GENERAL INFORMATIONOBSERVATION OF CHILDREN IN THE CLASSROOMAny parent or adult who wishes to observe a classroom must obtain prior permission from theprincipal. Request should be made at least one (1) day before. For a specified reason parents arewelcome and may be invited into the classroom to observe a group of children in action at specifictimes during the year.BEFORE SCHOOL/AFTER SCHOOL PROGRAM<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>Catholic</strong> <strong>School</strong> provides a child care system for our students, in orderto provide a convenient, supervised program that is affordable to all. The after school program isavailable after every school day except minimum days before Thanksgiving and Easter holidays andthe last day of school. Children must be picked up by 5:30 p.m. A late fee of $5.00 every 10minutes, per child will be assessed for late pickups. <strong>Parent</strong>s may register their children for dailyparticipation or for only certain days each week.HOURLY RATES: $ 3.00 per hour - per child (one hour minimum charge)BEFORE SCHOOL: $15.00 per week - per child 7:00 a.m. - 7:45 a.m.$ 4.00 daily rateFamilies who use this program on a regular basis must pay in advance. Families who use thisprogram on an occasional or “drop-in” basis must pay in full when children are picked up.FIELD TRIPSTeachers may arrange for classes to go on local study trips with permission from the principal.These trips must be of educational or cultural value and are not to be considered “Free days”.All students transported by the school to school-sponsored events shall have the written permissionof the parent or guardian using the schools permission form.All drivers must be 25 years or older and have insurance coverage verified by the principal. Therequired coverage is $100,000/$300,000 liability, $50,000 property damage, and $5,000 medical andcurrent California unrestricted Drivers License. There MUST be seat belts for every passenger. Thisis necessary in order to transport students to any school sponsored activity. Volunteer drivers andchaperones should not bring additional persons with them such as their other children. If there wereany problems, a volunteer driver or chaperone must be free to give their full attention to the childrenunder their care.Classes may have limited approved fund-raisers to finance field trips. Field trips are privilegesafforded to students and therefore students can be denied participation if they fail to meet academicor behavioral requirements.Only chaperones are permitted on field trips. <strong>Parent</strong>s may not attend if they were not selectedto be a chaperone. Absolutely no other children are allowed to attend if you are a chaperone.6


HOME/SCHOOL COMMUNICATION<strong>Parent</strong>s who wish to speak with their child’s teacher or the principal are asked to make anappointment by phone or note. Likewise, please arrange with the principal if you wish to observe inyour child’s class. Teachers should be contacted at school not at home. Teachers can be reachedthrough voice mail. Completed schoolwork is sent home from time to time according to individualteachers’ policies to keep parents informed. Quarterly progress reports are sent to parents. Thesereports should be signed and returned so the teacher knows the parents have seen them.Unsatisfactory work notices may be sent home for academic or disciplinary reasons, and these are tobe signed and returned to the teacher acknowledging receipt.“Home <strong>School</strong> Mail” will be sent home on Wednesdays. Assignments are not always written. Learningto study should be the principle goal. Older students will sometimes have long-term assignments,which help them to grow in responsibility and to prepare for high school. <strong>Parent</strong>s are responsible forchecking Option C for missing homework assignments.LIBRARYWe have an excellent library with a variety of resources. The library is available when the librarian ispresent or when a class goes as a group. The librarian has full authority to enforce school policies.Behavior in the library is expected to be the same as in the classroom. Please encourage your childto return books when due. If a book is damaged or lost, it is the parent’s responsibility to replace it.If a book is not returned on time, a fine of ten cents a day is charged. Absentees will not be chargedif a book is returned when the child returns to school.LITURGIESDaily prayer and religious instruction are required for all students. All students will respectfullyparticipate in all school liturgies. <strong>School</strong> Masses are usually held at 9:00 a.m. on Fridays. Classestake turns preparing these services. Complete school uniform dress is required on <strong>School</strong> Massdays. (Sweaters must be worn in winter. Skorts for girls, long pants for boys must be worn yeararound.)LUNCHHot lunch is available each full day of school. The cost is $2.50 per day, which includes milk. Milk(only) is $0.35. This service is provided on a pre-pay basis only. A lunch and milk account mustbe purchased in advance.7


