CHAPTER 6: RECOMMENDATIONSAction Items:5.1 With<strong>in</strong> 90 days <strong>of</strong> acceptance <strong>of</strong> <strong>the</strong> Bluepr<strong>in</strong>t forAction by <strong>the</strong> City Council, it is recommended that <strong>the</strong>City Council pass enabl<strong>in</strong>g legislation creat<strong>in</strong>g a high-level<strong>Gang</strong> <strong>and</strong> <strong>Crew</strong> Prevention Commission (<strong>the</strong> Commission)<strong>to</strong> design <strong>the</strong> development <strong>of</strong> a community-based response<strong>to</strong> prevent<strong>in</strong>g gang <strong>and</strong> crew violence based onrecommendations from <strong>the</strong> Bluepr<strong>in</strong>t. Members should beselected by <strong>the</strong> Mayor, Chair <strong>of</strong> <strong>the</strong> Council, <strong>and</strong> leadership<strong>of</strong> <strong>the</strong> CCCYVP. Full-time staff should be detailed <strong>to</strong>support <strong>the</strong> work <strong>of</strong> <strong>the</strong> Commission.5.2 The Mayor should name a citywide <strong>Gang</strong> <strong>and</strong><strong>Crew</strong> Prevention Coord<strong>in</strong>a<strong>to</strong>r at <strong>the</strong> level <strong>of</strong> an agency adm<strong>in</strong>istra<strong>to</strong>r.This position should:• Act as a government liaison work<strong>in</strong>g <strong>to</strong> ensure publicsec<strong>to</strong>rsupport for all strategies <strong>and</strong> facilitate <strong>the</strong> delivery<strong>of</strong> government agency services for identified youth;• Manage <strong>and</strong> moni<strong>to</strong>r <strong>the</strong> implementation <strong>of</strong> all youth violence-preventionstrategies <strong>and</strong> facilitate <strong>the</strong> coord<strong>in</strong>ation<strong>of</strong> community-based programs receiv<strong>in</strong>g fund<strong>in</strong>g for gang<strong>and</strong>crew-related work;• Promote <strong>and</strong> facilitate cross-agency learn<strong>in</strong>g;• Convene regular meet<strong>in</strong>gs <strong>of</strong> <strong>the</strong> Commission; <strong>and</strong>• Ensure that every public agency builds capacity <strong>to</strong> supportpositive youth development strategies over <strong>the</strong> longterm.Recommendation 6: With<strong>in</strong> 120 days <strong>of</strong> establish<strong>in</strong>g<strong>the</strong> Commission, develop a comprehensive citywide violenceprevention plan <strong>in</strong> response <strong>to</strong> <strong>the</strong> Bluepr<strong>in</strong>t forAction. This plan should focus on a community-based<strong>and</strong> community-driven strategy <strong>to</strong> <strong>in</strong>crease <strong>the</strong> resiliency<strong>of</strong> youth <strong>and</strong> prevent gang <strong>and</strong> crew violencewith a balance <strong>of</strong> prevention, <strong>in</strong>tervention, <strong>and</strong> suppressionactivities. Strategies should <strong>in</strong>clude neighborhood-specifictimel<strong>in</strong>es <strong>and</strong> expected outcomes.Efforts should be made <strong>to</strong> <strong>in</strong>tegrate <strong>the</strong> work <strong>of</strong> o<strong>the</strong>rrelevant citywide efforts <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> Focused ImprovementArea <strong>in</strong>itiative, <strong>the</strong> ICSIC, <strong>the</strong> Reconnect<strong>in</strong>gDisconnected <strong>Youth</strong> Committee, <strong>the</strong> HomicideElim<strong>in</strong>ation Task Force, <strong>the</strong> Truancy Committee, <strong>the</strong>Child Abuse <strong>and</strong> Neglect Prevention Plan currentlyunder development <strong>and</strong> <strong>the</strong> DYRS Service Coalitions.An expert advisory group should be created <strong>to</strong> assist<strong>the</strong> Commission <strong>in</strong> <strong>the</strong> development <strong>of</strong> <strong>the</strong> plan.The plan should <strong>in</strong>clude:• A framework steeped <strong>in</strong> <strong>the</strong> pr<strong>in</strong>ciples <strong>of</strong> positive youthdevelopment <strong>and</strong> family centered practice;• Interventions that are community based, communitydriven <strong>and</strong> responsive<strong>to</strong> <strong>the</strong> unique needs <strong>of</strong>each neighborhood;• Recommendationsfor programs <strong>and</strong> servicesthat are based onbest, promis<strong>in</strong>g <strong>and</strong> evidenced-basedstrategiesthat work <strong>to</strong><strong>in</strong>crease protective fac<strong>to</strong>rs<strong>and</strong> address <strong>the</strong> fulldevelopmental cont<strong>in</strong>uum<strong>of</strong> youth;• Services that are culturallycompetent <strong>and</strong>relevant <strong>to</strong> <strong>the</strong> needs <strong>of</strong>youth;• Proposals for longtermfund<strong>in</strong>g that alignpublic <strong>and</strong> philanthropic fund<strong>in</strong>g streams;• Mechanisms for data collection <strong>and</strong> evaluation;• Identification <strong>of</strong> gang <strong>and</strong> crew related tra<strong>in</strong><strong>in</strong>g;• Full <strong>in</strong>volvement <strong>of</strong> youth, especially those who havebeen affected by or <strong>in</strong>volved <strong>in</strong> gangs or crews; <strong>and</strong>.• A public education campaign <strong>to</strong> <strong>in</strong>form <strong>the</strong> general publicabout <strong>the</strong> culture <strong>of</strong> violence, violence prevention <strong>and</strong><strong>the</strong> roles residents can play <strong>in</strong> mak<strong>in</strong>g <strong>the</strong>ir neighborhoodssafe.Action Items: PreventionVoices from <strong>the</strong> <strong>District</strong>We need an Office <strong>of</strong> <strong>Youth</strong>“Development; we need <strong>to</strong>have somebody whose job itis <strong>to</strong> deal with kids who arenot caught up <strong>in</strong> any system;because right now we’ve gotCFSA, DYRS; <strong>the</strong>re are10,000 young people <strong>in</strong> <strong>the</strong><strong>District</strong> who are nei<strong>the</strong>r <strong>in</strong>school nor work<strong>in</strong>g betweenages 16 <strong>and</strong> 24. Those yearsweren’t easy <strong>to</strong> go througheven with two parents, a job<strong>and</strong> school. I don’t know howyou get through that withoutgett<strong>in</strong>g <strong>in</strong><strong>to</strong> trouble. Thesekids need our help.”6.1 Engage community providers <strong>and</strong> residents <strong>in</strong> design<strong>in</strong>g<strong>the</strong> components <strong>of</strong> a seamless prevention network.Us<strong>in</strong>g this Bluepr<strong>in</strong>t, assess what exist<strong>in</strong>g programs <strong>and</strong>services are work<strong>in</strong>g well <strong>in</strong> <strong>the</strong> area <strong>of</strong> violence prevention,document gaps <strong>in</strong> service delivery <strong>and</strong> fund<strong>in</strong>g, <strong>and</strong>build a system that exp<strong>and</strong>s <strong>the</strong> range <strong>and</strong> availability <strong>of</strong>positive opportunities for youth.6.2 Provide fund<strong>in</strong>g <strong>to</strong> support <strong>the</strong> development <strong>of</strong>community coalitions as def<strong>in</strong>ed by <strong>the</strong> RFP issued by <strong>the</strong>Justice Grants Adm<strong>in</strong>istration last year but not funded.6.3 Establish services based on promis<strong>in</strong>g, best, <strong>and</strong>evidence-based strategies <strong>to</strong> address gang <strong>and</strong> crew membership<strong>and</strong> violence prevention with a focus on positiveyouth development.6.4 Make decisions that are data-driven.6.5 Set measurable outcomes for all programs, sharedpractice st<strong>and</strong>ards <strong>and</strong> data collection procedures.48

