AIR QUALITY CONTROLGENERAL PERMIT FOR GENERATORSATTACHMENT “F”: NESHAPS REQUIREMENTS FOR GENERATORSI. DEFINITIONSCompression ignition means relating to a type <strong>of</strong> stationary internal combustion engine that is not aspark ignition engine.Spark ignition means relating to either: A gasoline-fueled engine; or any other type <strong>of</strong> engine a sparkplug (or other sparking device) and with operating characteristics significantly similar to the theoreticalOtto combustion cycle. Spark ignition engines usually use a throttle to regulate intake air flow to controlpower during normal operation. Dual-fuel engines in which a liquid fuel (typically diesel fuel) is usedfor CI and gaseous fuel (typically natural gas) is used as the primary fuel at an annual average ratio <strong>of</strong>less than 2 parts diesel fuel to 100 parts total fuel on an energy equivalent basis are spark ignitionengines.Stationary reciprocating internal combustion engine (RICE) means any reciprocating internalcombustion engine which uses reciprocating motion to convert heat energy into mechanical work andwhich is not mobile. Stationary RICE differ from mobile RICE in that a stationary RICE is not a nonroadengine as defined at 40 CFR 1068.30, and is not used to propel a motor vehicle or a vehicle usedsolely for competition.II.APPLICABILITYA. This Attachment is applicable to generators identified as applicable to NESHAP Subpart ZZZZstandards on the respective ATO.B. New or Reconstructed stationary RICE [40 CFR 63.6590 (a)(2); 63.6590(a)(3)]Stationary RICE is new if the construction or reconstruction <strong>of</strong> the RICE commenced after June12, 2006. A stationary RICE is reconstructed if it meets the definition <strong>of</strong> reconstruction in 40CFR §63.2. The <strong>Permit</strong>tee operating new or reconstructed RICE shall meet the requirements <strong>of</strong>this Attachment by meeting the requirements <strong>of</strong> 40 CFR Part 60 subpart IIII, for compressionignition engines or 40 CFR Part 60 subpart JJJJ, for spark ignition engines.III. COMPLIANCE DATES [40 CFR 63.6595]A. The <strong>Permit</strong>tee operating an existing Compression Ignition (CI) RICE subject to therequirements <strong>of</strong> this Attachment and identified on the respective ATO shall comply with theapplicable emission limitations and operating limitations no later than May 3, 2013.B. The <strong>Permit</strong>tee operating an existing stationary Spark Ignition (SI) RICE subject to therequirements <strong>of</strong> this Attachment and identified on the respective ATO shall comply with theapplicable emission limitations and operating limitations no later than October 19, 2013.Air Quality Control <strong>General</strong> <strong>Permit</strong> Page 40 <strong>of</strong> 62 Issue Date: July 19, 2011For <strong>Generator</strong>s Expires: July 19, 2016
