Information Exchange Program (CJIEP)provides the electronic AOPC Court Caseevent message directly into county recordmanagement systems to reduce data entrymistakes and eliminate duplicate dataentry by multiple criminal justice <strong>of</strong>fices.The long term benefits <strong>of</strong> improved datain our county criminal justice recordsmanagement systems and the on-goingtraining provided through CCAP’s websitefrom the data quality grant have attractednational attention. The Data QualityProject will be featured during a breakoutsession at a national NIEM conferenceand is being considered for a national Best<strong>of</strong> NIEM Award.SHARED AGREEMENTSAND HOSTED SERVICESMicros<strong>of</strong>t Enterprise agreement – Thecommittee approved to exercise the optionto extend the current contract for threemore years. Entering its tenth year, theenterprise agreement continues to be administeredby CDW-G. Several new statelocal entities have joined the program,bringing total enrollments to 32 governmententities. Micros<strong>of</strong>t also expandedthe covered products to include access tothe Micros<strong>of</strong>t online applications for MSOffice products. Current discussions andreview are underway concerning the newterms and conditions for participating inthe online <strong>of</strong>ferings.SharePoint – Another shared opportunityis the CCAP hosted website program.Using the SharePoint content managementsystem, CCAP is currently hosting 13county websites and their municipalities.Additionally, SharePoint supports another75 municipality sites across 16 countiesmanaged by SEDA-COG. There isone additional county in the queue, moremunicipal sites in progress and two othercounties considering the CCAP <strong>of</strong>fering.As an enterprise platform, these countiesare implementing the technology tosupport the county websites and theirmunicipalities. Along with best practicesand governance guidelines, the programincludes other new features such as interactivecalendars, searchable data, trackingprocesses like open records requests andsurveys serving various county purposes.Counties are also looking at improvingoperational efficiencies by streamliningother information collection processesthrough the use <strong>of</strong> SharePoint, whichin turn will lead to greater consistencyamong the counties on the SharePointplatform.EDUCATIONCCAP continues to <strong>of</strong>fer the followingeducational opportunities:MindLeaders – CCAP continues to administerthe MindLeaders online trainingprogram, which provides access to onlinecourses in the areas <strong>of</strong> business pr<strong>of</strong>essionaldevelopment courses, end-usercomputer courses, and highly technicalcourses. This year 10 counties have enrolledin the online program with a total <strong>of</strong>130 registered students.Technical trainings – This year CCAPalso added monthly webinar trainingsfocused on website administration andmaintenance to assist county staff whomanage or update websites. In additionGIS trainings were <strong>of</strong>fered on MarcellusShale, GIS Data and the Right to KnowLaw, as well as technical applicationtrainings at the 2011 PA GIS Conference.With input from the committee andcounty members, CCAP was also able to<strong>of</strong>fer general trainings on new Micros<strong>of</strong>toperating systems and cloud applications,SharePoint 2010 and the Micros<strong>of</strong>t EnterpriseAgreement.CIO certification – The first class <strong>of</strong> theCIO Certification has graduated! Elevenparticipants have now received certificationthrough PTI and Rutgers. The 13month pilot program provided educationand skills training to IT pr<strong>of</strong>essionals oncurrent trends in leadership, business,public service, and technology. The groupheld onsite sessions and participated inweb classes. Each participant completeda capstone project on a work related topicin the areas <strong>of</strong> leadership, strategic planning,IT governance, and knowledge andrecords management.The <strong>Pennsylvania</strong> program is now beingreplicated for New Jersey and Texas.Pending enrollments, a new class will beorganized for 2012 and those currentlycertified will begin meeting requirementsfor the three year re-certification.Geospatial Information SystemsCCAP staff has moved forward with the<strong>County</strong> GIS Pr<strong>of</strong>essionals <strong>Association</strong> <strong>of</strong><strong>Pennsylvania</strong>, to address key GIS issuesand training needs. Much emphasis hasbeen placed on how counties can benefitfrom utilizing GIS services for effectiveplanning <strong>of</strong> services, tracking MarcellusShale related activities and the pricing <strong>of</strong>GIS data. Meetings have also occurredwith the Office <strong>of</strong> Administration to addressquestions related to GIS data andRight to Know requests.Another major project CCAP assumedresponsibility for this year was the coordination<strong>of</strong> the 2011 PA GIS Conference,previously coordinated by Penn StateUniversity. The conference was held inMay and <strong>of</strong>fered important GIS trainingand networking opportunities to staff <strong>of</strong>counties, state <strong>of</strong>fices and private vendors.Over 200 participants attended the conference.CCAP TechNet programCCAP staff has worked this last year toexpand our TechNet membership and services.A technology vendors’ meeting washeld in November with 50 plus representativesfrom a variety <strong>of</strong> vendor organizations.Vendors had the opportunity to hearfrom the chair <strong>of</strong> the CCAP TechnologySteering Committee and a panel <strong>of</strong> countyIT directors about key technology issuesand priorities <strong>of</strong> counties. For more than 30 years CCAP has provided counties with a menu <strong>of</strong> options forinsurance and other group programs. All are designed to be responsive to theneeds <strong>of</strong> counties – they are governed by county elected and appointed <strong>of</strong>ficialsand are owned by the participating members.CCAP would like to thank those who volunteer to serve on the various programgoverning boards. They provide a valuable service to <strong>Pennsylvania</strong>’s counties.Member ServicesOn the occasion <strong>of</strong> CCAP’s 125 th Anniversary we are pleased to report that, with apologiesto Pete Townshend, the kids are alright. As with families, anniversaries are <strong>of</strong>ten a time forreflection. CCAP can be proud <strong>of</strong> its “kids” and “grandkids,” member service programs,ranging in age from 31 years to just about ready to be born. And they are doing alright, in fact,they are doing very well. Every CCAP member participates in at least one <strong>of</strong> our programs, andseveral participate in nine or ten (it is not possible to participate in all <strong>of</strong> them, as a couple aremutually exclusive, for example PCoRP and COBALT).Our thanks to the more than 90 representatives from the membership who participate on theinsurance and member service program governing boards.
