Frank StaudenmeierChairSchuylkill CountyThe Pennsylvania CountiesRisk Pool (PCoRP) providesliability, auto, property, crimeand other insurance to 44counties and four countyrelated entities. Begun in 1987 with 12initial members, the pool has experiencedconsistent growth. In our 24 th year ofoperations the pool has a strong financialcondition and the highest number ofmembers ever.PCoRPspite of a general increase in the members’exposures. PCoRP has a strong surplusposition, and this funding allowed theprogram to increase its self insured retentionfor liability claims from $350,000 perclaim to $450,000. This saved a considerableamount on our reinsurance premiums,and if the members’ claims experience isgood, means more money stays with thepool instead of being paid to the reinsurers.COBALT (County Balanced All LinesTransfer). In the past year Chester Countyalso elected to utilize COBALT. Thisprogram helps larger counties set up theirown all-lines aggregate program, with astructure similar to PCoRP.
