Bacchus Marsh Library DevelopmentCommunity ConsultationSECTION 1 – OverviewBackgroundIn 2007, after a detailed strategic planning process, Council resolved to construct a newmultiuse library facility on the Council owned land in Main Street, Bacchus Marsh to addressthe apparent shortfall in community facilities. In 2008 the commitment to build the facilitywas reconfirmed with a subsequent resolution of Council to allocate the funds required toproceed with construction.To assist with the cost of constructing a new library facility, Council applied for andsuccessfully secured, approximately $1,000,000 in grant funds from the state and federalgovernment.Consistent with Councils commitment, the project has now progressed from the planningphase to the implementation stage.Re engaging with the CommunityWhilst significant planning has already taken place in relation to the design and functionalityof a new library facility it was acknowledged that considerable time had passed since thiswork was done and stakeholders consulted. In view of this, it was considered timely to reengagewith project stakeholders and the community to determine a more detailed brief forthe facility.A number of individuals and groups were consulted during the re-engagement process,including:• Bacchus Marsh Community College (The Laurels),• Bacchus Marsh & District Historical Society,• Primary and Secondary Schools located within Bacchus Marsh,• Central Highlands Regional Library Corporation,• Council Officers,• Bacchus Marsh Town Centre Revitalisation Group, and the• Bacchus Marsh Pre-school.Letters were also sent to all community groups (shire wide) registered on CouncilsCommunity Database, and the broader community were also invited to have their say byparticipating in a survey.Written correspondence was also received from the Bacchus Marsh and District HistoricalSociety, Bacchus Marsh Legacy Laurel Club, Bacchus Marsh Library staff, and the BacchusMarsh Ladies Probus Club.Page 6 of 47
