THE SCHOOL BOARD OF SEMINOLE COUNTYACTION ITEM: RETENTION AND RECRUITMENT INCENTIVE IV.E.Item Number1. Superintendent’s Recommendation:That the School Board of Seminole County approve a retention and recruitment incentive for teachersin twelve (12) schools identified or are at risk of becoming “schools in need of improvement.”2. Background/Analysis:No Child Left Behind (NCLB), Sec. 1112(c)(1)(L) and Sec. 1113(c)(4), authorizes financial incentivesfor schools in need of improvement for the purpose of attracting and retaining qualified and effectiveteachers. In addition, NCLB authorizes the school district to implement effective strategies to ensurethat students in schools that have a higher percentage of students qualifying for free or reduced lunchare not taught at a higher rate than other students by inexperienced teachers.The twelve schools to receive the retention and recruitment incentive qualify under at least one of thetwo provisions in NCLB. All teacher-based staff employed in the twelve schools for the 2007-2008school year will receive a one-time bonus of $500 payable on the first payday of the 2007-2008 schoolyear and will be asked to sign the Teacher Retention and Recruitment Incentive Agreement associatedwith this action.The twelve schools are: Altamonte Elementary, English Estates Elementary, Goldsboro Elementary,Hamilton Elementary, Idyllwilde Elementary, Lake Orienta Elementary, Midway Elementary, Pine CrestElementary, Spring Lake Elementary, Wicklow Elementary, Winter Springs Elementary, and Rays ofHope.3.
