THE SCHOOL BOARD OF SEMINOLE COUNTYACTION ITEM: WORK SESSION SUMMARY – SEPTEMBER 29, 2009 IV.B.1. Superintendent’s Recommendation:Item NumberThat <strong>the</strong> School Board <strong>of</strong> <strong>Seminole</strong> <strong>County</strong> accept as part <strong>of</strong> its permanent record this report <strong>of</strong> <strong>the</strong>September 29, 2009 Ma<strong>the</strong>matics Curriculum Work Session.2. Background/Analysis:Chairman Dede Schaffner convened <strong>the</strong> meeting at 5:33 p.m. and led <strong>the</strong> audience in <strong>the</strong> Pledge <strong>of</strong>Allegiance. She explained that <strong>the</strong> intent <strong>of</strong> <strong>the</strong> Work Session is to share information and that SchoolBoard action is not taken at work sessions.Superintendent Bill Vogel shared that <strong>the</strong> Work Session is a follow up to <strong>the</strong> sharing session held onApril 16, 2009. Dr. Vogel explained that due to <strong>the</strong> schedule for adopting <strong>the</strong> Next GenerationSunshine State Standards (NGSSS) in Ma<strong>the</strong>matics (September, 2007) and <strong>the</strong> lag time for FCATtesting <strong>of</strong> <strong>the</strong>se math standards (Spring, 2011), <strong>the</strong>re is a dual burden on teachers and students forlearning both <strong>the</strong> current Sunshine State Standards and <strong>the</strong> NGSSS.Deputy Superintendent <strong>of</strong> Instructional Excellence and Equity Anna-Marie Cote indicated that everyindividual in <strong>the</strong> room was <strong>the</strong>re because he/she wants to provide our students with <strong>the</strong> opportunity for<strong>the</strong> best ma<strong>the</strong>matics education possible. She discussed <strong>the</strong> process used to select <strong>the</strong> CMP2program. Dr. Cote discussed <strong>the</strong> Continuous Improvement Model (CIM) and data driven decisionmaking.She reviewed FS 1008.25(4)(c) that requires remediation for students who do not meetminimum pr<strong>of</strong>iciency expectations on FCAT. Minimum pr<strong>of</strong>iciency is defined as Level 3. The middle<strong>school</strong> math timeline was reviewed. Dr. Cote explained that initially <strong>the</strong> intensive math efforts werevaried and teachers were doing <strong>the</strong> best that <strong>the</strong>y could do with limited resources and training. The<strong>school</strong>s and district determined that <strong>the</strong>re was a need to identify and implement an intensive mathprogram.The Curriculum Specialist for Secondary Ma<strong>the</strong>matics, Sharon Shrader, provided an overview <strong>of</strong> <strong>the</strong>development <strong>of</strong> <strong>the</strong> intensive math program and <strong>the</strong> expansion <strong>of</strong> <strong>the</strong> curricula into general andadvanced classes. Principal Robin Dehlinger discussed <strong>school</strong> initiatives to communicate CMP2information to parents. <strong>Schools</strong> have held open houses and parent math nights, posted information on<strong>school</strong> web pages, included information in parent newsletters and prepared homework packets. TheBoard and audience viewed a video <strong>of</strong> a CMP2 classroom in action. Dr. Cote reviewed <strong>the</strong> areas in<strong>the</strong> country that are using <strong>the</strong> CMP2 program.`Dr. Juli Dixon, Pr<strong>of</strong>essor <strong>of</strong> Ma<strong>the</strong>matics in <strong>the</strong> College <strong>of</strong> Education at <strong>the</strong> University <strong>of</strong> CentralFlorida and Chairman <strong>of</strong> <strong>the</strong> Next Generation Sunshine State Standards writing committee for K-8ma<strong>the</strong>matics, discussed <strong>the</strong> development <strong>of</strong> <strong>the</strong> Next Generation Sunshine State Standards (NGSSS).She explained that <strong>the</strong> intent <strong>of</strong> <strong>the</strong> standards is to provide a “focused” curriculum and that thisrequires teaching concepts at a deeper level than <strong>the</strong> previous standards Dr. Dixon provided anexplanation <strong>of</strong> <strong>the</strong> benchmarks and shared how <strong>the</strong> number and sequence <strong>of</strong> ma<strong>the</strong>matical conceptshad been restructured. She discussed <strong>the</strong> need to make <strong>the</strong> standards functional and relevant.Executive Director <strong>of</strong> Secondary Education Ron Pinnell reviewed <strong>the</strong> district’s math performancecompared to o<strong>the</strong>r districts and <strong>the</strong> state. SCPS continues to outrank <strong>the</strong> State on performance andscore among <strong>the</strong> highest districts. Dr. Pinnell discussed <strong>the</strong> accountability system and <strong>the</strong> percentPage 12


