Scope of Services - During Implementation Phase5.4.2.3: Preparation of Solution Design, Technical Architecture1. Point (b), Single Sign On,Single-Sign On – The Solution should enable single-sign-on so that any user once authenticatedand authorized by system is not required <strong>to</strong> be re-authorized for completing any of the services inthe same session. For employees of the Haryana Police, the browser based application accessedon the intranet, through single-sign-on mechanism, will provide access <strong>to</strong> all the core services(based on their roles and responsibilities), Help module, Basic and advanced Reporting etc.Similarly, for external users (Citizens, Hotels, Cyber Cafes, Hospitals, Jails, TransportDepartment etc), based on their profile and registration, the system shall enable single-sign onfacility <strong>to</strong> apply for various services, make payments, submit queries /complaints and checkstatus of their applications.Following details added <strong>to</strong> the clauseEMS should provide Single Sign-On and Web access management across all the modules ofCCTNS solution through a single console. It should work across all modules and should not beconfined <strong>to</strong> a single module and be open <strong>to</strong> integrate with new modules as and when required.Proposed solution should integrate with existing server access control solution at SDC <strong>to</strong> provideholistic access management across moni<strong>to</strong>red servers as wells as applications.2. Point (c), Support for PKI based Authentication and Authorization,The solution shall support PKI based Authentication and Authorization, in accordance with IT Act2000, using the Digital Certificates issued by the Registration Authorities (RA). In particular, PKIbased authentication and authorization shall be implemented by the selected Bidder forofficials/employees involved in processing key G2B and G2C services, including issuance ofnotices, receipts and approvals.Following details added <strong>to</strong> the clauseTo ensure integrity and confidentiality, the data collected (both online and offline) at the policelocation should be digitally signed and encrypted before it is sent from one location <strong>to</strong> other /central data center. Digital Certificates in addition <strong>to</strong> theHSM appliance may be used for further enhancing the security and integrity of the information.5.4.7: IT Infrastructure at the State Data Center and Disaster Recovery Center1. Para (7),State will provide the premises for hosting the solution in State Data Centre as well as theDisaster Recovery Centre (DRC). The SI is responsible for sizing the hardware <strong>to</strong> support thescalability and performance requirements of the solution. The SI shall ensure that the servers ands<strong>to</strong>rage are sized adequately and redundancy is built in<strong>to</strong> the architecture that is required meetthe service levels mentioned in the <strong>RFP</strong>. SI will be required <strong>to</strong> have real time replication of theCCTNS data s<strong>to</strong>red in SDC with the DR Site, as far as possible. Haryana Police may consider adata loss of maximum (0.5) half hour in case of natural disaster.Stands amended asState will provide the premises for hosting the solution in State Data Centre (SDC) at NewHaryana Secretariat, Sec<strong>to</strong>r -17, Chandigarh before the commencement of this project. State isalso in the process of finalizing the site for setting up the Disaster Recovery Centre (DRC) forSDC with Government of India. The SI is responsible for sizing the hardware <strong>to</strong> support thescalability and performance requirements of the solution. The SI shall ensure that the servers ands<strong>to</strong>rage are sized adequately and redundancy is built in<strong>to</strong> the architecture that is required meetthe service levels mentioned in the <strong>RFP</strong>. It is important <strong>to</strong> mention that solution will be hostedonly at SDC, however its backup would be taken at DRC. As part of implementing GIS and GPS, SI will create/provide latest (updated atleast by 01.01.2011) Digital Maps of all the Districts of Haryana at ascale of 1:5000 or better for crime mapping, pin mapping, hot spot mapping etc. Some of thefeatures / layers the map shall cover are listed below:i. State Boundaryii. District Boundaryiii. Tehsil Boundaryiv. Range Boundaryv. Location of Police HQs, Police Commissionerates and District HQsvi. Location of Cities, Towns, Villagesvii. Police Range Office with their jurisdiction areaFor each of the above features/ layers a set of detailed attributes must be defined by SI inconsultation with Haryana Police which shall become the basis for further analysis, reports etc.For CAD (Computer Aided Dispatch) the city level map shall be created at a scale of 1:2000 soas <strong>to</strong> locate the unit level information and street / sub street network. Even GPS module will alsobe created by SI and need <strong>to</strong> have a scale of 1:2000.The digital maps <strong>to</strong> be prepared by the bidder shall allow the following features, but notlimiting <strong>to</strong>:Geo-fencing of digital map: Additional layers of important places naka points, barriers etc. willbe added <strong>to</strong> the digital map as per requirement of Haryana Police. Geo-fencing of variousdistricts, police stations, area of PCR‘s, riders etc. will be done by the Bidder. Any vehicledeployed in a particular area will be shown in red colour when it moves out of its jurisdiction. Thehis<strong>to</strong>ry of period of time for which vehicle remained will also be maintained.Search for a <strong>Crime</strong>: Police person should be able <strong>to</strong> select a FIR no. and search for the crimewith details on the map. The crime location will be marked with a symbol (For e.g star, square) onthe map.
