Policy Number:2013-06 Passed:Title:UBC’s New Financial Aid ProgramApril 24, 2013Expires:April 24, 2016Summary:Supports UBC’s proposed new student financial aid program and calls on the university administration toconsult students about the project.From the Executive CommitteeWhereas the AMS recognizes that accessibility and affordability are key issues impacting current andprospective UBC students;Whereas the university has committed to undertaking a student financial support project that aims toimprove the systems and processes associated with the allocation of merit based and needs based awardsat UBC;Whereas this project provides many benefits to student including: the offering of comprehensive financialpackages; greater transparency in financial aid allocation; UBC specific cost assessment and contributiontools;Be it resolved that the AMS formally supports the vision and goals of the Student Financial SupportProject;Be it further resolved that the AMS encourages the university to engage in on-going student consultationin the development, design, implementation and communication of the project.AMS Policy Manual Page | 34
Policy Number:2013-07 Passed:Title:International student tuition differential for Masters ofManagement programsMay 15, 2013Expires:May 15, 2016Summary:Opposes the proposed international student tuition differential for the Masters of Management programs,endorses the “GSS and AMS Joint Submission to Board of Governors Regarding Master of ManagementInternational Student Tuition Differential Proposal” and recommends that the Board of Governors adoptresolutions providing a tuition guarantee for multi-year graduate program and requiring that internationalgraduate student tuition be cost recovery only.From the Executive CommitteeWhereas the Sauder School of Business has proposed the introduction of a $12,000 tuition differentialincrease for international students in the Masters of Management programs;Whereas the proposed tuition increase would make international tuition 45% greater than domestictuition in a program where domestic student seats are not government subsidized;Whereas this proposed tuition increase is not a cost recovery measure;Whereas the GSS and AMS have concerns about the proposed allocation of the additional tuition revenueand the deficit in rationale and assurance of direct benefit to international students;Be it resolved that the AMS oppose the proposed international student tuition differential for the Mastersof Management programs;Be it further resolved that the Vice-President Academic and University Affairs express the AMS’s stance tothe University Board of Governors through a formal submission;Be it further resolved that the AMS Council accepts the submission prepared by the GSS and AMS entitled“GSS and AMS Joint Submission to Board of Governors Regarding Master of Management InternationalStudent Tuition Differential Proposal”;Be it further resolved that the AMS recommend that the Board of Governors adopt resolutions thatprovide a tuition guarantee for multi-year graduate program and require that international graduatestudent tuition be cost recovery only.*NOTE: UBC’s Graduate Student Society Council will be passing a complimentary motion at their May 16, 2013.AMS Policy Manual Page | 35