pr<strong>of</strong>icient. It was reported that in <strong>the</strong> three years after implementing CMP2, <strong>the</strong> percent <strong>of</strong> pr<strong>of</strong>icientstudents in grades 6 through 8 increased.Director <strong>of</strong> Assessment and Accountability Deborah Camilleri discussed intensive math enrollment andprovided an analysis <strong>of</strong> student achievement. Dr. Camilleri reviewed <strong>the</strong> annual learning gains andlevel changes <strong>of</strong> students in CMP2 classes compared to those students not enrolled in CMP2 classes.Director <strong>of</strong> Curriculum Hugh Harris discussed <strong>the</strong> ma<strong>the</strong>matics instructional materials adoptionschedule, process and committee criteria. The Board asked that each middle <strong>school</strong> have a teacherrepresentative serve on <strong>the</strong> instructional materials committee for adopting middle <strong>school</strong> ma<strong>the</strong>maticstextbooks for <strong>the</strong> 2010-11 <strong>school</strong> year.The Board heard public comments from <strong>the</strong> following people:• Bobbi Demme-San Filippo (submitted written comments; read into <strong>the</strong> record)• Pam Sabia (read letter from Dr. Kristen Springfield)• Michelle Stephan• George McManus• Vickie Burlison• Betty Westhlle• Vikki Bailey• Jordan Bailey• Susan Brown• Priscilla Harris• Sharon Pass• Sandy Baldorossi• Sherrie Faulkner• Donna Hunziker• Jennifer Stickle• Joanne Krampeth• Karen HeriotBoard discussion took place. Member Morris was pleased to have <strong>the</strong> opportunity to learn about <strong>the</strong>method <strong>of</strong> inquiry-based learning. She will rely on <strong>the</strong> State Instructional Materials AdoptionCommittee and <strong>the</strong> district’s Instructional Materials Adoption Committee to select instructionalmaterials that comply with <strong>the</strong> Next Generation Sunshine State Standards.Member Bauer feels that <strong>the</strong> district learned that communication with parents and <strong>the</strong> public could beimproved. Member Bauer feels that traditional methods <strong>of</strong> teaching could be melded with inquirybased methods <strong>of</strong> teaching to form a good method for teachers and students.Member Pond thinks that some teachers feel intimidated and did not attend <strong>the</strong> meeting to share <strong>the</strong>iropinion <strong>of</strong> <strong>the</strong> program. She read a letter from a teacher who could not attend <strong>the</strong> meeting and whodid not support <strong>the</strong> inquiry based method <strong>of</strong> teaching. She also shared articles that did not supportinquiry based learning. Member Pond displayed FCAT Math scale score charts for students in gradessixth through eighth. She asked middle <strong>school</strong> principals to share with <strong>the</strong> Board <strong>the</strong> course <strong>of</strong>feringsat each <strong>of</strong> <strong>the</strong>ir <strong>school</strong>s. Additional discussion took place regarding data to prove that <strong>the</strong> course wasworking or not working. Dr. Cote reminded <strong>the</strong> Board that a new adoption process is beginning inJanuary, that <strong>the</strong> district has many mandates that it must meet, and that <strong>the</strong> district has visited thisissue several times. Member Pond withdrew her request for information.Vice Chairman Robinson encouraged all middle <strong>school</strong>s to host parent math nights. She encouragedinterested citizens to attend <strong>the</strong> Instructional Materials Adoption Committee meetings. All <strong>of</strong> <strong>the</strong>semeetings are noticed and open to <strong>the</strong> public.Page 13


