National Urbanisation PolicyIn terms of the quality of urban services provided,it is generally beset by a low level of serviceincapable of fulfilling the residents’ expectations.The maintenance of drains and rubbish collectionis inefficient, giving rise to various problems suchas flash floods and poor public health. However,the quality of services like the maintenance ofdrainage system, rubbish collection, cleaning andmaintenance of public areas varies according tothe capacity of the local authority that manages therespective towns. Towns under the administrationof large and financially sound local authorities willobtain services of a higher quality compared totowns under smaller local authorities.Malaysian towns have also experienced a declinein the quality of living with respect to safety. TheMalaysian Quality of Life Report, 2004 indicatedthat between 1990 and 2002, the public safety indexdeclined by 19.9 points. On average, the percentageof crimes increased from 3.8 cases in 1990 to6.2 cases in 2002. Safety is more crucial as latelycrimes like burglary and theft are more rampant.As both aspects of safety and public security areinter-related and are a prerequisite to a stableand sustainable development, it has to be dealtappropriately in order to enhance the quality oflife of urban dwellers.3.0 Issues and Challenges23