<strong>in</strong>cidentresponse, anger management <strong>and</strong> trauma work, crisis <strong>in</strong>tervention,<strong>and</strong> partnership development.6.13 Develop a Uniform Mediation Pro<strong>to</strong>col that is recognizedby <strong>the</strong> court system <strong>in</strong>juvenile justice cases.6.14 Seek <strong>the</strong> support <strong>of</strong> <strong>the</strong> DC Superior Court <strong>to</strong>br<strong>in</strong>g more transparency <strong>to</strong> <strong>the</strong> operation <strong>of</strong> Court SocialServices, <strong>and</strong> <strong>to</strong> <strong>in</strong>tegrate <strong>the</strong> community based programsthat <strong>the</strong>y fund <strong>in</strong><strong>to</strong> a comprehensive city-wide cont<strong>in</strong>uum.6.15 Modify <strong>the</strong> Crime Victims Assistance eligibilitycriteria <strong>to</strong> <strong>in</strong>clude families <strong>of</strong> allvictims.6.16 Develop supports that provide effective <strong>and</strong> safeexist strategies for gang <strong>and</strong> crew members, <strong>in</strong>clud<strong>in</strong>g tat<strong>to</strong>oremoval <strong>and</strong> relocation assistance.Action Items: Suppression6.17 MPD <strong>to</strong> exp<strong>and</strong> its efforts <strong>in</strong> work<strong>in</strong>g with communities<strong>to</strong> build <strong>the</strong>ir capacity <strong>to</strong> implement neighborhoodsafety activities.6.18 Tra<strong>in</strong> all <strong>of</strong>ficers <strong>in</strong> gang <strong>and</strong> crew awareness <strong>and</strong>identification.6.19 St<strong>and</strong>ardize cod<strong>in</strong>g <strong>and</strong> report<strong>in</strong>g st<strong>and</strong>ards relat<strong>in</strong>g<strong>to</strong> identification <strong>of</strong> gang <strong>and</strong> crew members.6.20 Establish an <strong>in</strong>ven<strong>to</strong>ry <strong>of</strong> all PSA level youth violence-preventionefforts, document <strong>the</strong>ir successes <strong>and</strong>challenges, <strong>and</strong> make <strong>the</strong> <strong>in</strong>formation available on <strong>the</strong>MPD Web site.6.21 Exp<strong>and</strong> <strong>the</strong> use <strong>of</strong> community polic<strong>in</strong>g with strategicsuppression strategies such as diversion programs.Recommendation 7: Program <strong>in</strong>terventions shouldbe outcomes driven, have clearly def<strong>in</strong>ed goals <strong>and</strong>measurements <strong>of</strong> success <strong>and</strong> reflect best <strong>and</strong> evidencebased programs <strong>and</strong> proven strategies.Action Item: Effective Programm<strong>in</strong>g7.1 Adopt citywide goals for violence reduction.7.2 Identify <strong>the</strong> outcomes all programs should bestriv<strong>in</strong>g <strong>to</strong> achieve, <strong>and</strong> assure that <strong>the</strong>se expectations,along with <strong>the</strong> measurements that will be used <strong>to</strong> determ<strong>in</strong>eprogram success, be written <strong>in</strong><strong>to</strong> all contracts.7.3 Develop a common vocabulary with clear def<strong>in</strong>itions<strong>of</strong> <strong>the</strong> key term<strong>in</strong>ology used <strong>in</strong> violence <strong>in</strong>tervention<strong>and</strong> prevention work.7.4 Exp<strong>and</strong> <strong>the</strong> use <strong>of</strong> evidenced-based, promis<strong>in</strong>g<strong>and</strong> best practices by provid<strong>in</strong>g technical assistance, tra<strong>in</strong><strong>in</strong>g<strong>and</strong> support <strong>to</strong> organizations desir<strong>in</strong>g <strong>to</strong> implementsuch models.Recommendation 8: The <strong>District</strong> should develop adata-track<strong>in</strong>g system <strong>to</strong> ensure that <strong>the</strong> disparate datacollectionsystems <strong>of</strong> public <strong>and</strong> private agencies arealigned <strong>and</strong> document progress.