Chairman Schaffner discussed visits to CMP2 classes throughout <strong>the</strong> district. She was veryimpressed with what she saw. Some <strong>of</strong> <strong>the</strong> teachers had some concerns, for example, <strong>the</strong> lack <strong>of</strong>textbooks for <strong>the</strong> students to take home and <strong>the</strong> FCAT gap (difference between <strong>the</strong> two standards).Chairman Schaffner reinforced that all textbooks identified for <strong>the</strong> state adoption list from which <strong>the</strong>district must select are required to be aligned with <strong>the</strong> Next Generation Sunshine State Standards.Lastly, she asked staff to work to reduce <strong>the</strong> amount <strong>of</strong> instructional time teachers are losing due topr<strong>of</strong>essional development.Superintendent Vogel summarized <strong>the</strong> district’s mission. He also reaffirmed that <strong>the</strong> NGSSS are inplace and that <strong>the</strong> district math textbook adoption committee will recommend materials that meet <strong>the</strong>Next Generation Sunshine State Standards. Member Bauer asked about combining instructionaltechniques as suggested by Kristen Springfield. Dr. Pinnell confirmed that teachers could blendteaching methods.Chairman Schaffner thanked teachers for <strong>the</strong> work <strong>the</strong>y do and <strong>the</strong> administration for putting toge<strong>the</strong>r<strong>the</strong> information for <strong>the</strong> work session. Superintendent’s Recommendation:Item NumberThat <strong>the</strong> School Board <strong>of</strong> <strong>Seminole</strong> <strong>County</strong> adopt <strong>the</strong> 2009-2010 Staffing Plan Guidelines aspresented.2. Background/Analysis:The 2009-2010 Staffing Plan Guidelines continue <strong>the</strong> methodology that was originally approved by <strong>the</strong>Board in 2001. Modifications have been made to comply with <strong>the</strong> Class Size Reduction Amendment.Once approved, <strong>the</strong>se guidelines will serve as <strong>the</strong> basis for future staffing allocations. Any proposedadjustments to <strong>the</strong> guidelines for <strong>the</strong> 2010-2011 <strong>school</strong> year will be brought forward to <strong>the</strong> Board forapproval during <strong>the</strong> budget planning process in <strong>the</strong> spring <strong>of</strong> 2010.3. Background/Analysis:The School Board implemented a four-day work week in 2007 as part <strong>of</strong> its energy conversationprogram. The Internet Science and Technology Fair (ISTF) is <strong>the</strong> 21st century science fair thatchallenges students to use information technology tools to discover and explore <strong>the</strong> future <strong>of</strong> science andengineering; provides teachers with a means to integrate <strong>the</strong> Internet and research methods into <strong>the</strong>ircurricula; and <strong>of</strong>fers scientists and engineers working within corporations, federal/state agencies andacademic research centers an opportunity to invest <strong>the</strong>ir time on-line as technical advisors who become"digital mentors."The students researched local community-based problems that could be solved with one <strong>of</strong> <strong>the</strong> sevenNational Critical Technologies and identified an appropriate sub-area and <strong>the</strong> technical application for<strong>the</strong>ir invention that could possibly help provide a solution for <strong>the</strong>se problems. They contacted mentorswho are ei<strong>the</strong>r scientists or engineers working in <strong>the</strong>se areas. Many <strong>of</strong> <strong>the</strong> mentors that assisted in thisproject were parents or acquaintances <strong>of</strong> Carillon students. Highlands ElementaryThe 2009-2010 <strong>school</strong> year could not have gotten <strong>of</strong>f to a smoo<strong>the</strong>r start. The Highlands’ faculty and staffworked hard to maintain high expectations for displaying <strong>school</strong> rules and procedures. Parents andvolunteers were a sensational support during <strong>the</strong> first few weeks <strong>of</strong> <strong>school</strong>.Drawings were held on August 31 st and September 14 th for winners in <strong>the</strong> Let’s Read <strong>Seminole</strong> summerprogram. Highlands nominated 2 primary and 2 intermediate students to represent <strong>the</strong> <strong>school</strong> in <strong>the</strong>September drawing for a chance to