Aspirations of UN General Assembly put down by a Veto PowerTO ESTABLISH A NEW INTERNATIONAL POLITICAL AND ECONOMIC ORDER OF THE WORLDON THE PATTERN OF EUROPEAN PARLIAMENT AND EURO CURRENCYWHY MR JAGDISH GANDHI IS ORGANIZINGCONFERENCES OF CHIEF JUSTICES OF THE WORLDDr Kofi Annan, the then UN Secretary General mentioned in his report dated 10thMay 1999 that Agenda Item 30 Clause 8 of the UN General Assembly's 53rd Sessionreflected a Consensus in the 53rd UN General Assembly to establish a new politicaland economic order of the world (given at serial number 1 from UN website linkhttp://www.un.org/millennium/documents /a_53_948.htm). This was to form partof the agenda of the Millennium Summit. As a prelude to the Millennium Summit(6th to 8th September 2000), the United Nations also organized a Millennium Forumof NGOs and Civil Society Organizations of the world in which 1350 delegates fromall over the world from 1000 NGOs and Civil Society Organizations participated, thedeclaration of which is given below at serial number 2 (UN website linkhttp://www.un.org./millennium/declaration.htm). On 26th May 1999, theMillennium Forum had also, in its declaration, proclaimed that the formation of anew political and economic order of the world was highly desirable. However, both (i) the Resolution adopted by the 53rd UN General Assemblyand (ii) the Declaration of the UN Millennium Forum of NGOs & Civil Societyorganizations i.e. "formation of a new political and economic order of the world"was twice deleted by the same Veto Power and was not even allowed to be includedfor consultation in the official agenda of the Millennium Summit of World Leaderswhich was to be held from 6th to 8th September 2000. This short-sighted andunthoughtful action of a Veto Power hurt Mr Jagdish Gandhi badly and because ofwhich Mr Gandhi decided to approach the world Judiciary, which he thinks is thelast hope of humanity's survival and started organizing International Conferencesof Chief Justices of the World (World Judiciary Summits) on Article 51 of theConstitution of India for Uniting the world for establishing rule of law in the world.General AssemblyA/53/948/Add.11United NationsA/53/948Distr.: General10 May 1999Original: EnglishFifty-third sessionAgenda item 30United Nations reform: measures and proposalsThe Millennium Assembly of the United Nations: Thematic framework forthe Millennium SummitReport of the Secretary-GeneralThe view was also repeatedly expressed that the themes suggested were8.effectively interconnected, and that, therefore, the dimension of a specific themeshould to be taken into consideration in the discussion of another topic. Inparticular, it was felt that the selected theme or themes should emphasize therelationship between development on the one hand, and peace and security onthe other hand, and thus reflect a common aspiration for the promotion ofdevelopment and peace and the establishment of a new internationalpolitical and economic order. In his note entitled “United Nations Reform: measures and proposals —AMillennium Assembly, the United Nations system (Special Commission) and aMillennium Forum” (A/52/850), the Secretary-General expressed the view that if theUnited Nations were to continue to play a vital role in the century ahead it would beimperative that it benefit from the imagination and engage the support of the world’speople. In this connection, he proposed that non-governmental organizations andother civil society actors organize a Millennium Forum in connection with theMillenniumAssembly.2. Civil society organizations organized and convened the Millennium Forum, which was held from 22 to 26 May 2000 at United Nations Headquarters.3. The final document, entitled “We the Peoples Millennium Forum Declaration andAgenda for Action: strengthening the United Nations for the twenty-first century”,adopted by the Millennium Forum on 26 May 2000, is transmitted herewith.