<strong>Policy</strong> Number:2010-08 Passed:Title:Rapid TransitSeptember 15, 2010Expires:September 15, 2013Summary:Supports the development <strong>of</strong> a rapid transit line through the Broadway corridor with <strong>UBC</strong> as its terminus;working with various partners and stakeholders, instructs the <strong>AMS</strong> to use a variety <strong>of</strong> mechanisms toadvocate this position.Whereas more than 80,000 trips are made each weekday in the Central Broadway area (Main to Arbutus);Whereas in March 2000 (Phase II Commercial Drive West), Vancouver City Council recommended that theSkyTrain continue west from Vancouver Community College, via the False Creek Flats and Broadway toGranville Street as part <strong>of</strong> the Millennium Line Construction Program, with a rapid bus extension to <strong>UBC</strong>;Whereas since the implementation <strong>of</strong> the U-Pass programme in 2003, transit ridership has become thepreferred mode <strong>of</strong> travel among all <strong>UBC</strong> commuters, accounting for more than 45% <strong>of</strong> all trips, and isexpected to grow each year by an average <strong>of</strong> 10%;Whereas <strong>UBC</strong> is the second largest transit destination in the region’s transit network, while CentralBroadway Business District is the third;Whereas the Broadway Corridor serves more riders than either the Millennium Line or Canada Line eachday;Whereas the 99 B-Line route currently has problems with numerous pass-ups, huge fluctuations in traveltime, and poor passenger experiences;Whereas the City <strong>of</strong> Vancouver’s goal to increase non-auto mode share to 50% by 2020 and TransLink’sown regional non-auto mode share goal <strong>of</strong> over 50% will require significant investments in public transitinfrastructure;Whereas the draft Regional Growth Strategy entitled “Metro Vancouver 2040: Shaping Our Future”relegates rapid transit development along Broadway as its third <strong>of</strong> three priorities in the next 30 years;Whereas the <strong>AMS</strong> is committed to ensuring <strong>UBC</strong> students receive high-quality, affordable, and accessibletransit; andWhereas “the <strong>AMS</strong> is committed to being a community leader in sustainability, ensuring the ability toserve generations <strong>of</strong> students to come;”Be it resolved that <strong>AMS</strong> Council support the development <strong>of</strong> a rapid transit line through the Broadwaycorridor with <strong>UBC</strong> as its terminus;Be it further resolved that the <strong>AMS</strong> coordinate a response with the University NeighbourhoodsAssociation, University Endowment Lands, and <strong>UBC</strong> to the proposed Regional Growth Strategy;<strong>AMS</strong> <strong>Policy</strong> <strong>Manual</strong> Page | 5
