PreambleThe Government of Botswana (hereinafter referredto as “the Government”) and the UN system inBotswana are committed to the implementation ofthe GoB-UN POP 2010-2014, under the joint leadershipof the Government and the UN, bringing togetherthe comparative advantages of the participating UNsystem agencies within one planning, implementationand monitoring and evaluation framework.UN organizations participating in the GoB-UN POP2010-2014 are: the Food and Agriculture Organizationof the United Nations (FAO), the International AtomicEnergy Agency (IAEA), the International Fund forAgricultural Development (IFAD), the InternationalLabour Organization (ILO), the Joint United NationsProgramme on HIV/AIDS (UNAIDS), the UnitedNations Development Programme (UNDP), theUnited Nations Environmental Programme (UNEP),the United Nations Educational, Scientific andCultural Organization (UNESCO), the United NationsPopulation Fund (UNFPA), the United NationsChildren’s Fund (UNICEF), the United Nations HighCommission for Refugees (UNHCR), the United NationsOffice of the High Commission for Human Rights(UNOHCHR), United Nations Industrial DevelopmentOrganization (UNIDO), the United Nations Entity forGender Equality and Women’s Empowerment (UNWomen), and the World Health Organization (WHO);and are hereinafter referred to as ‘the ParticipatingUN System Agencies’ 1 .and inter-governmental events of the United Nationsto which Botswana is a party;Acknowledging that Botswana, as a middle incomecountry, has made and honours a cost-sharingarrangement with selected United Nations agencies 2 ;Agreeing that the participating UN system agenciessupport the implementation of Vision 2016 and theTenth National Development Plan (NDP10), andrelated sectorial and local strategies;Building on the progress made and experiencegained during the first 3 years of implementationof the GoB-UN POP 2010-2014, the findings andrecommendations of the Mid-Term Review of theNDP10, the Mid-Term Review of the GoB-UN POP2010-2014, and lessons learned from the independentevaluation of ‘Delivering as One’;Affirming that the GoB-UN POP 2010-2014 is the onestrategic programmatic vision and framework whichguides all agency programming; andDeclaring that the commitments and responsibilitiesoutlined herein will be fulfilled in a continued spirit ofclose cooperation and trusted partnership;The Government and participating UN systemagencies hereby agree as follows:Furthering their mutual agreement and cooperationfor the realisation of the Millennium DevelopmentGoals (MDGs) and other internationally agreeddevelopment goals resulting from UN Conventions andSummits to which the Government and participatingUN system agencies are committed, including theMillennium Summit and the Millennium Declaration,the Millennium Development Goals Summit 2010 andother relevant conventions, conferences, summits1The term ‘UN system agencies’ encompasses all of the various funds, organizations, agencies and programmes of the UN system.2At present the Government has a 60/40 cost sharing arrangement with the United Nations Development Programme.GoB - UN POP 2010 - 2014 1
