Some <strong>of</strong> <strong>the</strong>Hon'ble Chief Justice and Judges who could not sign <strong>the</strong>a<strong>for</strong>ementioned Resolution had expressed such views in <strong>the</strong>irspeeches which are reflected in <strong>the</strong> Resolution. The Hon'bleJustices have resolved that <strong>the</strong> a<strong>for</strong>ementioned Resolution besent to Your Excellency <strong>for</strong> kind consideration andimplementation, as required in <strong>the</strong> said Resolution, by authoritiesconcerned. A letter has been sent to <strong>the</strong> Secretary General <strong>of</strong> <strong>the</strong>United Nations Organisation <strong>for</strong> consideration and taking suchsteps as may be considered appropriate to safeguard future <strong>of</strong>humankind,especiallychildren.2. The City Montessori School, popularly known as CMS, isimparting value - based quality education to children right fromMontessori classes to Graduate level and has on its roll over32,000 students in <strong>the</strong> City <strong>of</strong> Lucknow. According to <strong>the</strong>Guinness Book <strong>of</strong> Records, it is <strong>the</strong> largest school in <strong>the</strong> worldby pupils on roll in a single city. The vision, philosophy andmission <strong>of</strong> CMS is to inculcate in <strong>the</strong> young impressionableminds <strong>the</strong> concept <strong>of</strong> world unity and world peace, oneness <strong>of</strong>religion and oneness <strong>of</strong> God. This concept is inculcated not onlyin <strong>the</strong> minds <strong>of</strong> students <strong>of</strong> CMS but also in <strong>the</strong> minds <strong>of</strong>thousands <strong>of</strong> students <strong>of</strong> o<strong>the</strong>r schools <strong>of</strong> <strong>India</strong> and abroad whocome to participate in about two dozen international academicevents organized by CMS every year. The philosophy, visionand mission <strong>of</strong> CMS has been appreciated by UNESCO alsowhich has awarded to CMS 'The 2002 UNESCO Prize <strong>for</strong> PeaceEducation' 'in recognition <strong>of</strong> its ef<strong>for</strong>ts to promote <strong>the</strong> universalvalues <strong>of</strong> education <strong>for</strong> peace and tolerance at a time when<strong>the</strong>se values are increasingly being challenged'. The mission <strong>of</strong>CMS is also to create world-wide awareness <strong>for</strong> world peaceand world unity in <strong>the</strong> interest <strong>of</strong> humanity. With this end inview, CMS organizes <strong>the</strong> International Conferences <strong>of</strong> ChiefJustices <strong>of</strong> <strong>the</strong> world on <strong>Article</strong> <strong>51</strong> <strong>of</strong> <strong>the</strong> <strong>Constitution</strong> <strong>of</strong> <strong>India</strong>which relates to international peace and security. The said<strong>Article</strong> <strong>51</strong> acts as a beacon <strong>for</strong> us.3. This has unequivocally been acknowledged that children,who are common denominator <strong>for</strong> all nations, have to beprovided a safe and secure future. The world belongs to <strong>the</strong>m;and it is our bounden duty and obligation to preserve this world<strong>for</strong> <strong>the</strong> sake <strong>of</strong> children and future generations. They have aright over us, and on that foundation we have got to be actingas trustees and to see that no more destruction and wars takeplace and o<strong>the</strong>r problems which threaten <strong>the</strong> very existenceand survival <strong>of</strong> humankind are tackled so that we are able topass on to our children a brighter inheritance than that whichwas bequea<strong>the</strong>d to us.4. The prevailing situation creates a sense <strong>of</strong> insecurity andfear in young minds. Large stockpile <strong>of</strong> Weapons <strong>of</strong> MassDestruction (WMD), trans-national network <strong>of</strong> terrorist groupshaving global reach making common cause ei<strong>the</strong>r on grounds <strong>of</strong>religion or ethnic disputes and environmental degradationresulting in global warming and climate change will have veryserious repercussions and are cause <strong>of</strong> serious concern. Future<strong>of</strong> two-billion children and future generations is at stake and itis our bounden duty to create conditions so as to assure <strong>the</strong>m that<strong>the</strong>y