Superintendent’s Recommendation:That <strong>the</strong> School Board <strong>of</strong> <strong>Seminole</strong> <strong>County</strong> accept as part <strong>of</strong> its permanent record this report <strong>of</strong> <strong>the</strong>October 11, 2011 Budget Development for 2012/2013 Work Session.2. Background/Analysis:Chairman Schaffner called <strong>the</strong> meeting to order at 12:05 p.m. Cindy Barson was asked to address <strong>the</strong>audience and read <strong>the</strong> PTA Proclamation, “Stand Up for <strong>Seminole</strong> <strong>County</strong> Public <strong>Schools</strong>.”Superintendent Bill Vogel gave a brief background <strong>of</strong> <strong>the</strong> past developments which have brought <strong>the</strong>district to this point. SCPS is currently facing a $20,918,000 budget shortfall for <strong>the</strong> 2012-2013 SchoolYear. He gave an update <strong>of</strong> <strong>the</strong> Supervisor <strong>of</strong> Elections information concerning <strong>the</strong> dates anddeadlines for placement <strong>of</strong> any School Board initiatives on <strong>the</strong> ballot.In August, 2011, <strong>the</strong> School Board added budget saving ideas for consideration to <strong>the</strong> previouslydeveloped list. At <strong>the</strong> September 13, 2011, Budget Work Session, <strong>the</strong> School Board discussedpotential budget reduction items 1 – 13, included in <strong>the</strong> Work Session package. As a part <strong>of</strong> <strong>the</strong>package for <strong>the</strong> follow-up October 11 th Budget Work Session, potential budget reduction itemsdiscussed on September 13 th were noted as “Yes, No, or Maybe” according to <strong>the</strong> consensus <strong>of</strong> <strong>the</strong>Board.John Pavelchak, Executive Director <strong>of</strong> Budget and Finance, updated <strong>the</strong> Board on <strong>the</strong> latest revenueprojections. The most recent reports from <strong>the</strong> Bureau <strong>of</strong> Economic and Demographic Research (EDR)indicate that over <strong>the</strong> last two months <strong>the</strong> 2012-2013 revenue projections for both <strong>the</strong> GeneralRevenue and <strong>the</strong> Ad Valorem taxes have deteriorated. State-wide property values have gone from aprojected increase <strong>of</strong> 1.3% to a projected decrease <strong>of</strong> 3.2%. The actual General Revenue is $51million below projections for <strong>the</strong> current fiscal year. The Governor’s budget proposal should becomeavailable in late November.Staff reviewed with <strong>the</strong> Board <strong>the</strong> potential budget reduction proposals (1-38) included in <strong>the</strong> packagefor <strong>the</strong> Work Session. The School Board requested that staff follow-up on certain items for whichsavings amounts have not yet been determined. The Board’s consensus on <strong>the</strong> various potentialbudget reductions is available on <strong>the</strong> following page and is incorporated into <strong>the</strong> summary <strong>of</strong> <strong>the</strong>October 11 th Work Session.The Work Session was adjourned at 4:55 pm.3. In July 2009 this separate funding was eliminated;however, recipients <strong>of</strong> <strong>the</strong> Carl D. THE SCHOOL BOARD OF SEMINOLE COUNTYINFORMATION ITEM: THE FUTURE LOOK OF GIFTED EDUCATION IN X.B.SEMINOLE COUNTY PUBLIC SCHOOLSItem NumberTeachers <strong>of</strong> <strong>the</strong> gifted are meeting in Pr<strong>of</strong>essional Learning Communities to develop integratedcurriculum units using <strong>the</strong> Parallel Curriculum Model as a planning tool. These integrated curriculumunits are being implemented throughout <strong>the</strong> district in <strong>the</strong> gifted resource programs. The major focus <strong>of</strong><strong>the</strong> units is in <strong>the</strong> areas <strong>of</strong> science and math with language arts and technology integrated into <strong>the</strong> units.This year <strong>the</strong> PLCs will be developing new integrated language arts and social studies units. These unitswill be ready for implementation next <strong>school</strong> year.The elementary gifted committee will be meeting on October 24th to review information about <strong>the</strong> twopilot <strong>school</strong>s. Heathrow Elementary is piloting full time gifted in grades 3, 4 and 5. Carillon is piloting afull time gifted in grade 5 with resource teacher providing resource