The Conference was held as scheduled on 12thto 15th December, 2008 at World Unity Convention Center of the CityMontessori School, Lucknow, and was attended by 72 Chief Justices andJudges from around the world. A list of the participants is enclosedherewith for your kind information. A brief 'Pictorial Report' covering someof the events of the Conference can be viewed athttp://www.cmseducation.org/ article51/newgalary /phpslideshow.php2. The Chief Justices and Judges went to Agra City from New Delhi on10th December, 2008 to visit one of the seven wonders of the World 'TheTaj Mahal', and other places of historical importance. On the followingday after paying tributes to the memory of Mahatma Gandhi at Rajghat,New Delhi, a civic reception was given to them by the InternationalBench and Bar Association, New Delhi. In the late evening on the samedate, Her Excellency Mrs Pratibha Devisingh Patil, the President ofIndia, gave a reception to the delegates at the President's House, NewDelhi.3. The delegates arrived in Lucknow by morning flight on 12th December,where, after their Registration, a Press Conference was held. A grandcultural presentation was made by the students of CMS in the eveningin honour of the members of World Judiciary. From 13th to 15thDecember, 2008 the participants made their presentations in the formof speeches in the Plenary Sessions. Besides, in the evening of 13th and14th December, after Plenary Sessions, meetings of two WorkingGroups were held. The Working Groups, after detailed deliberations,prepared a Resolution and placed it before the General Body in thePlenary Session on 15th December, 2008. The Resolution was passedunanimously, a copy of which is attached. This Resolution also seeks tore-affirm earlier Resolutions passed in previous Conferences held in2006 and 2007, on which action was taken as required therein. A letterwas sent to the U.N. Secretary General. Letters were also sent to allHeads of State and all Heads of Government for action as required inthe Resolution (Lucknow Declaration - 2007).4. Under the Resolution passed at the 9th International Conference ofChief Justices of the World, the Chief Justices are required (1) 'to workto make peace, human rights and cross-cultural education an essentialpart of the school curricula throughout the world' and (2) 'to endeavourto make education in International Law an essential requirement of lawcourses as well as of continuing judicial training'. These resolutionswill, I hope, ensure a better and more peaceful future and will be a stepforward in uniting people of the world. I, therefore, humbly request youto kindly take up this matter with the Government of your country tosuitably amend the school curricula so as to include therein peace,human rights and cross-cultural education an essential part ofeducation. I also request you to take up with the Government of yourcountry, the matter of making education in International Law anessential requirement of law courses and of judicial training. Since youhave the force of the Resolution of the members of World Judiciarypassed at the 9th International Conference of Chief Justices of theWorld, I am sure, you will be able to persuade the Government of yourcountry to agree on these issues.5. The problem of global warming and climate change has become a veryserious threat to the existence of mankind and, therefore, it needs to beaddressed now, otherwise it may be too late. Keeping this in view,Hon'ble Judges have at the 9th International Conference of ChiefJustice, also resolved 'to endeavour to make degradation of theenvironment universally recognized as a crime against humanity'. I,therefore, request you to prevail upon the government of your countryto enact law accordingly or amend existing law, as the case may be.6. Since Your Lordship, and all members of world judiciary, are cream ofintelligentsia and are dedicated to justice, human rights, universalvalues and law, your views shall carry weight and shall be able topersuade the government of your country to take action as required inthe Resolution. I wish a very Happy New Year and Pray for Peace, Prosperity andDevelopment in Your great country.This is in continuation of our letter dated 19th February, 2008 with which we hadforwarded to Your Excellency a copy of the Resolution passed unanimously by Hon'bleChief Justices and Judges at the 8th International Conference of Chief Justices of theWorld, with request to take action as per contents of the Resolution. I do hope that theGovernmentofyourcountrymusthavegivenseriousconsiderationthereon.Your Excellency, you are well aware that the present world scenario presentsa grim picture, as there are very many problems which endanger the veryexistence of human species, flora and fauna and all life on earth. On one hand,scientific and technological advancement and globalization have opened newvistas, on the other hand, it has created many problems which are multiplyingfaster than the efforts to contain them. The present economic recession isaffecting all countries of the world from which if transpires that no country can livein isolation in the present era. Global warming and climate change, lawlessnessand terrorism, ethnic and civil wars, nuclear proliferation are matters of globalconcern, besides poverty, hunger, disease, drugs and many other problems. Allglobal problems require global solutions.It is incumbent upon us to provide a safe and secure future for humanity,especially children who are common denominator for all nations, includingchildren of your own nation. It is our bounden duty and obligation to preservethis world for the sake of children and future generations. They have a right overus, and on that foundation we have got to be acting as trustees and to see thatno more destruction and wars take place and all other problems which threatenthe very existence and survival of humankind are tackled so that we are able topass on to our children a brighter inheritance than that which was bequeathedto us. It is in this background that we have been holding 'InternationalConferences of Chief Justices of the World' to deliberate on the issue of a safeand secure future for humanity. We believe that the judges with their dedicationto justice, impartiality and regard to universal values and law are highlyesteemed and trusted by all sections of society and, therefore, their wellconsidered impartial views in the matter will have wider affect and must bevalued.The Judges in the International Conferences of Chief Justices have passedResolutions for having enforceable international (world) law and forstrengthening international organization, that is U.N.O. and empoweringInternational Court of Justice. This may also mean creation of a new world orderto be able to address present day global problems in an effective manner. Thiswill bring about an atmosphere of peace which may be termed as 'Lesser Peace.'We believe that this will not be enough and it would then be necessary that,for creating real world unity and world peace, people become peace consciousand create an atmosphere of universal brotherhood and love. This will bringabout 'Greater Peace'. The Judges at the 9th International Conference of ChiefJustices of the World also felt an urgent need for peace and security and haveunanimously passed a Resolution, a copy of which is attached herewith for yourkind perusal.The 9th International Conference of Chief Justices of the World was held atLucknow on 12 to 15 December, 2008 and after detailed deliberations inWorking Groups it has been resolved -1. 'to work to make peace, human rights and cross-culture education anessential part of the school curricula throughout the world' and2. 'to endeavor to make education in International Law an essentialrequirement of law courses as well as of continuing judicial training.'The above resolutions will, I hope, create a better understanding and a morepeaceful future. It will be a step forward in uniting people of the world.Therefore, I humbly request you to kindly give a serious thought to theseresolutions and get the curricula for all schools of your nation suitably amendedso as to include therein peace education, human rights education and crossculturaleducation as essential parts of education. I also request you to kindlydirect concerned authorities to make suitable amendments for makingeducation in International Law an essential requirement of Law courses and ofJudicial Training.Your Excellency, you are aware that the problem of global warming and climatechange has become a serious threat to the existence of humankind and needs tobe addressed now, otherwise it may be too late. It is incumbent on all nations tocheck degradation of environment. Therefore, the Judges at the said conferencehave also resolved 'to endeavor to make degradation of the environmentuniversally recognized as a crime against humanity.' I am well aware that thisneeds a strong political will. However, I am sure that you would kindly give it aserious consideration in the interest of survival of humanity and get law enactedor to get existing law amended, as the case may be.Your Excellency, you are aware that present situation is stark and dreadfuland needs action now. I personally believe that combined political will alonecan change the situation. If Heads of all nations of the world can come togetheron a common platform and discuss issues in a congenial atmosphere in theinterest of humanity, this beautiful planet - Earth can be saved. History willremember them for all time to come.
