> vision for <strong>the</strong> <strong>District</strong>’s youthviolence prevention, <strong>in</strong>tervention, <strong>and</strong> suppression strategybe <strong>to</strong> create a city <strong>in</strong> which youth violence is a rareanomaly. This absence <strong>of</strong> violence would be accompaniedby high levels <strong>of</strong> educational atta<strong>in</strong>ment among youth<strong>and</strong> <strong>the</strong> accessibility <strong>of</strong> effective supports, services, <strong>and</strong>opportunities young people need <strong>to</strong> make a successfultransition <strong>to</strong> adulthood. Achiev<strong>in</strong>g this vision is with<strong>in</strong> ourcity’s reach. The <strong>District</strong> has a vibrant nonpr<strong>of</strong>it <strong>and</strong> philanthropiccommunity dedicated <strong>to</strong> young people, strongchampions <strong>in</strong> <strong>the</strong> mayor <strong>and</strong> City Council members, effectivepublic agency adm<strong>in</strong>istra<strong>to</strong>rs committed <strong>to</strong> reform,<strong>and</strong> a complex <strong>and</strong> comprehensive educational reformstrategy already <strong>in</strong> motion. What is miss<strong>in</strong>g:• The recognition that youth violence prevention <strong>and</strong> <strong>in</strong>terventionare part <strong>and</strong> parcel <strong>of</strong> all <strong>the</strong> o<strong>the</strong>r <strong>in</strong>vestmentswe make <strong>in</strong> young people;• The capacity <strong>to</strong> connect all <strong>the</strong> dots between systems<strong>and</strong> programs on behalf <strong>of</strong> <strong>in</strong>dividual young people;• The m<strong>and</strong>ate <strong>and</strong> <strong>the</strong> resources <strong>to</strong> rewire our public<strong>and</strong> community support systems around <strong>the</strong> pr<strong>in</strong>ciples <strong>of</strong>comprehensive violence prevention; <strong>and</strong>• The discipl<strong>in</strong>e, <strong>and</strong> perhaps <strong>the</strong> patience, <strong>to</strong> stay ontask <strong>to</strong> implement this complex strategy over <strong>the</strong> longhaul.Even <strong>in</strong> <strong>the</strong> midst <strong>of</strong> <strong>the</strong> great success <strong>of</strong> <strong>the</strong> <strong>Gang</strong> InterventionPartnership (GIP) <strong>and</strong> o<strong>the</strong>r home-grown youthviolence-prevention programs, such <strong>in</strong>itiatives still need ahigher level <strong>of</strong> local government <strong>and</strong> community coord<strong>in</strong>ationacross <strong>the</strong> city <strong>in</strong> order <strong>to</strong> eradicate gang <strong>and</strong> crewviolence. Look<strong>in</strong>g at successful models across <strong>the</strong> country,we see that <strong>the</strong> <strong>District</strong> would be best served by build<strong>in</strong>gupon <strong>the</strong> successful strategies <strong>of</strong> its own experience. Thisreport recommendsthat any effort <strong>in</strong>itiatedbuild upon <strong>the</strong>strengths <strong>and</strong> lessonslearned by <strong>the</strong> implementation<strong>of</strong> <strong>the</strong> <strong>Gang</strong>Intervention Partnership,<strong>the</strong> <strong>Violence</strong> InterventionPartnership(VIP), <strong>the</strong> CitywideCoord<strong>in</strong>at<strong>in</strong>g Councilfor <strong>Youth</strong> <strong>Violence</strong>Voices from <strong>the</strong> <strong>District</strong>Build<strong>in</strong>g critical response“capabilities requires analignment <strong>of</strong> <strong>the</strong> work; <strong>and</strong>that’s really where lawenforcement, social serviceproviders <strong>and</strong> outreachworkers come <strong>to</strong>ge<strong>the</strong>r at <strong>the</strong>same time, analyz<strong>in</strong>g <strong>the</strong>situation <strong>and</strong> develop<strong>in</strong>g ajo<strong>in</strong>t response <strong>to</strong> it.”Prevention (CCCYVP), <strong>the</strong> Focus Improvement Areas(FIA), <strong>and</strong> <strong>the</strong> Metropolitan Police Department’s FusionUnit.The recommendations <strong>in</strong> this section were developed aftera careful review <strong>of</strong> national <strong>and</strong> local programm<strong>in</strong>g. Theseare <strong>in</strong>formed particularly by – <strong>and</strong> <strong>in</strong> some cases, followdirectly from – <strong>the</strong> results <strong>of</strong> <strong>in</strong>terviews with over 40 citystakeholders from government, <strong>the</strong> fund<strong>in</strong>g community<strong>and</strong> program providers. The sooner <strong>the</strong> <strong>District</strong> acts, <strong>the</strong>more young people can be redirected from violence <strong>to</strong> positivepursuits <strong>and</strong> communities will be safer for all residents.Overarch<strong>in</strong>g GoalsThe follow<strong>in</strong>g recommendations are centered on two essentialgoals that must receive <strong>the</strong> highest commitment <strong>of</strong>political support, appropriate levels <strong>of</strong> fund<strong>in</strong>g, <strong>and</strong> focusedattention over a susta<strong>in</strong>ed period <strong>of</strong> time <strong>to</strong> achieve<strong>the</strong> desired vision <strong>of</strong> creat<strong>in</strong>g a city whose youth are resilient<strong>and</strong> reach adulthood free <strong>of</strong> <strong>in</strong>volvement <strong>in</strong> violence:Goal 1: Create safety <strong>in</strong> <strong>the</strong> <strong>District</strong> by concentrat<strong>in</strong>g effortson dramatically reduc<strong>in</strong>g violent <strong>in</strong>cidents <strong>in</strong>volv<strong>in</strong>ggangs <strong>and</strong> crews.Goal 2: Build community by address<strong>in</strong>g <strong>the</strong> structural <strong>and</strong>environmental, <strong>in</strong>dividual <strong>and</strong> community fac<strong>to</strong>rs that giverise <strong>to</strong> violence.A philosophy that <strong>in</strong>cludes a public health approach <strong>in</strong>tegratedwith positive youth development, workforce development,law enforcement, <strong>and</strong> communitydevelopment should be <strong>the</strong> underp<strong>in</strong>n<strong>in</strong>g <strong>of</strong> <strong>the</strong> strategyutilized by <strong>the</strong> <strong>District</strong> for <strong>the</strong> prevention <strong>of</strong> violence.44
