IMPROVED RENEWABLE ENERGY AND ENERGY EFFICIENCY<br />
KNOWLEDGE BASE<br />
Supporting Statements from the White Paper on <strong>Energy</strong> Policy:<br />
The Namibian Government undertakes to establish a research strategy on energy-use<br />
<strong>and</strong> energy efficiency issues that will inform rural as well as urban energy policy<br />
development <strong>and</strong> revision. In addition, Government is committed to analyse the<br />
economic savings that can be attained through wider use <strong>of</strong> solar heaters, to develop,<br />
implement <strong>and</strong> a national biomass strategy, to investigate the continued feasibility <strong>of</strong><br />
charcoal production <strong>and</strong>/or wood transport to areas <strong>of</strong> need, <strong>and</strong> to assess the extent to<br />
which the health <strong>and</strong> safety <strong>of</strong> Namibians is being affected by the use <strong>of</strong> wood, c<strong>and</strong>les<br />
<strong>and</strong> paraffin.<br />
Strategic Aim:<br />
Conduct research <strong>and</strong> studies for energy policy review <strong>and</strong> implementation.<br />
Main Activities:<br />
Co-ordinate the development a research strategy on all issues affecting the renewable<br />
energy <strong>and</strong> energy efficiency sector<br />
The REEE Institute will co-ordinate the development <strong>and</strong> implementation <strong>of</strong> a research<br />
strategy on renewable energy <strong>and</strong> energy efficiency issues in Namibia. A strategy on<br />
what research or data collection is to be performed on what topic, by whom, when <strong>and</strong><br />
with what resources should be in place before a host <strong>of</strong> studies are conducted. These<br />
studies may otherwise become redundant if their findings <strong>and</strong> recommendations are <strong>of</strong><br />
no relevance at the time <strong>of</strong> the completion <strong>of</strong> the report.<br />
In accomplishing the task <strong>of</strong> supporting the improvement <strong>of</strong> the renewable energy <strong>and</strong><br />
energy efficiency knowledge base, the REEE Institute will cooperate closely with<br />
institutions such a Regional Councils, socio-economic research institutes <strong>and</strong> the line<br />
Ministries responsible for women affairs <strong>and</strong> rural development.<br />
Strengthen the research capacity within the private sector<br />
The research capacity <strong>of</strong> Namibian consultants <strong>and</strong> consultancy firms needs to be<br />
strengthened over time. This capacity building effort should not have a detrimental<br />
impact on the quality <strong>of</strong> the research assignment. In case local expertise cannot be<br />
found, the REEE Institute will be instrumental in soliciting external assistance <strong>and</strong> in<br />
establishing twinning arrangements for the benefit <strong>of</strong> emerging consultants.<br />
Conduct studies on urban energy use <strong>and</strong> rural energy needs, <strong>and</strong> investigate<br />
qualitative <strong>and</strong> participatory research methodologies <strong>and</strong> apply appropriate ones<br />
The REEE Institute will conduct or commission studies on the urban energy use <strong>and</strong> the<br />
rural energy needs as a situational analysis. These studies will greatly contribute to<br />
policy formulation, implementation or review. It is important that the end-users<br />
participate in these studies.<br />
