<strong>Report</strong> of the ChairpersonWarm Greetings from the <strong>National</strong> <strong>Trust</strong>. Welcome to the <strong>Annual</strong><strong>Report</strong> (April <strong>2007</strong> - March 20<strong>08</strong>), it has been a busy and proactiveyear.A great source of inspiration, for all of us working with special needshas been the life and achievements of Ms. Helen Keller. I start with oneof her quotations:-"A person who is severely handicapped, never knows his own hiddensource of strength, until he is treated like a normal human being and allowed and supported toshape his own life - for life is either a challenge and an adventure, or nothing at all".As we all know, she was born deafblind, and has amazed us by her power of communicationand academic achievements. Much was possible, because her mentor and teacher Anne Sullivanhad full faith and confidence. She made it possible.The <strong>National</strong> <strong>Trust</strong> also, as part of the plan to create, support networks, would like stakeholdersto focus on skills and development of abilities.“discoverabilities"It is the slogan we carry on our cover, and it is the way, we think we should be looking atdisability. Each one of us, both disabled and non disabled people, have some strengths andsome weaknesses. All people are most happy, when they can work, where their strength lies.The discovery of our talent and potential brings energy, productivity, harmony and joy.It is a major failure, of our education and school systems, as they do not focus on looking forthe potential of each student. Both, mainstream and special schools, get caught up in promotingsmall, accepted, stereotypical sets of skills.Uniformity and conforming become the foundation stones of our education. This results instudents, finishing school without really having discovered their strengths and potential.Let us put on our agenda, a belief and faith in the abilities of our stakeholders. This will helpthem, to restore their self worth and will support them to truly discover the work that beingsthem into the mainstream.Participation and contribution in the family and the community, will by itself create the supportnetworks that we so much dream of.The clarion call given by disabled people themselves: "Teach me skills, do not treat my ills",should be respected and practised.At the <strong>National</strong> <strong>Trust</strong>, we have come up with several schemes and programmes to take thisperspective forward. Some examples are the Gyan Prabha scholarship and the Uddyam Prabha<strong>Annual</strong><strong>Report</strong><strong>2007</strong>-20<strong>08</strong>iii


subsidy. We hope these two inspire professionals and parents to knock at the doors of traininginstitutes. We will have to create awareness and sensitize the management and teachers of theseinstitutes to include people with disabilities.A Marketing Federation for products made in sheltered workshops, is on the drawing board.The dream of ARUNIM (Association for Rehabilitation under <strong>National</strong> <strong>Trust</strong> Initiative ofMarketing) is that the workers in the sheltered workshops earn a viable living wage. That theycontribute, to their families and are truly valued as one of the members.Many parents, I meet, think of their child with developmental disabilities as a 'burden' andthey think of their lives as a 'sacrifice'. As long as we continue to do this, we will not be able tocreate any sense of fulfillment and joy.The message, I would like to share as a parent is, the following philosophy:-THENATIONALTRUSTPeople first - think of your child as a person first and later his disability.Strengths first - look for what your child can do and build on those, rather than go onfocusing on what he cannot do.Self esteem first - the greatest gift we can give our child is a good sense of self. If we go onfeeling like a family that has failed, we will internalise low self esteem, which we willtransfer to our child.Fun first - Enjoy being a parent and enjoy your child. The moment you do that, manydoors open and you will see a blossoming, that you never did imagine.