services and facilitative instruction.Both models use cluster grouping. Cluster grouping means that gifted students and talented achieversare placed in one or more classes depending on <strong>the</strong> number <strong>of</strong> gifted and advanced students thusallowing more opportunities for differentiation, enrichment and acceleration. This model has been shownin <strong>the</strong> research to be an effective model for gifted learners. It is hoped that at <strong>the</strong> October 24th meeting<strong>of</strong> <strong>the</strong> gifted committee we will finalize <strong>the</strong> models which will be used in to 2012-13 <strong>school</strong> year. Thepurpose <strong>of</strong> <strong>the</strong> committee is to develop a greater consistency between <strong>the</strong> elementary and middle <strong>school</strong>models. Thesemonies may not be used for capital improvements, nor may <strong>the</strong>y be usedfor any project or program that has a duration <strong>of</strong> more than one (1) year.Unused funds carry over from one fiscal year to <strong>the</strong> next. If revisions to <strong>the</strong> SchoolImprovement Plan have been suggested and <strong>the</strong> School Advisory Councilcannot reach consensus on one or more items, <strong>the</strong> principal shall make<strong>the</strong> final decision(s) as to what shall be included in <strong>the</strong> SchoolImprovement Plan. Any School Advisory Council member who does notagree with <strong>the</strong> plan has <strong>the</strong> option <strong>of</strong> submitting an Unresolved IssueReport (UIR) which identifies <strong>the</strong> reasons for dissent. Any UIR which issigned by a <strong>school</strong> advisory council member shall be sent to <strong>the</strong> <strong>school</strong>advisory chairman who shall distribute copies to <strong>the</strong> members <strong>of</strong> <strong>the</strong>council and <strong>the</strong> Superintendent’s designee. School Recognition ProgramA+ FAQ Sheet2011-2012The following information is being provided to assist everyone involved in <strong>the</strong> <strong>school</strong>improvement process to encourage an inclusive, open, and collegial approach todetermine how School Recognition Funds (A+) will be disbursed at each cost center.Some <strong>of</strong> <strong>the</strong> questions found below were taken from <strong>the</strong> DOE Florida SchoolRecognition Program web page, o<strong>the</strong>rs have been generated locally.1. Who gets to give input?Everyone on a <strong>school</strong>’s staff should have <strong>the</strong> opportunity to give input through <strong>the</strong> meansprovided for in <strong>the</strong> <strong>school</strong>’s processing plan. Depending on <strong>the</strong> plan, opportunities toprovide input may be provided through large group discussion or small group discussion,staff surveys, or through committees or representatives designated for this purpose.2. Which group’s vote carries more weight?The joint spending plan must be agreed upon by both <strong>the</strong> SAC and <strong>the</strong> staff <strong>of</strong> <strong>the</strong> <strong>school</strong>.They are equal partners in what is supposed to be a collaborative process. Nei<strong>the</strong>r grouphas <strong>the</strong> power to overrule <strong>the</strong> decision <strong>of</strong> <strong>the</strong> o<strong>the</strong>r regarding <strong>the</strong>ir support or non-support<strong>of</strong> a final spending plan.3. School administrators are considered part <strong>of</strong> <strong>the</strong> <strong>school</strong>’s staff when itcomes to A+ funds.5. Can A+ funds be awarded to someone was at <strong>the</strong> <strong>school</strong> last year but retired, left<strong>the</strong> district, or relocated out <strong>of</strong> state?Yes. There is no requirement that a person be currently employed by <strong>the</strong> district and<strong>the</strong>re no residency requirement. The only requirement is that <strong>the</strong> individual has toqualify as someone who is eligible for <strong>the</strong> funds.6. Can disagreements be grieved as part <strong>of</strong> <strong>the</strong> collective bargaining agreement?No. The law explicitly states <strong>the</strong> awarding <strong>of</strong> A+ funds is not subject to collectivebargaining.Page 132