PARTIESClass parties celebrating certain holidays are arranged by the teacher who may ask the help of theroom parent. Invitations to private parties may not be passed out at school. If a parent of a birthdaychild wishes to send a treat to be shared with the class at morning recess, he/she should check withthe teacher before doing so. Parties must be approved by the teacher at least two weeks inadvance.SPORTS and EXTRA CURRICULAR ACTIVITIESTeachers/Moderators and coaches will determine eligibility for extra curricular activity based onthe following:1. <strong><strong>St</strong>udent</strong>s must maintain a “C” average with no grades of “F”.2. Conduct, effort and home study in the classroom and on the campus must be a gradeof “B" or better.3. Good deportment and attitude on practice and playing field should be shown at all times.Eligibility will be reviewed at mid quarter and quarterly periods.Administration reserves the right to detain students on game days or special activitydays for disciplinary reasons.4. Sports program is primarily for the 7 th and 8 th graders. At times, younger students maybe called up to fill teams.5. All students who play in any sport must maintain a 2.0 grade point average or better. All studentswill receive a uniform. Please keep uniforms clean and return washed at the end of each sport.All students will wear a <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> visor or cap when needed for any sport. No other visorsor caps may be worn.PHYSICAL EDUCATION (P.E.)All students are expected to participate in P.E. activities. In order to be excused, a written note mustbe provided by the parent. For prolonged or repeated excuses from P.E. a note from the physician isrequired. Sixth through eight grade students must be dressed in P.E. uniforms (see uniform policy).STUDENT COUNCILThe purpose of this organization is to promote good citizenship, to encourage a high standard ofscholarship, to arouse school spirit, to demonstrate the practical application of Christianity anddemocracy, to promote responsible leadership, and to advance the welfare of the school and itsmembers in every possible manner.TARDY POLICY<strong>School</strong> begins at 8:00 a.m. in the classroom. <strong><strong>St</strong>udent</strong>s who arrive after8:00 a.m. are marked tardy. EXCUSED TARDIES<strong><strong>St</strong>udent</strong>s who are tardy due to a doctor or dentist appointment, may be excused only with amedical/dental note from the physician or dentist office, confirming appointment. We stronglyrecommend making appointments after school hours.TEXTBOOKS/SCHOOL FURNITURETextbooks which are furnished to the students must be covered. Plastic self-adhesive covers andfabric covers are not allowed. Reasonable allowances will be made for wear but a student must payfor any unnecessary damage to a book. If a book is lost, a student must pay for it immediately andreceive another in order to keep up with his/her school work.<strong><strong>St</strong>udent</strong>s are responsible for care and cleanliness of their desks and chairs. Writing or defacing isnot allowed.COLLECTION OF MONEYNo money is to be collected at school without the permission of the principal. No student may sellanything at school. (This includes Scout sales, 4-H sales, etc.)YARD DUTYThe school administration and staff are responsible for supervising the students in the school yard.These staff members develop continued rapport with the students on a daily basis and provideconsistent supervision in keeping with the safety and acceptable behavior of students.9


FINANCIAL INFORMATIONREGISTRATION POLICYApplication/Registration fee is to be paid at the time of registration and is not refundable.REGISTRATION FEE:Grades K-8 $150.00 per childTESTING FEE:$20.00 (per new student)If the registration fee is not paid, the student is not considered registered.LATE REGISTRATION FEE: $25.00 (AFTER June 1)TUITION POLICYDiocesan policy 6211, “Tuition Agreement,” of the Administrative <strong>Handbook</strong> for <strong>Catholic</strong> Elementaryand Secondary <strong>School</strong>s states:Every parent or guardian who enrolls a student either in elementary or secondaryschool shall sign a written agreement to pay specified tuition and fees. They willagree to comply with all diocesan and school policies and regulations, includingthose governing tuition delinquency.”All families must have a completed Tuition Agreement before child(ren) can be enrolled in <strong>St</strong>. <strong>Rose</strong><strong>McCarthy</strong> <strong>School</strong>.Each family receives a coupon book at the beginning of the school year for mailing payments eachmonth. Payments are due on the fifth of each month. PAYMENTS WILL BE CONSIDEREDDELINQUENT IF THEY ARE NOT RECEIVED IN THE SCHOOL OFFICE BY 3:00 P.M. ON THE10 TH OF EVERY MONTH. If the 10 th is not a school day, tuition must be mailed or dropped throughthe mail slot by the school front doors including payments of July and August.All delinquent payments are subject to a $25.00 (per month) late charge. Consistent failure to maketuition payments as agreed upon may result in loss of the privilege of attendance at <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong>.10