* * *We the Peoples Millennium Forum Declaration and Agenda for Action:Strengthening the United Nations for the twenty-first centuryF. Strengthening and democratizing the United Nations and internationalorganizationsA major task of the world community in the twenty-first century will be to strengthenand greatly enhance the role of the United Nations in the global context.Governments must recommit themselves to the realization of the goals andmandates of the Charter of the United Nations. A challenging task is to firmlyprotect the integrity of the United Nations, counter the erosion of its role, andfurther strengthen and augment international institutions capable ofimplementing and enforcing international standards, norms and law, leadingtowards the formation of a new political and economic order. The world's population has just passedsix billion, and we are about to center a new millennium. In one sense, both these things aresimply numbers. Yet both give us something to celebrate, and something to think about.Together, they mark the opening of a new chapter in human history – a chapter in which, more than ever before, we shall all share the same destiny. It is a moment to take stock: tolook back on what we have achieved, and where we have failed – and then to look forward, and think how we can make the new era better than the old.It is shocking to think that almost half of us – three billion out of the six billion – areentering the new era in abject poverty, with less than two dollars a day, or less, to liveon. That is one thing we really must change. It is also shocking that people in so many places today are exposed to violence andbrutality. The twentieth century has been the most murderous in human history. We mustmake sure the twenty-first is more peaceful, and more humane. And it is worrying that the world's climate seems to be changing, in a way, which coulddestroy the homes and livelihood of millions. Controlling and managing this process may yetprove to be the biggest challenge of all.People all over the world look to the United Nations to protect them – from hunger, disease and violence, and natural disasters – whenever the task seems too big for nations,or regions, to handle alone. But we at the United Nations can do nothing alone, either. Ourstrength is the strength of our member states, when they agree to act together for thecommon good.Next year, leaders from all over the world will come to New York for the MillenniumSummit. They will consider the challenges ahead, and what the United Nations can do toface them. Those leaders will be representing you, the peoples of the United Nations. It isup to you to make sure that they come here firmly resolved to take decisions which canlead to a better life for all of us, and for our children. In that spirit, it gives me great pleasure to extend to the World Peace Prayer Society andthe City Montessori School of Lucknow my best wishes for a successful and memorableInternational Peace Festival. I am counting on you all – and I thank you all.Dr. Kofi A. AnnanThe Secretary General, United NationsTo Whom It May Concern:This is to confirm that Jagdish Gandhi of City Montessori School has beeninvited to attend the Millennium Forum meeting scheduled for 22 to 26 May 2000.This meeting will be held at the United Nations Headquarters in New York.Sincerely yours,Kathleen UhierRegistrar andExecutive SecretaryMillennium Forum866 United Nations Plaza, Suite 120,New York 10017-1822 E-mail mngof@bic.orgTel. 212-803-2522 Fax 212-803-2561 www.millenniumforum.orgRichard AmdurSecond OfficerDr Kofi Annan in his message (given above) to Mr Gandhi said that the world's 3 biggestproblems were:1. Half of the world's population is living in abject poverty, 2. The twentieth century had beenthe most murderous and brutal in human history & 3. The world's climate was irreversiblychanging threatening homes and livelihood of people In this regard, Dr Kofi Annan furthersaid:1. The United Nations could do nothing alone. It's strength was the strength of its membercountries 2. It was up to us i.e. the people of the United Nations to convince our leaders toattend the Millennium Summit of 2000 so that they could take decisions that could lead to abetter life for all of us and our children. However, the leaders of the nations of the world attending the Millennium Summit were noteven given an opportunity to discuss or consult on any issue relating to the formation of a "newinternational political and economic order of the world" which was the General Consensus ofthe 53rd Session of the General Assembly dated 10th May 1999 and which was also theDeclaration of the UN Millennium Forum which was held from 22nd to 26th May 2000 becauseof malicious machinations of a Veto Power.28 May 2000UN ASSEMBLY HALL"Do not busy yourself in your own concerns or the concerns of your own countries alone. Let your thoughts befixed upon that which will rehabilitate the fortunes of mankind and sanctify the hearts and souls of man.""At the outset of every endeavour one must look to the end of it." – Abdul Baha16
