In addition, we did not audit thefinancial statements of the aggregate discretely presented component units. Those financialstatements were audited by other auditors whose reports have been furnished to us, and our opinion, insofar as it relates to the amounts included for the discretely presented component units and theagency funds, is based solely on the reports of those other auditors. We conducted our audit in accordance with auditing standards generally accepted in the United Statesand the standards applicable to financial audits contained in Government Auditing Standards, issuedby the Comptroller General of the United States. Those standards require that we plan and performthe audit to obtain reasonable assurance about whether the financial statements are free of materialmisstatement. We were not engaged to perform an audit of the District’s internal control overfinancial reporting. Our audit included consideration of internal control over financial reporting as abasis for designing audit procedures that are appropriate in the circumstances, but not for the purposeof expressing an opinion on the effectiveness of the District’s internal control over financial reporting.Accordingly, we express no such opinion. We believe that our audit provides a reasonable basis for our opinions. In our opinion, based on our audit and the reports of other auditors, the financial statements referredto above present fairly, in all material respects, the respective financial position of the governmentalactivities, the business-type activities, the aggregate discretely presented component units, each majorfund, and the aggregate remaining fund information of the District as of June 30, 2009, and therespective changes in financial position and, where applicable, cash flows thereof and the budgetarycomparison for the general fund for the year then ended in conformity with US generally acceptedaccounting principles. In accordance with Government Auditing Standards, we have also issued our report dated November5, 2009 on our consideration of the District’s internal control over financial reporting and on our testsof its compliance with certain provisions of laws, regulations, contracts, and grant agreements andother matters.
