The Batwa have been the victims of fierce l<strong>and</strong> grabbing by migrant farmers seekingsuch promising l<strong>and</strong>s; in fact, this process began as far back as the 19 th century. 42 By takingadvantage of the Batwa’s hunger, <strong>and</strong> offering food in exchange for l<strong>and</strong>, their unscrupulousneighbours have increased the Batwa’s l<strong>and</strong> loss. 43 Poverty has diminished the Batwa’s abilityto defend their rights.Typical Batwa village: Kamugemanyi community in Kisoro district Photo: Téa BraunThis wave of forest conservation has been catalysed by the defects in the various laws enactedto deprive the Batwa of their forest l<strong>and</strong>s. These laws date as far back as the early 19 th century.They have since acquired a few amendments to reflect political, economic or social changes.Some of these later laws recognised the forest inhabitants <strong>and</strong> accorded them some nominalrights, but these are routinely breached when evictions are carried out. Such laws exist only onpaper; they may be passed in order to make a statement to the international community, whileremaining useless to the people they are intended to protect.