win one <strong>of</strong> 12 grand prizes. The nominees were: Jaina Hawkins, fifthgrade; Va’nae Chiles, fifth grade; Alyssa Seabury, second grade; and Julie Murphy, second grade. Of <strong>the</strong>four finalists, Alyssa Seabury was selected to receive a grand prize at <strong>the</strong> School Board Meeting onTuesday, October 13 th . We are especially proud <strong>of</strong> <strong>the</strong>se students for reading and recording book logsover <strong>the</strong> summer and early fall. What a good job by all four <strong>of</strong> <strong>the</strong>se great readers!!!Idyllwilde ElementaryOnce again we are celebrating <strong>the</strong> news that we are an “A” <strong>school</strong>. First was <strong>the</strong> kick-<strong>of</strong>f to <strong>the</strong> newyear with “Meet <strong>the</strong> Teacher” on August 21 st and on August 24 th we welcomed 913 students.On September 8 th , we treated all our wonderful Dividends to c<strong>of</strong>fee and pastries. Assistant Principal, Ms.DeCandido, spoke about <strong>the</strong> various volunteer opportunities available at <strong>the</strong> <strong>school</strong>. At <strong>the</strong> School BoardMeeting on September 8 th , Idyllwilde was presented with <strong>the</strong> Five Star School Award.Our first “I See You” store opened for kindergarten through fifth grade students on Friday, September11 th . This is part <strong>of</strong> <strong>the</strong> <strong>school</strong>-wide discipline initiative. Students can earn “I See You” awards for positiveactions and <strong>the</strong>n “buy” items from <strong>the</strong> <strong>school</strong> store which will open every o<strong>the</strong>r Friday.Open House for kindergarten through second grades was held on September 22 nd and for third throughfifth grades on September 24 th . Parents learned more about <strong>the</strong>ir child’s daily schedule and academicexpectations.Lake Mary ElementaryMrs. Stefanie Ayres, a fifth grade math and science teacher, was recognized as <strong>the</strong> 2009 PRISMOutstanding Elementary Science Teacher on September 24, 2009. Promoting Regional Improvement inScience & Math, or PRISM, is a 10-year effort focused on <strong>the</strong> critical areas <strong>of</strong> math and scienceachievement. The goal is to make our <strong>school</strong>s <strong>the</strong> best in <strong>the</strong> country in math and science education. ThePRISM Project is a community effort, with businesses, local governments, community organizations andeducational institutions across Central Florida working toge<strong>the</strong>r to help <strong>the</strong> region’s <strong>school</strong>s boost mathand science performance. Mrs. Ayres serves on <strong>the</strong> District Math and Science Leadership Team. Sheconducted a Science Research Project (GEMS) last year and led a science-focused, summer teachertraining. Her desire is to develop a love <strong>of</strong> science in students that goes beyond <strong>the</strong> classroom. ThePRISM award was presented at a banquet at Sea World.September 29 th was Student Council Election Day at Lake Mary Elementary. Fourth and fifth graderscampaigned for <strong>the</strong> week leading up to elections. Candidates created and displayed campaign postersand gave speeches to persuade voters in second through fifth grades. Many candidates suggestedservice projects around <strong>the</strong> <strong>school</strong> or in <strong>the</strong> community as goals for <strong>the</strong> student body. All sixteen studentswho ran for <strong>of</strong>fice grew in composure and communication skills. Fourth graders Lili Dragosavac andDaniel Price were elected Secretary and Treasurer. Fifth grader Trinity Shepphard was elected VicePresident and fifth grader Brandon Bradley won <strong>the</strong> <strong>of</strong>fice <strong>of</strong> President.Page 71