will survive and that we are honestly and with dedicationtrying to bequeath to <strong>the</strong>m and future generations a better, unitedand peaceful world. We have also to provide <strong>for</strong> <strong>the</strong>ir shelter, food,potable water, education and health services. And this is possible,<strong>the</strong> Judges have felt, if <strong>the</strong> huge resources spent on wars andWMD, defense preparedness and on research <strong>of</strong> new and moredestructive weapons and <strong>the</strong>ir delivery systems are consecratedto <strong>the</strong> welfare <strong>of</strong> humankind, especially children.5. The U.N.O. has, through its various organs and agencies,brought about many changes and has taken commendable steps invarious fields. The U.N.O. was established in 1945 and now itrequires to fit in <strong>the</strong> present world scenario and reflect our hopesand aspirations. However, since <strong>the</strong> U.N.O. is working <strong>for</strong> humanemancipation more than any o<strong>the</strong>r single organization, it isnecessary to streng<strong>the</strong>n <strong>the</strong> authority, prestige and power <strong>of</strong> <strong>the</strong>U.N.O. <strong>for</strong> ensuring a safe future and safe ecology by suchamendments in <strong>the</strong> U.N. Charter as may be considered expedient.This view has been expressed by Hon'ble Justices at <strong>the</strong> 8thInternational Conference <strong>of</strong> Chief Justices. Besides, Hon'ble ChiefJustices and Judges have also strongly supported <strong>the</strong> idea toempower <strong>the</strong> International Court <strong>of</strong> Justice. In <strong>the</strong> present worldscenario it appears imperative to extend jurisdiction <strong>of</strong> <strong>the</strong>International Court <strong>of</strong> Justice to all nations <strong>for</strong> resolving allinternational disputes and conflicts peacefully and legally.6. Need <strong>for</strong> creating awareness among children and also amongall sections <strong>of</strong> society by giving priority to peace education ineducational curricula was considered <strong>of</strong> primary importance.Besides, creating awareness about international law andfundamental human rights, human values and economic and socialrights was also emphasized. Emphasis was also given toimparting <strong>of</strong> training about international law and various human,social and economic rights to lawyers and judges in <strong>the</strong> interest <strong>of</strong>human welfare and emancipation.7. Hon'ble Judges have, on <strong>the</strong>ir part, undertaken, whenever <strong>the</strong>occasion arises, to take effective steps to protect and promote <strong>the</strong>best interest <strong>of</strong> children, to promote respect <strong>for</strong> <strong>the</strong> dignity <strong>of</strong>humankind and to promote true respect <strong>for</strong> all religions.8. Excellency, <strong>the</strong> Hon'ble Judges with <strong>the</strong>ir dedication to justice,impartiality and regard to universal values and law are highlyesteemed and trusted by all sections <strong>of</strong> society because <strong>the</strong>irminds are conditioned towards justice. They are <strong>the</strong> consciencekeepers <strong>of</strong> humankind and custodians <strong>of</strong> <strong>the</strong> welfare <strong>of</strong> humanity'ssilent masses. There<strong>for</strong>e, we hope that <strong>the</strong>ir views as expressed in<strong>the</strong> attached, Resolution - 'The Lucknow Declaration-2007', will begiven due weightage in <strong>the</strong> interest <strong>of</strong> humanity in general andchildren in particular because children are wealth <strong>of</strong> every nationand are loved by one and all, and as such <strong>the</strong>ir interest and futureshould not be ignored. As your Excellency may be aware, HenrikTikkanen had said 'Because we don't think about futuregenerations, <strong>the</strong>y will never <strong>for</strong>get us.' It is our bounden duty tobequeath to our children a better, more united and peaceful worldthan that which was inherited by us.9. Now, <strong>the</strong>re<strong>for</strong>e, we request that <strong>the</strong> Resolution - The LucknowDeclaration-2007 kindly be considered by Your Excellency and <strong>the</strong>Government <strong>for</strong> support at <strong>the</strong> International level and may be sentto <strong>the</strong> National Judiciary, Bar Associations