Maintain data <strong>and</strong> statistics through a central database<br />

The REEE Institute will gather relevant data at regular intervals <strong>and</strong> maintain a central<br />

database on issues that affect the energy sector at large. A most important set <strong>of</strong> data to<br />

be collected is on the national energy consumption. The REEE Institute will also<br />

establish <strong>and</strong> update a national database for end-users on energy efficiency<br />

technologies.<br />

Develop incentives, regulation <strong>and</strong> legislation<br />

The REEE Institute will regularly assess the need to develop a beneficial framework for<br />

the use <strong>of</strong> renewable energy technologies in Namibia. The Institute will support the<br />

introduction <strong>of</strong> support mechanisms that will facilitate the establishment <strong>of</strong> an “equal<br />

playing field” between conventional <strong>and</strong> alternative sources <strong>of</strong> energy by identifying<br />

instruments <strong>and</strong> by facilitating the supportive studies <strong>and</strong> research.<br />

Assess household energy needs, dem<strong>and</strong> <strong>and</strong> use patterns, <strong>and</strong> determine appropriate<br />

renewable energy technologies<br />

Many households in less affluent parts <strong>of</strong> Namibia, especially those in the rural areas<br />

that are headed by women, do not have access to the information that would be<br />

necessary to make informed decisions on energy supply options that are affordable,<br />

safe <strong>and</strong> environmentally sustainable. In the same way, little information exists among<br />

the decision makers <strong>and</strong> service providers on the energy requirements <strong>and</strong> use patterns<br />

<strong>of</strong> households in rural areas <strong>and</strong> in urban informal settlements. The REEE Institute will<br />

make use <strong>of</strong> participatory energy planning methods (the EnPower methodology) to<br />

assist poor households to meet their energy needs affordably <strong>and</strong> sustainably through<br />

the use <strong>of</strong> renewable energy technologies <strong>and</strong> the application <strong>of</strong> energy efficiency<br />

approaches.<br />

Technical studies<br />

The sustainable development <strong>of</strong> the renewable energy sector requires a substantial<br />

number <strong>of</strong> supporting studies. Some <strong>of</strong> the most urgent studies that have to be<br />

undertaken are listed below. However, the list can only be completed, <strong>and</strong> the research<br />

projects can only be placed in order <strong>of</strong> priority, once the above-mentioned research<br />

strategy is in place. The REEE Institute will promote research, publicise reports <strong>and</strong><br />

regularly update studies.<br />

The following important studies have been identified:<br />

� Assess the micro-economic benefits <strong>of</strong> solar water heaters<br />

� Assess the micro-economic benefits <strong>of</strong> energy-efficient lighting<br />

� Assess the micro-economic benefits <strong>of</strong> energy-efficient building designs<br />

� Perform a micro-economic comparison <strong>of</strong> LPG <strong>and</strong> electric cooking<br />

� Investigate the nature <strong>of</strong> energy end-use patterns in all sectors<br />

� Monitor <strong>and</strong> assess energy efficiency in co-operation with stakeholders<br />

� Conduct energy audits in industry in collaboration with Cleaner Production<br />

� Assist in developing appropriate SWH <strong>and</strong> energy efficient building strategies<br />

� Assist in finalising the Biomass Strategy by consolidating the existing Biomass<br />

<strong>Energy</strong> Key Issue Paper <strong>and</strong> Action Plan, revise as needed <strong>and</strong> obtain endorsement<br />