“Discoverability”. These are the magic words we would like to share with our stakeholders,because only these words can take us beyond disability.The many activities and achievements at the <strong>National</strong> <strong>Trust</strong> have been possible because of theconstant support and enthusiasm of all at the Ministry of Social Justice and Empowerment.Our gratitude and thanks go to Mrs. Meira Kumar, Honourable Minister and Dr. VeenaChottray, Secretary to the Ministry. <strong>Report</strong> of the JS & CEOThe year <strong>2007</strong>-20<strong>08</strong> was a very special year for me as I joined the <strong>National</strong><strong>Trust</strong> and became a part of this vibrant family. During the year, a numberof path breaking initiatives were taken and new schemes wereconceptualized and launched.Developmental disability, as we all know, is a condition and not a disease.So there is no cure but early intervention can result in better outcome. Understanding this, ascheme of day care centre - Aspiration - was started at 50 centres for 20 children upto 6 yearsof age at each centre. The scheme aims for school readiness and inclusion of the special childrenin the mainstream through early intervention and training.A very innovative health insurance scheme - Niramaya - was launched for persons with Autism,Cerebral Palsy, Mental Retardation and Multiple Disabilities. Under the scheme, insurancecover upto Rs. 1 lakh is available for a variety of health services ranging from OPD to cashlesshospitalization. The scheme is first of its kind for persons with disabilities and is totally freefor BPL category. In the first phase, the scheme is launched in ten districts.In order to empower persons with disabilities with the right kind of skills and finances forearning their livelihood with dignity, two more new schemes, namely Gyan Prabha andUddyam Prabha were launched. Gyan Prabha is a Scholarship scheme for pursuing post schoolingany vocational training/professional course. Under this scheme, every year scholarship upto Rs.700 per month for 1000 persons will be provided. Uddyam Prabha, on the other hand, is aninterest subsidy scheme for promoting self -employment. Under this scheme, interest incentiveupto 5% for BPL and 3% for other categories will be given for 5 years on a loan amount uptoRs. 1 lakh.Both, Gyan Prabha and Uddyam Prabha are more importantly a reflection of paradigm shiftin perception from despair to hope, from disability to discover ability and from an aimless lifeto a more purposeful life with dignity.In order to reach out to hitherto uncovered districts of the country, the scheme of Remote AreaFunding was started in 16 districts in the first phase. It is hoped that in coming years, all theuncovered districts will be covered with atleast one organization registered with the <strong>National</strong><strong>Trust</strong> and engaged in its activities.During the year 16 new Samarth centres were sanctioned bringing the total to 121 centres.Besides, the concept of smaller group homes under the scheme was also introduced with focuson adult and orphan beneficiaries.Similarly, the scheme of SNAC and SNAP was further expanded and upgraded. We have nowprovided for one SNAC in every State/UT by amending the earlier criteria. So far 28 SNACsand 38 SNAPs have been appointed through out the country. Besides, to ensure an institutionalarrangement for regular interaction and cooperation with the State Government and districtlevel functionaries, State Level Advisory Committees under the Chairpersonship of Secretary,Social Welfare of the concerned States have been constituted. We hope this will provide aneffective forum for furthering our activities.<strong>Annual</strong><strong>Report</strong><strong>2007</strong>-20<strong>08</strong>v


THENATIONALTRUSTThere had always been many grievances among organizations in the registration process withlong pendency for even longer period. This was effectively streamlined during the year bringingdown the pendency level to almost nil. So far, we have 750 registered organisations out ofwhich 210 were registered during the year <strong>2007</strong>-<strong>08</strong>. While it is our endeavour to furtherstreamline registration process, it is also expected that desirous organisations apply giving fulldetails including copies of certificate of registration under Persons with Disabilities Act, 1995and Societies Registration Act.Appointment of legal guardians is most significant provision of the <strong>National</strong> <strong>Trust</strong> Act and theLocal Level Committee has the central role in this regard. In order to address these issues, LLCin all the districts were constituted during the year and legal guardianship certificate was redesignedand standardized so as to clarify several prevailing doubts in the minds of different stakeholders.To orient the members of LLCs, a two tier training programme was started. In the first stage,resource persons for each of the six zones, in which the country was divided, were identifiedand trained under