GovernanceCon Edison has an Environmental Quality Review Board (EQRB) <strong>com</strong>prising two outsideenvironmental at<strong>to</strong>rneys as well as a retired Sloan Business School professor, whosespecialty is organizational dynamics. This EQRB reports directly <strong>to</strong> <strong>the</strong> CEO, advises <strong>the</strong>EH&S Committee of our Board of Direc<strong>to</strong>rs, and also serves on Con Edison’s Environmentand Safety Committee made up of senior <strong>com</strong>pany officers. The Environment and SafetyCommittee meets monthly <strong>to</strong> track <strong>the</strong> <strong>com</strong>pany’s EH&S performance and direct actionsfor <strong>con</strong>tinuing performance improvement.State-regulated OpacityExceedences Subject <strong>to</strong>Penalties42 232Measuring ProgressIn this section, a selection of indica<strong>to</strong>rs that charts Con Edison’s efforts in certain key environmentalinitiatives during 2005 is coupled with data from recent years <strong>to</strong> produce ananalytical snapshot of five-year trends in <strong>the</strong> <strong>com</strong>pany’s performance.20012002200320042005State-regulated Opacity Exceedances Subject <strong>to</strong> PenalitiesLike o<strong>the</strong>r utilities in New York State, Con Edison signed an order of <strong>con</strong>sent with <strong>the</strong> NewYork State Department of Environmental Conservation (NYSDEC) that includes detailedreporting of opacity (smoke) events and an opacity reduction program. Six-minute opacityexceedances are subject <strong>to</strong> stipulated penalties for events not attributable <strong>to</strong> equipmentmalfunctions or boiler start-up and shutdown. During 2005, Con Edison experienced twoopacity exceedances.As part of <strong>the</strong> <strong>com</strong>pany’s opacity reduction effort, all incidents are documented in e2MIS.Incidents are singled out for review and discussion by operations, technical, and maintenancemanagers, as well as station managers. Occurences are investigated in detail <strong>to</strong>determine <strong>the</strong>ir root cause and <strong>to</strong> develop corrective measures for reducing opacity events.Since equipment problems are <strong>the</strong> most <strong>com</strong>mon cause of opacity incidents, Con Edison<strong>con</strong>ducts a regular cycle of preventive maintenance.Toxic Release Inven<strong>to</strong>ry(lbs.)35,31529,79537,27525,90832,821Toxic Release Inven<strong>to</strong>ry20012002200320042005The Toxic Release Inven<strong>to</strong>ry (TRI) is a regula<strong>to</strong>ry program administered by <strong>the</strong> UnitedStates Environmental Protection Agency (EPA). Toxic chemical release inven<strong>to</strong>ry data arereported <strong>to</strong> <strong>the</strong> EPA annually for specifically listed substances that are manufactured, processed,or o<strong>the</strong>rwise used in a facility’s operations.Beginning in 1998, utilities became subject <strong>to</strong> federal requirements for TRI reporting.The substances covered by <strong>the</strong>se reporting requirements are generally associated with <strong>the</strong><strong>com</strong>bustion of fuel, so wea<strong>the</strong>r can influence <strong>the</strong> <strong>to</strong>tals. For example, more fuel is burned<strong>to</strong> supply steam for heating during very cold winters, whereas less fuel is needed whenwinters are mild. These reports are due on July 1 of each year for <strong>the</strong> previous year.