and educationauthorities <strong>of</strong> your country <strong>for</strong> taking such steps as may beconsidered appropriate in <strong>the</strong> interest <strong>of</strong> children and futuregenerations. The Conference was held as scheduled on 12thto 15th December, 2008 at <strong>World</strong> Unity Convention Center <strong>of</strong> <strong>the</strong> CityMontessori School, Lucknow, and was attended by 72 Chief Justices andJudges from around <strong>the</strong> world. The Chief Justices and Judges went to Agra City from New Delhi on10th December, 2008 to visit one <strong>of</strong> <strong>the</strong> seven wonders <strong>of</strong> <strong>the</strong> <strong>World</strong> 'TheTaj Mahal', and o<strong>the</strong>r places <strong>of</strong> historical importance. On <strong>the</strong> followingday after paying tributes to <strong>the</strong> memory <strong>of</strong> Mahatma Gandhi at Rajghat,New Delhi, a civic reception was given to <strong>the</strong>m by <strong>the</strong> InternationalBench and Bar Association, New Delhi. In <strong>the</strong> late evening on <strong>the</strong> samedate, Her Excellency Mrs Pratibha Devisingh Patil, <strong>the</strong> President <strong>of</strong><strong>India</strong>, gave a reception to <strong>the</strong> delegates at <strong>the</strong> President's House, NewDelhi.3. The delegates arrived in Lucknow by morning flight on 12th December,where, after <strong>the</strong>ir Registration, a Press Conference was held. A grandcultural presentation was made by <strong>the</strong> students <strong>of</strong> CMS in <strong>the</strong> eveningin honour <strong>of</strong> <strong>the</strong> members <strong>of</strong> <strong>World</strong> Judiciary. From 13th to 15thDecember, 2008 <strong>the</strong> participants made <strong>the</strong>ir presentations in <strong>the</strong> <strong>for</strong>m<strong>of</strong> speeches in <strong>the</strong> Plenary Sessions. Besides, in <strong>the</strong> evening <strong>of</strong> 13th and14th December, after Plenary Sessions, meetings <strong>of</strong> two WorkingGroups were held. The Working Groups, after detailed deliberations,prepared a Resolution and placed it be<strong>for</strong>e <strong>the</strong> General Body in <strong>the</strong>Plenary Session on 15th December, 2008. The Resolution was passedunanimously, a copy <strong>of</strong> which is attached. This Resolution also seeks tore-affirm earlier Resolutions passed in previous Conferences held in2006 and 2007, on which action was taken as required <strong>the</strong>rein. A letterwas sent to <strong>the</strong> U.N. Secretary General. Letters were also sent to allHeads <strong>of</strong> State and all Heads <strong>of</strong> Government <strong>for</strong> action as required in<strong>the</strong> Resolution (Lucknow Declaration - 2007).4. Under <strong>the</strong> Resolution passed at <strong>the</strong> 9th International Conference <strong>of</strong>Chief Justices <strong>of</strong> <strong>the</strong> <strong>World</strong>, <strong>the</strong> Chief Justices are required (1) 'to workto make peace, human rights and cross-cultural education an essentialpart <strong>of</strong> <strong>the</strong> school curricula throughout <strong>the</strong> world' and (2) 'to endeavourto make education in International Law an essential requirement <strong>of</strong> lawcourses as well as <strong>of</strong> continuing judicial training'. These resolutionswill, I hope, ensure a better and more peaceful future and will be a step<strong>for</strong>ward in uniting people <strong>of</strong> <strong>the</strong> world. I, <strong>the</strong>re<strong>for</strong>e, humbly request youto kindly take up this matter with <strong>the</strong> Government <strong>of</strong> your country tosuitably amend <strong>the</strong> school curricula so as to include <strong>the</strong>rein peace,human rights and cross-cultural education an essential part <strong>of</strong>education. The present economic recession isaffecting all countries <strong>of</strong> <strong>the</strong> world from which if transpires that no country can livein isolation in <strong>the</strong> present era. Global warming and climate change, lawlessnessand terrorism, ethnic and civil wars, nuclear proliferation are matters <strong>of</strong> globalconcern, besides poverty, hunger, disease, drugs and many o<strong>the</strong>r problems. Allglobal problems require global solutions.It is incumbent upon us to