Zonal Technical Resource Trainers (ZTRT) programme. In the second stage,through ZTRT, training was given to LLC members under the Disability Equity TrainingProgramme covering 15 districts at a time. These programmes have yielded mixed resultsfrom different states and therefore there is a need to strengthen this process to make it moreeffective.In the world of Information Technology & Information Technology Enabled Services, it wasconceived and work initiated to establish an Information -cum- Facilitation Centre where allthe information pertaining to the four developmental disabilities will be readily available andassisted devices will be on display for hands on experience. Besides this, work on informationkiosk at different hospitals were also carried out and such kiosks were installed in 5 hospitals inDelhi.We now hope that in coming years we will be able to further expand our activities with moreand more innovative and self-sustainable schemes in our endeavour to reach out to more andmore persons with disability even in the remotest corner of the country. BYE-ELECTIONS TO THE BOARD OF THENATIONAL TRUSTNominations for election of three members to the Board of <strong>National</strong> <strong>Trust</strong> were invited throughletters as well as advertisement on 18th December, <strong>2007</strong> from 710 registered organizations inthe category of Association of Persons with Disabilities - one from the area of Cerebral Palsyand two from Multiple Disabilities under <strong>National</strong> <strong>Trust</strong> Rule 3(3). The terms of appointmentof three Board Members in above categories expired on 8.4.20<strong>08</strong>. The last date for submissionof nominations in <strong>National</strong> <strong>Trust</strong> office was 6th February, 20<strong>08</strong> upto 5.00 PM.Accordingly, valid nominations were received as per the following details: -Category (c) Areas of working Total valid nominations receivedAssociation of Persons Cerebral Palsy 3with Disabilities Multiple Disabilities 1THENATIONALTRUSTAs one nomination was found valid in the category of multiple disabilities for filling in 2vacancies, no elections, therefore was required for this category and the candidate was declaredelected by Returning Officer as follows: -1. Shri Kishore Mohan BhattacharyaAs one vacancy remained unfilled the matter was taken to the Board in its 30th meeting forinformation and nomination of a suitable person to fill the said vacancy in multiple disabilityarea. The Board nominated Shri Zamir Dhale as Board Member against this vacancy incompliance with Rule 3(5) of <strong>National</strong> <strong>Trust</strong> Rules, 2000.Elections through Postal ballot were held in the category of Association of Persons withDisabilities working in the area of Cerebral Palsy. Ms. Jija Ghosh, nominated by Indian Instituteof Cerebral Palsy, Kolkata was declared elected by the Returning Officer in this category.The whole election process was completed as per schedule mentioned in the letter of invitation.The election of Shri Kishore Mohan Bhattacharya and Ms. Jija Ghosh was put up on websiteand Notice Board of <strong>National</strong> <strong>Trust</strong> and was conveyed to the Ministry of Social Justice &Empowerment for Notification in the official Gazette of India.The Nomination of Shri Zamir Dhale by the Board is being conveyed to the Ministry forNotification in the official Gazette of India. The members elected to the Board of <strong>National</strong><strong>Trust</strong> pursuant to this bye-election shall have a tenure expiring on 9.12.2009 so as to be coterminuswith the tenure of existing members.2


REGISTRATIONAs per Section 12 of the <strong>National</strong> <strong>Trust</strong> Act 1999 elaborated further in the <strong>National</strong> <strong>Trust</strong>Rules 27 (3) of 2000, and Regulations 6,7,8 and 9 of <strong>National</strong> <strong>Trust</strong> Regulations, 2001,registration of voluntary organization is a statutory role of the <strong>National</strong> <strong>Trust</strong>.During the year, 236 applications have been received in this office for registration and renewal.Overall applications scrutinized during the year are 633. Some have been rejected on the groundthat they are neither working in the disability sector, nor working in these 4 disability areas of<strong>National</strong> <strong>Trust</strong>. Several organizations have sent incomplete proposals without including 3 years<strong>Annual</strong> <strong>Report</strong> / 3 years Statement of Accounts and Registration Certificate under