IMPROVED SECURITY OF ENERGY SUPPLY<br />
Supporting Statements from the White Paper on <strong>Energy</strong> Policy:<br />
The Namibian Government will ensure that the electricity supply in Namibia is based on<br />
an optimal mix <strong>of</strong> energy resources that includes a renewable energy option if found to<br />
be viable after an evaluation <strong>of</strong> the expected costs <strong>and</strong> benefits, <strong>and</strong> <strong>of</strong> the<br />
environmental <strong>and</strong> socio-economic impacts, has been conducted. Government is<br />
committed to regularly assess the risks <strong>and</strong> opportunities in order to achieve the optimal<br />
balance. In addition, Government will encourage the introduction <strong>of</strong> alternative fuels to<br />
power engines.<br />
Strategic Aim:<br />
Diversify <strong>and</strong> broaden the energy supply base.<br />
Main Activities:<br />
Assess the contribution that different combinations <strong>of</strong> renewable energy technologies<br />
<strong>and</strong> hybrids can make to achieving security <strong>of</strong> supply<br />
Once an enabling environment for the large-scale introduction <strong>of</strong> renewable energy<br />
technologies has sufficiently been established, the REEE Institute will invite proposals<br />
for the large-scale generation <strong>of</strong> electricity by way <strong>of</strong> renewable energy technologies.<br />
The Institute will assess the contributions that these alternative energy solutions can<br />
make to the security <strong>of</strong> the energy supply in Namibia. The Institute will consider<br />
proposals for st<strong>and</strong>-alone renewable energy technologies (such as wind generation<br />
parks, biomass digesters, solar technologies, tidal wave power, geo-thermal power<br />
installations, etc.) as well as for hybrid systems that combine conventional energy<br />
options with renewable energy technologies (such as diesel engines powered<br />
generators combined with photovoltaic cells <strong>and</strong>/or wind generators <strong>and</strong> energy<br />
efficiency methodologies), <strong>and</strong> will continuously promote their fair access to the grid.<br />
The REEE Institute will also assess the impact <strong>of</strong> alternative fuels (including ethanol,<br />
natural gas, propane, hydrogen, methanol <strong>and</strong> bio-Diesel) on the security <strong>of</strong> the supply<br />
<strong>of</strong> liquid fuels. In order to maintain transparency in the energy sector <strong>of</strong> Namibia, all<br />
proposals for the introduction <strong>of</strong> large-scale renewable energy applications, or the broad<br />
introduction <strong>of</strong> alternative fuels, will be evaluated according to a set <strong>of</strong> criteria that will be<br />
developed <strong>and</strong> applied by the REEE Institute.<br />
Establish a transparent planning framework <strong>and</strong> mechanism for large-scale electricity<br />
generation<br />
The REEE Institute will assist in the establishment <strong>and</strong> maintenance <strong>of</strong> a transparent<br />
planning framework for large-scale electricity generation, <strong>and</strong> constantly ensure that<br />
renewable energy technologies are considered whenever a life cycle analysis warrant<br />
their employment.<br />
Introduce funding/subsidy mechanisms for renewable energy technologies <strong>and</strong><br />
encourage their use within the framework <strong>of</strong> independent power production<br />
For the renewable energy sector to be able to make a meaningful contribution to the<br />
security <strong>of</strong> the electricity supply in Namibia requires substantial investments. To<br />
