Adopt the cluster concept to furtherstrengthen the urban economy and its linkagewith the hinterland.ii. Develop an efficient IT infrastructure tosupport k-economy.iii. Establish and fortify business parks and specialindustrial zones to encourage economic clusters.iv. Provide incentives for the re-developmentof brownfield areas as commercial and specialindustrial zones.v. Encourage the provision of small business lots inresidential areas.vi. Promote the concept of small office in residentialunits (SOHO).vii. Provide planning guidelines for small office inresidential units.viii. Identify suitable areas for the establishment ofskills training and educational institutions.ix.