Kindergarten, first, and second graders enjoyed a Michelee Puppet performance on October 1 st . Theprogram, A Good Day for Pancake, focused on recognizing <strong>the</strong> signs <strong>of</strong> bullying and bully prevention.Students enjoyed <strong>the</strong> program and were engaged with <strong>the</strong> important ideas presented.Second grade students were excited to visit <strong>the</strong> Central Florida Zoo October 5 th and 6 th . The zoo field tripcomplemented what <strong>the</strong> students were learning about <strong>the</strong> processes <strong>of</strong> life. Students observeddifferences in <strong>the</strong> amount <strong>of</strong> space, food, and water a variety <strong>of</strong> animals needed. They also identifiedmany <strong>of</strong> <strong>the</strong> adaptations animals rely on to survive in specific habitats and were excited to see liveanimals in <strong>the</strong>ir environments.October 6 th was a busy, parent-focused evening. Principal Deborah Wright invited parents to join her for<strong>the</strong> year’s first Principal Chat. The time allowed parents to ask questions in a more casual setting and isan important part <strong>of</strong> continued efforts to maintain open communication between parents and <strong>school</strong>. PTAheld <strong>the</strong>ir first evening meeting <strong>the</strong> same night. Parents met <strong>the</strong> PTA <strong>board</strong>, became informed about PTAgoals, and signed up to participate in <strong>school</strong> activities.Sabal Point ElementaryThe 2009-2010 <strong>school</strong> year is <strong>of</strong>f to a terrific start at Sabal Point! On August 18 th , PTA provided adelicious breakfast to <strong>the</strong> staff, catered by business partner, Harmoni Market. On August 19 th , PTAtreated <strong>the</strong> staff to a very special welcome back breakfast at MiMi’s Café. On August 20 th , businesspartner, Harmoni Market, treated teachers to a “Back to School” event. August 21 st was “Meet <strong>the</strong>Teacher Night” which was extremely well attended. On August 24 th , parents <strong>of</strong> kindergarten studentsattended a special event. Many parents were new to <strong>the</strong> <strong>school</strong> and some parents are former Sabal Pointstudents.Open houses were held on September 1 st and September 3 rd which included all grade levels, ESE, andspecial areas. Both evenings were well attended and ran smoothly.On September 4 th , after reading <strong>the</strong> story <strong>of</strong> <strong>the</strong> Gingerbread Man, kindergarten students eagerly went ona mission hunting for him in <strong>the</strong> building. This activity helped <strong>the</strong>m learn <strong>the</strong>ir way around <strong>the</strong> <strong>school</strong>.After reading and singing Mo<strong>the</strong>r Goose stories and rhymes, kindergarten classes had a Mo<strong>the</strong>r Gooseparade on September 21 st . Students dressed as <strong>the</strong>ir favorite character and shared that character with<strong>the</strong> <strong>school</strong>. Parents were invited to view this very special event.September 21 st -25 th was <strong>the</strong> Book Fair. PRISM is a private/publicnon-pr<strong>of</strong>it partnership, Promoting Regional Improvement in Science and Math. This partnership servesten <strong>school</strong> districts across Central Florida. The mission is to recognize, support, and foster outstandingteaching and learning <strong>of</strong> science and math. Ms. Harris provides continuous feedback for her departmentregarding <strong>the</strong> instructional strategies used in <strong>the</strong> classroom as well as <strong>the</strong> instructional plans beingimplemented. She also spends countless hours working on committees for <strong>the</strong> district, designing <strong>the</strong>assessments and instructional plans that are used by all <strong>of</strong> our middle <strong>school</strong>s. Our <strong>school</strong> continues torise to <strong>the</strong> challenge and our math department has created a true pr<strong>of</strong>essional learning community thanksto <strong>the</strong> dedication and leadership <strong>of</strong> Ms. Harris. She is truly considered an MVP by all members <strong>of</strong> <strong>the</strong>Greenwood Lakes Middle School faculty and staff.Students in Ms. Pat Duda’s seventh grade language arts classes were given <strong>the</strong> opportunity to participatein <strong>the</strong> world-wide celebration <strong>of</strong> International Peace Day on September 21, 2009. "Pinwheels for Peace"was a project that was started by two art teachers, Ms. Ann Ayers and Ms. Ellen McMillan, from CoconutCreek, Florida. It has been estimated that about two million “Pinwheels for Peace” were shared in over1,350 locations throughout <strong>the</strong> world on International Peace Day! Each student who chose to participatewas allowed to