National Urbanisation PolicyWith rapid urbanisation, local authorities shouldemphasize the use of innovative approach andtechnology to reduce cost and increase efficiencyin all aspects of urban planning, developmentand management. In addition, these efforts willcontribute to the management of a moreviable environment.The management and administration systempractised should be founded on an ethical workculture, be transparent and efficient to ensure amore effective delivery system. In this light, thereis a need to review and strengthen the respectivesystem and work procedure, implementationapproach, standards and guidelines to achieve thehighest standard of services. To complement actionsbeing carried out, the existing legislations relatedto urban administration and management shouldbe reviewed for a more effective enforcement andimplementation of the urban development.Local authorities need to cooperate closely with thelocal community, non-governmental organisationsand the private sector to plan and implementappropriate urban planning and managementprogrammes that meet with their requirementsfor sustainable development as mooted in theLocal Agenda 21. Such cooperation will provideopportunity for the local community to monitor andgive feedback on the programmes implemented intheir respective area. To facilitate this proposal, thelocal authority should establish a unit responsible forcoordinating and managing programmes to improvelocal community participation in urban planning andgovernance activities.
