Chapter 9 Special Groups of <strong>Veterans</strong> 73Chapter 9Special Groups of <strong>Veterans</strong>Homeless <strong>Veterans</strong>VA provides comprehensive medical, psychological <strong>and</strong> rehabilitationtreatment <strong>for</strong> eligible homeless veterans <strong>and</strong> conducts homelessoutreach such as community-based “st<strong>and</strong> downs” to help homelessveterans. Many VA benefits, including disability compensation, pension<strong>and</strong> education, can help at-risk veterans avoid homelessness.Other programs <strong>for</strong> homeless veterans include residential rehabilitationservices at VA domiciliaries, therapeutic group homes, <strong>and</strong> contractresidential care. For assistance, contact the nearest VA medicalfacility or visit http://www.va.<strong>gov</strong>/homeless/ to find contact in<strong>for</strong>mationon VA homeless veteran coordinators in each state.VA also provides grant <strong>and</strong> per diem funds to community agenciesproviding services to homeless veterans. The grant program paysup to 65 percent of the cost of construction, renovation, or acquisitionof a building <strong>for</strong> use as a service center or transitional housing<strong>for</strong> homeless veterans, or <strong>for</strong> the purchase of vans <strong>for</strong> transportinghomeless veterans. The per diem provides funding <strong>for</strong> operationalcosts. Call 1-877-332-0334 or visit http://www.va.<strong>gov</strong>/homeless/.The Healthcare <strong>for</strong> Re-Entry <strong>Veterans</strong> Program (HCRV) offersoutreach, referrals <strong>and</strong> short-term case management assistance <strong>for</strong>incarcerated veterans who may be at risk <strong>for</strong> homelessness upontheir release.Another homeless program, HUD-VASH, partners with the USDepartment of Housing <strong>and</strong> Urban Development to provide permanenthousing <strong>and</strong> ongoing case management treatment services<strong>for</strong> homeless veterans who would not be able to live independentlywithout the support of case management. This program allowsveterans to live in veteran selected apartment units with a “HousingChoice” voucher. These vouchers are portable so that veterans canlive in communities served by their VA medical facility where casemanagement services can be provided. HUD-VASH services includeoutreach <strong>and</strong> case management to ensure integration of services<strong>and</strong> continuity of care.
