Working Toge<strong>the</strong>r <strong>to</strong> Work SafelyAs part of its <strong>con</strong>tinuing effort <strong>to</strong> broaden <strong>the</strong> discussion of worker safety and public safety,<strong>the</strong> <strong>com</strong>pany held its fifth annual safety <strong>con</strong>ference in June. More than 300 union andmanagement employees from throughout <strong>the</strong> organization participated in <strong>the</strong> event.Public SafetyCECONY has developed a <strong>com</strong>pany-wide public safety <strong>com</strong>munications programfor all employees. This program emphasizes <strong>the</strong> public safety aspects of infrastructuremanagement, design, maintenance, and operations. Each employee received apublic safety brochure detailing elements of <strong>the</strong> <strong>com</strong>pany’s approach <strong>to</strong> public safety.A <strong>com</strong>panion training program was administered using on-<strong>the</strong>-job presentations,intranet-based tu<strong>to</strong>rials <strong>com</strong>plete with testing, and in-depth feature segments on TheExcellence Files, a monthly video magazine distributed throughout <strong>the</strong> organization.CECONY has an extensive stray voltage testing program in place <strong>to</strong> check its electricaldistribution facilities. Stray voltage is <strong>the</strong> presence of electrical current alongsidewalks, lampposts, service box covers, or elsewhere. Stray voltage may occurbecause of <strong>com</strong>promised cable insulation, cable arcing, or dis<strong>con</strong>tinuity in cablesystems. Road-salt runoff in cold wea<strong>the</strong>r months and o<strong>the</strong>r fac<strong>to</strong>rs can influence <strong>the</strong>likelihood of stray voltage. To mitigate <strong>the</strong> possibility of stray voltage, <strong>the</strong> <strong>com</strong>panyhas stringent specifications for both materials and operating procedures, and electricalsystem design. In addition, <strong>the</strong>re is a <strong>com</strong>prehensive regimen of inspection, repair,and maintenance pro<strong>to</strong>cols <strong>to</strong> reduce <strong>the</strong> risk of stray voltage.All CECONY employees havereceived <strong>the</strong> <strong>com</strong>pany’s publicsafety brochure, and havebeen provided with trainingon public safety initiatives thatpertain <strong>to</strong> <strong>the</strong> operation ofenergy delivery systems.To <strong>con</strong>firm <strong>the</strong> effectiveness of <strong>the</strong>se measures, <strong>the</strong> <strong>com</strong>pany’s Electric Operationsgroup administers an annual cycle of testing for <strong>the</strong> electrical distribution infrastructureoperated by <strong>the</strong> <strong>com</strong>pany. This includes thousands of miles of cable, morethan 250,000 manholes and service boxes, and 34,000 underground transformers.The overhead electrical system is tested as well. In addition <strong>to</strong> Con Edison facilities,testing is also done for municipal lampposts on public thoroughfares throughout <strong>the</strong>service terri<strong>to</strong>ry. The full planned cycle of stray voltage testing was successfully <strong>com</strong>pletedduring 2005. It covered 273,980 underground structures, 193,693 overheadstructures, and 172,977 streetlights.O&R also carries out stray voltage testing. In <strong>the</strong> O&R service terri<strong>to</strong>ry, <strong>the</strong>re aremore than 136,000 poles associated with <strong>the</strong> overhead distribution system, and morethan 16,000 underground facilities. In addition, O&R tests for stray voltage at morethan 1,600 street lights and traffic signals. Of <strong>the</strong>se, 400 street lights are owned byO&R, and <strong>the</strong> remaining lights and signals are owned by municipalities and by <strong>the</strong>Department of Transportation. O&R’s full planned cycle of stray voltage testing for2005 was successfully <strong>com</strong>pleted.CECONY has developed <strong>the</strong> world’s first mobile stray voltage detection devices. Wepromptly investigate any report of possible stray voltage, and if a stray voltage <strong>con</strong>ditionis detected, it is corrected at once, whe<strong>the</strong>r on Con Edison equipment, municipalequipment, or cus<strong>to</strong>mer equipment.Environment, Health and Safety Annual Report 17
