SPDES Exceedances3200111200122002200232003Transformer Releases<strong>to</strong> Sewers and Waterways15 1520032200413200432005242005State Pollutant Discharge Elimination System ExceedancesIn accordance with <strong>the</strong> federal Clean Water Act and state Environmental ConservationLaw, New York State issues permits <strong>to</strong> facilities that discharge waste water or s<strong>to</strong>rm water <strong>to</strong>rivers or o<strong>the</strong>r bodies of water, including <strong>to</strong> groundwater. These State Pollutant DischargeElimination System (SPDES) permits specify discharge limitations and require routinemoni<strong>to</strong>ring of discharges <strong>to</strong> <strong>con</strong>firm <strong>com</strong>pliance with those limitations. Depending on <strong>the</strong>permit and <strong>the</strong> nature of <strong>the</strong> facility covered by <strong>the</strong> permit, levels are established for suspendedsolids, oil <strong>con</strong>tent of <strong>the</strong> water, discharge temperature, pH levels for acidity or alkalinity,levels of chemical substances <strong>con</strong>tained, and o<strong>the</strong>r parameters. Moni<strong>to</strong>ring results are<strong>the</strong>n reported on a monthly or quarterly basis, as required, <strong>to</strong> <strong>the</strong> NYSDEC.During 2005, Con Edison experienced three minor wastewater discharge permit exceedancesfrom <strong>the</strong> 2,904 samples taken. According <strong>to</strong> United States Environmental ProtectionAgency (EPA) criteria, this performance level is <strong>con</strong>sidered excellent. Although only threeof <strong>the</strong> samples failed <strong>to</strong> meet permit discharge limits, we <strong>con</strong>tinue <strong>to</strong> strive for zero. In2005, we held 21 SPDES permits, each specifying particular discharge sampling intervalsand standards. We <strong>con</strong>duct thorough root-cause analysis of any discharges that exceedpermit limits. Steps <strong>to</strong> improve performance include administrative changes <strong>to</strong> enhanceoperational efficiency, upgrades <strong>to</strong> maintenance practices, and investment in new engineering<strong>con</strong>trols.Transformer Releases <strong>to</strong> Sewers and WaterwaysIn 2005, transformer oil was released in<strong>to</strong> sewers or waterways on 24 occasions. As required,<strong>the</strong>se incidents were reported <strong>to</strong> regula<strong>to</strong>ry agencies. In all cases of transformer oilreleases, <strong>the</strong> affected areas were subsequently cleaned thoroughly.Con Edison manages more than 75,000 pieces of oil-filled equipment, including transformersin underground vaults, on utility poles, and on pads. Because corrosion is a <strong>com</strong>moncause of transformer oil release, Con Edison inspects transformers, <strong>con</strong>ducts preventivemaintenance on a regular basis, and, if necessary, replaces or removes transformersfor thorough refurbishment before returning <strong>the</strong>m <strong>to</strong> service. During 2005, <strong>the</strong> <strong>com</strong>panycarried out 8,671 inspections of underground transformers.To fur<strong>the</strong>r guard against <strong>the</strong> release of transformer oil <strong>to</strong> <strong>the</strong> environment, we install se<strong>con</strong>dary<strong>con</strong>tainment and detection equipment where appropriate. For some undergroundtransformer vaults that may <strong>con</strong>tain s<strong>to</strong>rm water and any road run-off that is discharged <strong>to</strong>sewers, devices called oil minders are installed. Oil minders are designed <strong>to</strong> prevent water<strong>con</strong>taminated with oil from entering sewers and making its way <strong>to</strong> rivers or streams. In2005, Con Edison installed 412 additional oil minders in transformer vaults, and <strong>the</strong>re aremore than 3,200 units in place systemwide. Oil-<strong>con</strong>taminated water is pumped in<strong>to</strong> specialtanker trucks and taken <strong>to</strong> a wastewater treatment facility.12 Environment, Health and Safety Annual Report