provide a safe and secure future <strong>for</strong> humanity,especially children who are common denominator <strong>for</strong> all nations, includingchildren <strong>of</strong> your own nation. It is our bounden duty and obligation to preservethis world <strong>for</strong> <strong>the</strong> sake <strong>of</strong> children and future generations. They have a right overus, and on that foundation we have got to be acting as trustees and to see thatno more destruction and wars take place and all o<strong>the</strong>r problems which threaten<strong>the</strong> very existence and survival <strong>of</strong> humankind are tackled so that we are able topass on to our children a brighter inheritance than that which was bequea<strong>the</strong>dto us. It is in this background that we have been holding 'InternationalConferences <strong>of</strong> Chief Justices <strong>of</strong> <strong>the</strong> <strong>World</strong>' to deliberate on <strong>the</strong> issue <strong>of</strong> a safeand secure future <strong>for</strong> humanity. We believe that <strong>the</strong> judges with <strong>the</strong>ir dedicationto justice, impartiality and regard to universal values and law are highlyesteemed and trusted by all sections <strong>of</strong> society and, <strong>the</strong>re<strong>for</strong>e, <strong>the</strong>ir wellconsidered impartial views in <strong>the</strong> matter will have wider affect and must bevalued.The Judges in <strong>the</strong> International Conferences <strong>of</strong> Chief Justices have passedResolutions <strong>for</strong> having en<strong>for</strong>ceable international (world) law and <strong>for</strong>streng<strong>the</strong>ning international organization, that is U.N.O. and empoweringInternational Court <strong>of</strong> Justice. This may also mean creation <strong>of</strong> a new world orderto be able to address present day global problems in an effective manner. Thiswill bring about an atmosphere <strong>of</strong> peace which may be termed as 'Lesser Peace.'We believe that this will not be enough and it would <strong>the</strong>n be necessary that,<strong>for</strong> creating real world unity and world peace, people become peace consciousand create an atmosphere <strong>of</strong> universal bro<strong>the</strong>rhood and love. This will bringabout 'Greater Peace'. The Judges at <strong>the</strong> 9th International Conference <strong>of</strong> ChiefJustices <strong>of</strong> <strong>the</strong> <strong>World</strong> also felt an urgent need <strong>for</strong> peace and security and haveunanimously passed a Resolution, a copy <strong>of</strong> which is attached herewith <strong>for</strong> yourkind perusal.The 9th International Conference <strong>of</strong> Chief Justices <strong>of</strong> <strong>the</strong> <strong>World</strong> was held atLucknow on 12 to 15 December, 2008 and after detailed deliberations inWorking Groups it has been resolved -1. 'to work to make peace, human rights and cross-culture education anessential part <strong>of</strong> <strong>the</strong> school curricula throughout <strong>the</strong> world' and2. 'to endeavor to make education in International Law an essentialrequirement <strong>of</strong> law courses as well as <strong>of</strong> continuing judicial training.'The above resolutions will, I hope, create a better understanding and a morepeaceful future. It will be a step <strong>for</strong>ward in uniting people <strong>of</strong> <strong>the</strong> world.There<strong>for</strong>e, I humbly request you to kindly give a serious thought to <strong>the</strong>seresolutions and get <strong>the</strong> curricula <strong>for</strong> all schools <strong>of</strong> your nation suitably amendedso as to include <strong>the</strong>rein peace education, human rights education and crossculturaleducation as essential parts <strong>of</strong> education. I also request you to kindlydirect concerned authorities to make suitable amendments <strong>for</strong> makingeducation in International Law an essential requirement <strong>of</strong> Law courses and <strong>of</strong>Judicial Training.Your Excellency, you are aware that <strong>the</strong> problem <strong>of</strong> global warming and climatechange has become a serious threat to <strong>the</strong> existence <strong>of</strong> humankind and needs tobe addressed now, o<strong>the</strong>rwise it may be too late. It is incumbent on all nations tocheck degradation <strong>of</strong> environment.
