The Audit Committee in <strong>Offaly</strong> <strong>County</strong> <strong>Council</strong> consists offive members: Mr. Peter Scully, Committee Chairman,Cllr. Connie Hanniffy, Mr. Brian Gunning, Mr. PaddyHughes and Mr. Tom Feighery. The Audit Committee met4 times in 2012.Service IndicatorsEach section, as appropriate, prepared their NationalService Indicators statistics. The statistics were collatedby Corporate Services and submitted to the LocalManagement Services Board.<strong>County</strong> CoronersThe total expenditure was €259,987.05 (including salary)in respect of coroners’ inquests in 2012.Exhibitions held in Áras an ChontaeA number of art exhibitions were held in Áras an Chontaeduring 2012.Partnership CommitteeThe Partnership Committee held 4 meetings in 2012.Mr Jason Leigh, replaced Mr. Joe Dwyer on theCommittee as a SIPTU Representative.The Committee considered a number of important issuesduring the year and considered reports on the proposalsto establish Irish Water, the Service Plans and BudgetSaving Measures for 2012. In the last quarter of 2012,the Committee noted that the LGMA were establishing aWorking Group to examine Workforce Plans, including anexercise which conducted a review of the number of staffat the senior grades in local authorities, a re-evaluationof specialist posts and a review of inter-changeabilitybetween posts. The Committee were briefed on theproposals for the updated PMDS Process.Following proposals from the national HR Officers Groupit was agreed that the Partnership Committee wouldinclude Equality issues on their meeting agendas.At the request of the <strong>County</strong> Manager, the Committeeacted as a forum to advise staff on the ChangeManagement Initiative, which commenced inNovember 2012.At a national level LANPAG issued a document “NewDirection for Workplace Partnership in the LocalAuthority Sector”, a national seminar was held in Aprilattended by all stakeholders to examine the documentand consider the future direction for Partnership in thelocal government sector.Three issues of the Staff Newsletter Inside Viewcirculated during the year.<strong>Offaly</strong> Local Authorities <strong>Annual</strong> <strong>Report</strong> 201281