7. Can A+ dollars be placed in <strong>the</strong> <strong>school</strong>s’ internal accounts and be used toreimburse <strong>the</strong> teachers for educational material and supplies <strong>the</strong>y purchase?No. A+ dollars cannot be placed into <strong>the</strong> <strong>school</strong>s’ internal accounts. DOE guidelinesspecifically state that <strong>the</strong>se funds are not to be placed in a <strong>school</strong>'s internal accounts.<strong>Schools</strong> may set aside A+ dollars for <strong>the</strong> purchase <strong>of</strong> educational materials and suppliesin <strong>the</strong>ir A+ budget and purchase items through <strong>the</strong> use <strong>of</strong> regular district purchase ordersor purchasing cards. Purchasing <strong>the</strong> items through <strong>the</strong> use <strong>of</strong> <strong>the</strong> district purchase ordersor purchasing cards will result in <strong>the</strong> <strong>school</strong>s purchasing items without paying sales tax(a 7% savings). For example, a <strong>school</strong> that has set aside $10,000 for educationalmaterials would be able to purchase an additional $655 <strong>of</strong> materials because <strong>of</strong> <strong>the</strong>savings generated by not having to pay sales tax.A Note <strong>of</strong> Caution: These funds must be spent for educational equipment or suppliesthat fall within <strong>the</strong> DOE guidelines and it is ultimately <strong>the</strong> principal’s responsibility toinsure <strong>the</strong>y are. Additionally, <strong>the</strong> equipment and materials become <strong>the</strong> property <strong>of</strong> <strong>the</strong><strong>school</strong>, not those <strong>of</strong> <strong>the</strong> teacher. If <strong>the</strong> teacher changes grade levels at <strong>the</strong> same <strong>school</strong><strong>the</strong>y can travel with <strong>the</strong> teacher to <strong>the</strong> new grade level. However, if <strong>the</strong> teacher changes<strong>school</strong>s <strong>the</strong> materials must stay at <strong>the</strong> original <strong>school</strong>.8. What about Gift Certificates?Gift certificates may not be used to disburse A+ funds.9. Can someone get 2 bonuses?It has been generally agreed upon that it is fundamentally unfair for someone to receivetwo bonuses. This has happened in <strong>the</strong> past when a teacher was given a bonus from <strong>the</strong><strong>school</strong> where <strong>the</strong>y taught <strong>the</strong> previous year, and was also given a bonus from <strong>the</strong> new<strong>school</strong> where <strong>the</strong>y have never taught before. It is recommended that each <strong>school</strong>’s planaddress this issue.It has been suggested that a good “rule <strong>of</strong> thumb” to use is that in those situations wherean employee moves from a <strong>school</strong> that earned A+ funds to ano<strong>the</strong>r <strong>school</strong> that earnedA+ funds to be included in <strong>the</strong> bonus plan <strong>of</strong> <strong>the</strong> <strong>school</strong> where <strong>the</strong>y taught in <strong>the</strong> pastbecause <strong>the</strong>y were at that <strong>school</strong> and were part <strong>of</strong> <strong>the</strong> “team” that earned <strong>the</strong> A+ gradefor that <strong>school</strong>. This approach would help reduce confusion over which <strong>school</strong> shouldprovide <strong>the</strong> bonus.10. Does <strong>the</strong> February 1 st deadline mean <strong>the</strong> teachers get all <strong>the</strong> A+ funds if noagreement has been reached?Yes and no. The law (FS 1008.36) specifically states, “If a <strong>school</strong>’s staff and <strong>school</strong>advisory council cannot reach agreement by February 1, <strong>the</strong> awards must be equallydistributed to all classroom teachers currently teaching at <strong>the</strong> <strong>school</strong>.” Guidancecounselors, media specialists, tech facilitators, and o<strong>the</strong>r teacher credentialed personnelnot teaching in <strong>the</strong> classroom would be excluded. If someone teaches at least 1 class<strong>the</strong>y are included. Also, <strong>the</strong> awards go only to those currently at <strong>the</strong> <strong>school</strong>, even tothose who are new to <strong>the</strong> <strong>school</strong>.It is anticipated that <strong>school</strong> staff members will work in good faith with <strong>the</strong> members <strong>of</strong><strong>the</strong>ir <strong>school</strong> advisory council to create locally developed <strong>school</strong> plans.
