Committee on <strong>County</strong>Criminal JusticeSystem BestPractices forthe 21st CenturyTOGETHER, WE CANFIND AND SHARE WAYSTO PROMOTE COUNTYINNOVATIONS ANDBEST PRACTICESThe committee entered thethird year <strong>of</strong> its very successfulcounty jail awardsprogram with an eye on expansion.Started in 2009 as ameans <strong>of</strong> showcasing the effective effortsby counties to control jail populations,the committee has been pleased by thegrowing response from CCAP membersentering their projects for consideration.The committee, which grew out <strong>of</strong> the JailOvercrowding Task Force, a subcommittee<strong>of</strong> the CCAP Courts and CorrectionsCommittee, has been seeking ways toassure that the 2006 report issued by theTask Force was put to good use in counties.Utilizing the report, county criminaljustice projects are considered for their developmentand initiation <strong>of</strong> best practicesrecommended in the report to achievelocal results.The committee shifted focus from itsstrict tie to jail overcrowding for the 2011awards when it became clear that manyjails are no longer overcrowded as aresult <strong>of</strong> their use <strong>of</strong> data proven effectivetools. The committee directed revisionsto the award criteria upon which projectsare judged, and instead focused on theircontinued successful use <strong>of</strong> best practicesand results evidenced by data. Doing16 <strong>Annual</strong> <strong>Report</strong> 2011 <strong>County</strong> <strong>Commissioners</strong> <strong>Association</strong> <strong>of</strong> <strong>Pennsylvania</strong>
so resulted in a four-fold increase in thenumber <strong>of</strong> submissions for the award for2011, making the choosing <strong>of</strong> a winnermore difficult. Further, the committee,directed by the CCAP Board created aJuvenile Detention Facility Best PracticesAward for 2011, and received more than10 entries in its inaugural year.The committee continues to work closelywith the <strong>Pennsylvania</strong> Commission onCrime and Delinquency in selected an annualPCCD CJAB award winner. Entriesare submitted by PCCD, based on theirwork with the counties and their knowledge<strong>of</strong> criminal justice advisory boardbest practices and successful results.“Started in 2009 as a means <strong>of</strong>showcasing the effective effortsby counties to control jailpopulations, the committee hasbeen pleased by the growingresponse from CCAPmembers entering theirprojects for consideration.”The 21st Century Committee honored theaward winners at a June luncheon in StateCollege.During the 2011 award considerationprocess, several submissions were eliminatedbecause they failed to meet the strictcriteria for best practices in the facilitysetting, however, the committee felt theprojects were worthy <strong>of</strong> honor.