Personswith Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995.Some have not included qualifications of their staff or a list of beneficiaries indicating thedisability types. LOCAL LEVEL COMMITTEESConstitution and Activation of Local Level CommitteesThe LLC is one of the main instruments of the <strong>National</strong> <strong>Trust</strong> Act, 1999, as per Section 13 ofthe <strong>National</strong> <strong>Trust</strong> Act 1999 and Regulations 13 and 14 of the <strong>National</strong> <strong>Trust</strong> Regulations.The number of LLCs constituted in the country is 590. In <strong>2007</strong>-<strong>08</strong>, 87 LLCs were newlyconstituted and 43 were re-constituted from registered NGOs and Parent's Associations registeredwith <strong>National</strong> <strong>Trust</strong>.Standing Orders were issued to all the Local Level Committees for continuation of the existingcommittee till it is reconstituted by <strong>National</strong> <strong>Trust</strong> and following three persons have beenincluded by the LLCas its non-statutory co-opted members for effective functioning:(i) District Social Welfare Officer/District Disabled Welfare Officer(ii) Civil Surgeon(iii) Senior LawyerThere has been an introduction of the new format of Guardianship Certificate with the followingterms and conditions:1. Certificate is a valid legal document of guardianship of a person with disability under<strong>National</strong> <strong>Trust</strong> Act even if he/she is more than 18 years of age. It shall be accepted by allofficials and authorities.2. The Guardian is empowered to apply for opening & operating of account in any bankand post office on behalf of the ward (person with disability).3. The Guardian is empowered to act on behalf of the person with disability in all his/heraffairs whether personal/financial or related to his/her property and security.4. Neither the Guardian nor the <strong>National</strong> <strong>Trust</strong> will have any ownership right or title of theproperty of the persons with disability and the normal Law of Succession will be applicablein all such cases.5. The Guardian shall always act in the bona fide interest of the person with disability. Anyomission or commission or any misuse or abuse of power vested in the guardian contraryto the interests of the person with disability will be dealt with as per prevalent law of theland.6. The Local Level Committee may select an alternate Guardian so that when the Guardianis no more, the alternate Guardian can be formally appointed as Guardian, even suomoto,by the LLC without any delay. However the alternate Guardian cannot functionas legal Guardian till the formal appointment by the LLC.7. etarded person has a stake then prior permission of the Local Level Committee has tobe mandatorily obtained.Over the past years, it has been noted by <strong>National</strong> <strong>Trust</strong> that the Local Level Committeesremained rather inactive. It is suggested that the LLCs ensure holding of statutory meetings inthe interest of PWDs.To make more and more LLCs active, the <strong>National</strong> <strong>Trust</strong> decided to increase the overall fundfrom Rs. 1,000/- to Rs. 50,000/- out of which State Government’s contribution will be Rs.20,000/-. Concerned LLC members are requested to follow up the matter with concernedstate government for its realization and participation in LLC functioning.Activities of the LLC can be increased with such additional grants for publicity material, provisionfor appointment of staff, organizing sensitization and public relation activities for motivationof parents and persons with disabilities and lastly for the monitoring activities and transportcosts for the committee for meeting, home visiting & other activities.THENATIONALTRUSTAccordingly, the <strong>National</strong> <strong>Trust</strong> requested all the State governments to make a contribution insaid fund. The effort bore results in <strong>2007</strong>-<strong>08</strong> with positive approach from various State/UTGovernments. The total LLC budget for the year <strong>2007</strong>-20<strong>08</strong> is Rs. 50 lakh.6


