Energy Management, wastewater sludgemanagement, water and wastewater quality managementand a number of other functions had cross-over betweenthe individual sections, and the amalgamation broughtthese functions into a single department with combinedadministration. The staff efficiencies generated allowedfor redeployment to the National Waste Collection PermitOffice, and creation of a post to manage and promoteenergy efficiency in the organisation.Collection Permits in February 2012. The office has beenfully staffed from existing Offaly Co. Council employeesand as the office is self financing, this is generatingsignificant savings for OCC.The National Waste Collection Permitting Office (NWCPO)was established within Offaly Co. Council as the singlenominated authority for issuing and reviewing WasteOffaly Local Authorities Annual Report 201228
