THE SCHOOL BOARD OF SEMINOLE COUNTYACTION ITEM: RETENTION AND RECRUITMENT INCENTIVE IV.E.Item Number1. Superintendent’s Recommendation:That <strong>the</strong> School Board <strong>of</strong> <strong>Seminole</strong> <strong>County</strong> approve a retention and recruitment incentive for teachersin twelve (12) <strong>school</strong>s identified or are at risk <strong>of</strong> becoming “<strong>school</strong>s in need <strong>of</strong> improvement.”2. Background/Analysis:No Child Left Behind (NCLB), Sec. 1112(c)(1)(L) and Sec. 1113(c)(4), authorizes financial incentivesfor <strong>school</strong>s in need <strong>of</strong> improvement for <strong>the</strong> purpose <strong>of</strong> attracting and retaining qualified and effectiveteachers. In addition, NCLB authorizes <strong>the</strong> <strong>school</strong> district to implement effective strategies to ensurethat students in <strong>school</strong>s that have a higher percentage <strong>of</strong> students qualifying for free or reduced lunchare not taught at a higher rate than o<strong>the</strong>r students by inexperienced teachers.The twelve <strong>school</strong>s to receive <strong>the</strong> retention and recruitment incentive qualify under at least one <strong>of</strong> <strong>the</strong>two provisions in NCLB. All teacher-based staff employed in <strong>the</strong> twelve <strong>school</strong>s for <strong>the</strong> 2007-2008<strong>school</strong> year will receive a one-time bonus <strong>of</strong> $500 payable on <strong>the</strong> first payday <strong>of</strong> <strong>the</strong> 2007-2008 <strong>school</strong>year and will be asked to sign <strong>the</strong> Teacher Retention and Recruitment Incentive Agreement associatedwith this action.The twelve <strong>school</strong>s are: Altamonte Elementary, English Estates Elementary, Goldsboro Elementary,Hamilton Elementary, Idyllwilde Elementary, Lake Orienta Elementary, Midway Elementary, Pine CrestElementary, Spring Lake Elementary, Wicklow Elementary, Winter Springs Elementary, and Rays <strong>of</strong>Hope.3.