LEGAL GUARDIANSHIPThe <strong>National</strong> <strong>Trust</strong> Act empowers the Local Level Committes to appoint legal guardians forpersons with Autism, Cerebral Palsy, Mental Retardation & Multiple Disabilities. It also providemechanisms for monitoring and protecting the interests of the wards and of their properties.The issue of Legal Guardianship is central to the implementation of the <strong>National</strong> <strong>Trust</strong> Act, asper Sections 13 and 14 of the <strong>National</strong> <strong>Trust</strong> Act, 1999.Guardianship is available variously under 4 legislations:Guardians & Wards Act - 1890Hindu Minorities & Guardians Act - 1956Family Courts Act - 1984<strong>National</strong> <strong>Trust</strong> Act - 1999There are four types of guardianships. Firstly, there is the natural or biological guardian, validup till the ward is 18 years old. Secondly, there is the Court-appointed guardian, again on thebasis of minority. Thirdly, there are the testamentary guardians under section 60 of the IndianSuccession Act 1925, in which a guardian is indicated in the 'will' of a parent, effective after hisdeath, and only in relation to a minor as well as PWD who is an adult but requires guardianshipdue to his/her disability. Fourthly, there is the legal guardian appointed by the <strong>National</strong> <strong>Trust</strong>Act under <strong>National</strong> <strong>Trust</strong> Act, 1999.From 2001, the <strong>National</strong> <strong>Trust</strong> undertook cross-county campaign on awareness of legalguardianship. Booklets containing "Frequently Asked questions on Legal Guardianship" areavailable.In the years 2001 and 2002, there were no legal guardians appointed by the Local LevelCommittee. Disability Equity Training ProgrammeDisability Equity Training Programme has been developed for orientation of the non-officialmembers of Local Level Committees (LLC) of <strong>National</strong> <strong>Trust</strong>. The Local Level Committee,which functions under the Chairmanship of the Collector of the District is advised to furtherbroadbase by co-opting Civil Surgeon/ Chief Medical Officer, District Welfare Officer (lookingafter disability) and a reputed local as special invitees, in its meetings.In order to carry out these programmes for all the LLCs in the country, a systematic ZonalTraining plan for Master Trainers namely Zonal Technical Resource Trainers (ZTRT) has beenworked out by dividing the entire country into 6 zones and by identifying Resource Personsfor each zone. The training of these Resource Persons has already been carried out. These traineeswill be training and sensitizing the members of the LLCs in their zones covering 15 districts ata time. These programmes are being conducted by State Nodal Agency Centres (SNAC) of<strong>National</strong> <strong>Trust</strong> in consultation with the Resource Persons. SAMARTH - Centre Based SchemeSamarth - Center Based Scheme (CBS) was introduced in July, 2005. The Scheme is forresidential services - both short term (respite care) and long term (prolonged care). In addition,activities include: early intervention, special education or integrated school, open school, prevocationaland vocational training, employment oriented training, recreation, sports etc.. Thefacilities in the home shall be available to both males and females on 50-50% basis and shallcover all the four disabilities. It has provision for all income groups like lower income andbelow poverty line. This scheme shall be tapered off over a period of ten years. COMMUNITY BASED CAREGIVERS TRAININGSCHEME AND DEPLOYMENT OF CAREGIVERS<strong>Annual</strong><strong>Report</strong><strong>2007</strong>-20<strong>08</strong>37


CaregiversThe <strong>National</strong> <strong>Trust</strong> has revised the guidelines for Community Based Caregivers TrainingProgramme. All the registered NGOs will be eligible for this scheme provided they takeapproval from RCI to conduct the programme. This was necessitated because any professionalservices of caregiving in the country was expected to have RCI registration and RCI has demandedthat any course sponsored by any organization or supported by <strong>National</strong> <strong>Trust</strong> should be as pertheir syllabus.THENATIONALTRUSTThe objectives of the scheme are as follows:-1. To reduce the stress and strain of family members who have persons with Autism,Cerebral Palsy, Mental Retardation and Multiple Disabilities in their desire to rehabilitatetheir disabled members within their own families.2. To increase the competencies of the disabled person, thereby making it possible for thedisabled persons to continue to live within their own families, and in their owncommunities.3. To build up a pool of trained caregivers who may be hired on temporary/permanentbasis by such of the families that may need their services.4. To provide employment opportunities to the deserving people from the communitywho may be in need of employment.Eligibility of Organizations1. Organizations/Associations must be registered with <strong>National</strong> <strong>Trust</strong> in addition to beingregistered under the Societies Registration Act (or similar ones).2. Be running for at least two years in the four disability categories of the <strong>National</strong> <strong>Trust</strong>(may be revised in exceptional cases)3. The institution should be approved by RCI for conducting the CBCT programme for<strong>National</strong> <strong>Trust</strong>.4. Be a legally constituted body.5. Not be running for profit to any individual or body of individuals.6. Be functioning as close to the community sought to be served as is possible.7. Preference will be given to Parents Organizations and organizations run by disabledpersons themselves8. Weightage will be given to underserved geographical areas.9. Government bodies at Central and State levels, Local Level Committees, etc. are eligible.10. Autonomous bodies are also eligible.Infrastructure requirementThe infrastructure requirement for an Institute willing to conduct the programme will be asfollows:-38


1. The training center should have facilities in at least one area of disabilities related to thecourse.2. Should be able to have attachment with a hospital.3. Should be able to have attachment with rehabilitation centers related to disability areascovered under the syllabus.4. The Institutes should have an adequately furnished classroom with a toilet, office room,reference material.Faculty requirementThere would be minimum 2 core faculty for a maximum batch size of 20 students havingthe following qualifications.(a) One of the core faculties should be B.Sc. in Nursing/Psychatric Nursing/RehabilitationProfessional or General Nursing with minimum 3 years of practical experience.(b) There should be a Demonstrator or Co-trainer, who should be a RCI registered personin course related specialization with minimum three years experience.Component of the Scheme1. The project will involve selection, orientation and training of eligible persons forprofessional caregiving.2. Maintaining a unit for registration, placement, monitoring and replacement etc. ofprofessional caregivers in the post-training follow up period.3. Maintaining close liaison with user families to determine their needs and suggestappropriate interventions with special reference to caregiving at home<strong>Annual</strong><strong>Report</strong><strong>2007</strong>-20<strong>08</strong>The items of financial assistance for a group of 20 trainees are as under:-S.No. Module A & B Rs.1. Responsibilities of the Organizations who receive funding from <strong>National</strong> <strong>Trust</strong> underCaregivers training.1. The Institute will identify families who need services.2. They will maintain a register of trained Caregivers.3. A maximum of 40 Caregivers can be supported per year for each institution.4. To arrange for sponsorships and cross subsidies for services to BPL families fromfamilies who are able to support these costs. Reasonable user charges may be levied as perincome of families, for the services of caregivers.5. Detailed records must be maintained as per directions of the <strong>National</strong> <strong>Trust</strong>.6. After completion of the training, the organization’s representative must make a minimumof 4 follow up visits per year per Caregiver. This will be a monitoring role which isintegral to this revised scheme.7. The organization must hold bi-monthly meetings to allow all caregivers to discussspecific case related difficulties and to update their knowledge and skills.Minimum eligibility criteria for CaregiversTHENATIONALTRUST1. 10 th standard pass or equivalent pass.2. Persons with disabilities who meet the other criteria3. Ability to undertake travel on daily basis4. Preference will be given to family members of disabled persons.5. No age bar is prescribed but given the nature of house to house visits, an upper age limitof 40 years is preferred.6. Persons with commitment, interest in disability and likelihood of staying on in thecommunity, may be given priority.Release of AssistanceThe financial assistance will be released in three instalments as under;-a) 25% on sanctionb) 50% after two monthsc) 25% after completion of the programme.While selecting the organization all around the country, it will be seen that there is fair spatialdistribution. A Sub-Committee will be formed, in case needed.It is requested that institution should fulfill the condition of first taking approval of RCI andthen apply for Caregivers programme of <strong>National</strong> <strong>Trust</strong>.40

