ANNUAL REPORT 2010The HNX was established pursuant to Decision No.1/2009/QD-TTg dated January 2, 2009 by the PrimeMinister on the basis of transforming, restructuring the HASTC (which was set up pursuant to Decision No127/1998QD-TTg dated 11/7/1998).HNX’s operation is in conformity with the Securities Law No.70/2006/QH11, the Enterprise Law No.60/2005/QH11 and other related legal documents.HNX is a State-owned legal entity following the model of a one member limited liability company.HNX’s Authority- To issue regulations on securities listing, trading,supervising, information disclosure, trading membersand other rules as approved by the State SecuritiesCommission- To organize and manage securities trading activities onHNX- To suspend or cancel trading according to HNX’sSecurities Trading Regulations to protect investors- To approve the listing or delisting of a stock and supervisethe eligibility of listed stocks- To approve or cancel HNX membership of a tradingmember and to supervise securities trading members’trading activities- To supervise the information disclosure of listedcompanies and trading members- To provide market information and information relatedto listed securities- Other rights as stipulated by laws.HNX’s Duties- To ensure the transparency, equitableness and efficiencyof securities trading- To perform financial duties, report submissions andauditing as required by laws- To disclose information as stipulated by the SecuritiesLaw and guidance documents- To provide training services for investors- Other duties according to the Hanoi Stock ExchangeOrganization and Operational Charter.09
