GovernorGilmore serves on the Technology Committee of the National Governors' Association(NGA) and serves as a liaison between Republican Governors and the Congressionalleadership. Guttentag also serves as chairman of the Committee of Fiscal Affairs of theOrganization for Economic Cooperation and Development. Before serving as advisor, hewas appointed to Deputy Assistant Secretary for International Tax Affairs. Prior to thisappointment, Guttentag was a senior tax partner with the law firm of Arnold & Porter.2