Other categories of persons may join the scheme on payment of suitablepremium amount.In case of total claims exceeding the total premium amount, the Insurance Company willcover the risk up to 120% of the total premium amount i.e. the insurance company can havea stop loss at 120% of total premium amount. Similarly in case of claims falling short of totalpremium amount, the Insurance Company shall pay back 90% of the savings, after deducting20% as administrative cost.IMPLEMENTATIONThe entire scheme shall be implemented & monitored by the <strong>National</strong> <strong>Trust</strong> through a ThirdParty Nodal Agency (TPNA) with the active participation of the Local Level Committees(LLC). REPORT ON AUTISMAutism is a complex neuro-developmental disorder that manifests in children by the age of 3.It has a debilitating effect in the area of socialization and communication, speech and language,cognition and imagination and its severity may vary from mild to very severe and therefore, itis known as Autism Spectrum Disorder (ASD). Autism is not an illness or a disease. ActuallyASDs are a group of developmental disabilities defined by significant impairments in socialinteraction and communication and presence of unusual behaviour and interests. Individualswith Autism respond well to highly specialized, intensive and extensive education programmestailored to their individual needs. In early stages they may need a special environment forlearning, such as 1:1 student / teacher ratio. Educational training ranges from inclusion inregular schools with appropriate adaptation for individual, to training in small groups in specialschools. There are also host of other approaches like dietary interventions, medications, auditorytraining, music therapy etc. which could supplement the individual progress.THENATIONALTRUSTThe causes of Autism are still not known. Recent research indicates that it could be a combinationof genetic and environmental factors. Five years of study by an international consortium ofresearchers from 19 nations indicated that Autism has numerous genetic origins rather than asingle or a few primary causes. There are 40 lakh people with ASD in India. Yet, inclusion ofdisorder under Persons With Disability Act (PWD Act) remains the biggest challenge in itslobby group.Marketing of products developed by persons with Autism was placed in the exhibition andfairs at Dilli Haat and International Trade Promotion Organization held on 25th Sept. to 8thOctober, <strong>2007</strong> at Delhi.Marketing Professional has been appointed for the promotion of products made by the personswith Autism to explore new avenues and markets for the products. REPORT ON COURT CASEMrs. Sharda Dhir had filed a Writ Petition in Delhi High Court seeking relief for the benefit ofpersons with disabilities under the PWD Act 1995 against the Central Govt., MSJ&E, MHA,Delhi Govt. and <strong>National</strong> <strong>Trust</strong>. Each Govt. agency had filed their respective replies thereto.On hearing all the parties the Hon’ble High Court of Delhi passed directions vide order dated18.12.2006 to the parties to hold joint meetings to draw Action Plan for reaching the benefitsas per PWD Act, 1995 to the persons with Autism Spectrum Disorder (ASD) residing andliving in the territory of NCR Delhi.Accordingly, at a joint meeting held under the chairmanship of Secretary, MSJ & E on19.12.2006, a joint Action Plan was drawn up and filed in the court on 20.12.2006.Subsequently respective Govt. agencies submitted their respective modified Action Plan. TheJoint Action Plan of the <strong>National</strong> <strong>Trust</strong> submitted in the court on 28.3.<strong>2007</strong> was under thefollowing headings:-1. ACCOUNTING CONVENTION: The financial statements are prepared on the basis of historical cost convention, unless otherwise stated and on the accrualmethod of accounting.2. INVENTORY VALUATION2.1 Stores and Spares (including machinery Spares) are valued at cost Raw materials, semi-finished goods and finished goods are valued at lower of cost and netrealizable value. MISCELLANEOUS EXPENDITURE: Deferred revenue expenditure is written off over a period of 5 years from the year it is incurred.8. ACCOUNTING FOF SALES: Sales include excise duty and are net of sales returns, rebate and trade discount.9. GOVERNMENT GRANTS/SUBSIDIES9.1 Government grants of the nature of contribution towards capital cost of setting up projects are treated as Capital Reserve and Grants in respect of specificfixed assets acquired are shown as a deduction from the cost of the related assets.9.2 Government grants/subsidy are accounted on realization basis.10.
