Policy Number:2013-09 Passed:Title:Funding for Public Transit in Metro VancouverJuly 3, 2013Expires:July 3, 2016Summary:Encourages TransLink and governments to provide predictable, sustainable and equitable funding for MetroVancouver’s public transit system for the next three decades and directs the Office of the Vice-PresidentExternal Affairs to conduct research and outreach activities to facilitate this outcome.Whereas TransLink presented an updated version of their 2040 regional transportation strategy at theJune 2013 meeting of the Mayors’ Council on Regional Transportation [Regional Transportation Strategy:Draft Strategic Framework for Consultation, June 10, 2013*];Whereas TransLink aims to reduce the rate of private vehicle use from 73 to 50% in Metro Vancouver by2040, while the region’s population is expected to grow by about 40% in the same period;Whereas TransLink projects it will need $23 billion over the next three decades to maintain and expandthe region’s public transit infrastructure and the major roads and bridges under its supervision;Whereas TransLink has asked Metro Vancouver’s mayors to formally endorse Electronic Road Pricing asone solution to pay for all or part of these expenses;Whereas UBC Vancouver’s and the Broadway Corridor’s overall public transit needs over the next threedecades will increase significantly over the same period, which may require additional funding efforts onthe part of the UBC community, including students;Be it resolved that the AMS strongly encourages TransLink and all levels of government to workcooperatively to find predictable, sustainable and equitable funding for all of Metro Vancouver’s publictransit needs over the next three decades;Be it further resolved that the AMS directs the Office of the Vice-President, External Affairs to conductresearch and outreach in support of potential public transit funding solutions.*NOTE: An updated version of TransLink’s regional transportation strategy was published on July 31 st , 2013, underthe title Regional Transportation Strategy: Strategic Framework July 2013AMS Policy Manual Page | 37
