4.2 Sources <strong>of</strong> Funding<br />
The Namibian Government needs to make a substantial increase in the annual funding<br />
that is dedicated to REEE activities. Although the Strategic Action Plan Table indicates<br />
that donors should be considered as potential sources <strong>of</strong> funding for most activities,<br />
GRN should develop its own source <strong>of</strong> sustainable funding dedicated solely to REEE<br />
activities. In this regard, it is essential that GRN establish a levy on electricity tariffs,<br />
such as a small REEE levy, or a larger, more general electrification levy. The money<br />
raised would then be managed by the Electrification Fund (to be established) <strong>and</strong> used<br />
to fund the activities <strong>of</strong> the Strategic Action Plan. REEE should also be driven by the<br />
private sector without funding provided by GRN. The details <strong>of</strong> private sector activities,<br />
however, have not been specified in the Strategic Action Plan.<br />