celebrate "whirled" peace by creating “Pinwheels for Peace”. Also, students discussedissues such as how to solve conflicts peacefully and came to consensus on <strong>the</strong>ir own <strong>the</strong> definition <strong>of</strong>tolerance, unity, peace, war, cooperation, harmony, and o<strong>the</strong>r relevant terms. They <strong>the</strong>n analyzed andsummarized <strong>the</strong>ir feelings about <strong>the</strong>se topics after <strong>the</strong>y presented <strong>the</strong>ir personal pinwheels to <strong>the</strong>irclassmates. For <strong>the</strong> students, <strong>the</strong> “Pinwheels for Peace” project wasn’t just about <strong>the</strong> absence <strong>of</strong> war!Students described a peaceful person as someone who was cooperative and respectful <strong>of</strong> o<strong>the</strong>r’sfeelings, beliefs, and ideas. It was <strong>the</strong> hope <strong>of</strong> <strong>the</strong> students that this research could be developed andshared in a meaningful way with o<strong>the</strong>rs. Ms. Duda’s students were invited to extend <strong>the</strong>ir ideas andfindings as <strong>the</strong>y shared <strong>the</strong>ir pinwheels with o<strong>the</strong>r classmates, tuned into <strong>the</strong> nightly news, andresearched <strong>the</strong> website, “Pinwheels for Peace”.Recently GLMS physical education teacher, Ms. Kelly Willmeng, sponsored a canned food drive for “FightAgainst Hunger”. September was Hunger Action Month and <strong>the</strong>ir corporation teamed up with FeedingAmerica which is a tour that visits 30 cities in 30 days to help families in need <strong>of</strong> food. The CheesecakeFactory sponsored this tour, so for every two cans donated, you received a free piece <strong>of</strong> cheesecake.Over 110 GLMS students participated, bringing in over 250 cans! The students involved certainlyenjoyed <strong>the</strong>ir cheesecake while providing this most worthwhile contribution.INDIAN TRAILS SCHOOLIndian Trails Middle School has received <strong>the</strong> <strong>school</strong> grade <strong>of</strong> “A” on <strong>the</strong> Florida’s School AccountabilityReport for <strong>the</strong> eighth consecutive year.Also for <strong>the</strong> eighth consecutive year, our <strong>school</strong> has been named a FIVE STAR School. The <strong>school</strong> hasalso received <strong>the</strong> Florida Golden School Award and <strong>the</strong> Florida Silver School Award for eight yearsrunning.Seven ITMS eighth grade students were selected to participate in <strong>the</strong> 2009 <strong>Seminole</strong> <strong>County</strong> HonorsChorus. We are so proud <strong>of</strong> our Pan<strong>the</strong>rs!Curriculum always comes first at Chiles and we are aggressively assessing and analyzing <strong>the</strong> data from<strong>the</strong> district provided Performance Matters database.All teachers are now engaged in <strong>the</strong>ir C.O.L. (Community <strong>of</strong> Learners) and curriculum leaders along withadministration, are reading Pr<strong>of</strong>essional Learning Communities at Work for discussions <strong>of</strong> best practicesfor enhancing student achievement.We are addressing our students that are struggling in <strong>the</strong>ir classes and have <strong>the</strong>m enrolled in our Pan<strong>the</strong>rP.R.I.D.E. program. The students are meeting weekly, by grade level, in <strong>the</strong>ir homeroom with <strong>the</strong>irsupport teacher to review and check <strong>the</strong>ir progress.We are addressing <strong>the</strong> critical success factors <strong>of</strong> attaining AYP (Adequate Yearly Progress) and targetingthose students that have regressed on <strong>the</strong> FCAT this past year.We experienced a successful Open House that informed parents <strong>of</strong> our <strong>school</strong>-wide instructional focus -engaging kids and eliminating passive learning! Kagan structures continue to be <strong>the</strong> delivery <strong>of</strong> instructionto meet that end.Our annual Math Night was a great success as well, as Lawton Chiles Middle School gave parents aninsight into inquiry math.We are also involving our parents in our commitment to stop bullying. We are initiating Rachel’sChallenge, a program to address bullying in <strong>school</strong>s by learning from <strong>the</strong> previous Columbine incident.
