<strong>and</strong> <strong>of</strong>f-grid energy supply options, <strong>and</strong> used once a transparent planning <strong>and</strong><br />
evaluation process has been completed.<br />
Strategic Aim:<br />
Implement an <strong>of</strong>f-grid electrification programme.<br />
Main Activities:<br />
Make economic analyses, considering social dem<strong>and</strong> <strong>and</strong> acceptability, on the<br />
combination <strong>of</strong> <strong>of</strong>f-grid electrification with other suitable fuels<br />
The REEE Institute will actively promote renewable energy technologies as an option to<br />
increase access to sustainable energy amongst Namibians. The Institute will<br />
demonstrate the significant role that renewable energy can play in rural, <strong>of</strong>f-grid<br />
electrification. In this regard, the REEE Institute will, amongst others, assess the viability<br />
<strong>of</strong> a 12 V DC approach to operate appliances, <strong>and</strong> the relevance <strong>of</strong> battery-based power<br />
delivery systems. The Institute will assist in the development <strong>of</strong> improved evaluation<br />
criteria <strong>and</strong> implementation mechanisms for renewable energy supported rural<br />
electrification. It will also assess if renewable energy technologies are promoted more<br />
effectively through productive end users than through rural households.<br />
Investigate the viability <strong>of</strong> an independent National Rural <strong>Energy</strong> Agency<br />
A few Southern African countries have established national rural energy agencies in<br />
order to implement <strong>and</strong> manage rural energy programmes. These agencies function like<br />
state owned enterprises, <strong>and</strong> have the advantage <strong>of</strong> reducing the danger that rural<br />
electrification interventions are driven by political rather than by socio-economic<br />
considerations. The REEE Institute will assess the feasibility <strong>of</strong> establishing such an<br />
organisation in Namibia, <strong>and</strong>, if found viable, will initiate its establishment.<br />
Renewable energy technologies for water pumping <strong>and</strong> purification<br />
The continuous supply <strong>of</strong> safe water is pivotal to development in rural Namibia. Water<br />
needs to be pumped from deep boreholes over vast distances at great costs. This<br />
poses an additional burden on households that are already struggling to make ends<br />
meet. The REEE Institute will apply life cycle costing <strong>and</strong> assist Government <strong>and</strong><br />
Regional Councils in introducing renewable energy technologies on a large scale for<br />
water pumping <strong>and</strong> purification. The Institute will also participate in an investigation on<br />
the replacement <strong>of</strong> Diesel with solar or wind power pumps. Along Namibia’s cost, the<br />
REEE Institute will consider the use <strong>of</strong> renewable energy technologies for desalinating<br />
sea water.<br />
Draft <strong>and</strong> update Rural Electricity Distribution Master Plans<br />
The REEE Institute will actively participate in the preparation <strong>and</strong> revision <strong>of</strong> rural<br />
electrification master plans. Most importantly, the Institute will publicise these plans,<br />
raise awareness on their impacts <strong>and</strong> discuss their improvement openly with end-users.<br />
The Institute will also assist the authorities in correlating the <strong>of</strong>f-grid master plans with<br />
rural electricity distribution master plans as well as with sectoral infrastructure<br />
development plans, <strong>and</strong> assist in the establishment <strong>of</strong> a multi-sectoral monitoring<br />
system.<br />
