encourage investment in renewable energy based independent power production, the<br />
REEE Institute will facilitate the introduction <strong>of</strong> funding or subsidisation schemes on<br />
concessionary terms.<br />
Continuously assess regional risks <strong>and</strong> opportunities for renewable energy technologies<br />
In order to be able to address incidents <strong>of</strong> over-reliance on one origin (e.g. South Africa)<br />
<strong>and</strong> mainly one resource <strong>of</strong> energy (coal), the REEE Institute will continuously monitor<br />
the energy situation within the Southern African Power Pool <strong>and</strong> identify opportunities<br />
for the introduction <strong>of</strong> large-scale renewable energy options. The Institute will assist the<br />
process <strong>of</strong> the diversification <strong>of</strong> the sources <strong>of</strong> energy within the regional context <strong>of</strong><br />
Southern African by, for example, promoting the effective use <strong>of</strong> the existing hydroelectric<br />
potential <strong>of</strong> the region, quantifying the risk <strong>of</strong> an interrupted energy supply in<br />
monetary terms, etc.<br />
Conduct comparative studies on currently available technologies on fuel efficiency<br />
In the time <strong>of</strong> the over-dependence on fossil fuels, all too <strong>of</strong>ten security <strong>of</strong> supply is<br />
meant to imply that what is needed can be supplied. However, when the energy supply<br />
is threatened, energy efficient measures need to be employed in order to meet stable<br />
production outputs. The REEE Institute will spearhead the process <strong>of</strong> introducing<br />
dem<strong>and</strong> side management within the transportation sector by promoting, amongst<br />
others, the use <strong>of</strong> hybrid powered devices (e.g. vehicles powered by a combination o<br />
conventional fuel <strong>and</strong> batteries), improved fleet management, bulk transportation, etc.<br />

ENHANCED INSTITUTIONAL COORDINATION AND INTEGRATION<br />
Supporting Statements from the White Paper on <strong>Energy</strong> Policy:<br />
The Namibian Government is committed to the promotion <strong>of</strong> sound energy planning<br />
principles throughout all public institutions. In addition, Government will establish intersectoral<br />
mechanisms to ensure that rural energy programmes are integrated <strong>and</strong> coordinated<br />
with other rural development interventions.<br />
Strategic Aim:<br />
Establish an inter-sectoral renewable energy <strong>and</strong> energy efficiency co-operation<br />
framework.<br />
Main Activities:<br />
Assist in the establishment <strong>and</strong> operation <strong>of</strong> a multi-sectoral coordination <strong>and</strong> cooperation<br />
framework<br />
The REEE Institute will be actively involved in establishing <strong>and</strong> maintaining a cooperation<br />
framework amongst public institutions on the introduction, operation <strong>and</strong><br />
maintenance <strong>of</strong> renewable energy technologies. The Institute will assist in the following<br />
activities:<br />