TUITION RATESTuition may be paid in accordance with either plan below:1. 10 month plan, first payment due August 5, last payment due May 5.2. 12 month plan, first payment due July 5, last payment due June 5.Tuition rates are posted each year and will be given at registration time in the Spring.Tuition may be paid by check, cash, or money order.There will be a $25.00 service charge for ANY CHECK returned by the bank for insufficient funds.After two (2) checks have come back for insufficient funds, you must pay with cash or money ordersfor all school tuition, lunches, scrip etc.WITHDRAWING FROM SCHOOLCompleting a withdrawal form is requested prior to withdrawing from the school. This will provide theschool both forwarding information and information for its records. PARENT COMMITMENT TO SCHOOL SERVICEPURPOSEIn recognition that the <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>Catholic</strong> <strong>School</strong> tuition rates do not fully funda child’s education and that certain fundraising and child supervision requirements are essential,a mandatory work tuition program exists. This program has two major goals.1. It makes possible the low tuition rate and the consequent accessibility of the schoolto parents in a broad range of incomes.2. It recognizes that the excellence of our school depends on the full participation of allparents who elect to enroll their children. All parents must be willing to contribute tothe building up of our school according to the unique skills and abilities which theypossess.Those parents who wish and are able to pay the full work tuition fee are encouraged to do so.However, that would not excuse them from the responsibility of being actively involved in the life andactivities of the school.APPLICATIONThis policy applies to all families that have children at <strong>St</strong>. <strong>Rose</strong>- <strong>McCarthy</strong> <strong>Catholic</strong> <strong>School</strong>.Plan A*5 Plant Maintenance Hours - 35 Fundraising hours(3 of these in DeCampos) (3 of these in Kiosk) (3 of these in Carnival)Plan B*5 Plant Maintenance Hours - $1750.00 added to base tuitionPlan C -$2000.00 added to base tuitionThe amount of work tuition and plant maintenance per family is $2000.00 per year. (A year isconsidered to be from May 16 -May 15). Each family will choose to participate in one of the aboveplans.<strong>Parent</strong>s, grandparents, and legal guardians are permitted to work fundraisers. Brothers and sistersof <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> students are not permitted to work for credit unless they are over eighteen.Single family parents see a contract.Any non-worked fundraising hours will be charged at $50.00 per hour and will be due andpayable the last day of school.12


FUNDRAISERS and SERVICES ACTIVITIES“Plan A” families will be required to work a minimum of 35 fundraising hours, three (3) of which mustbe completed for the carnival and three (3) of which must be completed for Kiosk, three (3) of whichmust be completed at the DeCampos Dinner, and three (3) of which must be completed at thePancake Breakfast. Regular hours are worth $50.00 an hour. Since the work tuition program isworth $1750.00 a year, the regular fundraiser family will work 35 hours per year.Only planned <strong>Parent</strong>s’ Club fundraisers are approved for credits for the fundraising hours program.Unless changed officially by the Principal, the only approved fundraisers are: DeCampos Dinner(September), Pancake Breakfast (November), Farm Show Booth, Inside Ticket Chair, Outside TicketChair, Barbecue/Carnival (May), Golf Tournament (May), Kiosk (See’s, Farmer’s Market), Drive ThruDinner, Cioppino Dinner (March) Maintenance Chair, and Scrip Program. Only approved fundraisersand service activities will receive fundraising tuition credit. If you are unsure about a particular event,check!<strong>Parent</strong>s who have agreed to work certain hours for a given event are responsible to work those hoursor find a replacement. Both the originally scheduled worker and the replacement must contact theperson in charge of the event. In an emergency, parents should at least contact the person incharge. If you do not find a replacement for these hours, you will be billed and not able to make upat another fundraiser.Tuition hours will be credited only for actual hours worked. Any portion of the work tuition ($875.00)not fulfilled through Fundraisers $1750.00, or Plant Maintenance ($250.00) activities will be due andpayable on June 1 st .TICKET BOOKS<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong> holds four Fundraisers, Pancake Breakfast, (2) Drive Thru Dinners andCarnival/Barbeque Dinner for which advance tickets are sold. In addition to working Fundraisers andPlant Maintenance activities each family must sell a combined total $160.00 worth of tickets for theseevents. (DeCampos and Carnival Raffles tickets, and Carnival Booth tickets are not included in the$160.00 minimum.) $160.00 maximum credit will be allowed for ticket sales. Families areencouraged to sell as many tickets as possible.SRM FUND RAISER TICKET SALES POLICYAn order form will be provided for each family to sell for each fundraiser. When your order form andmoney is returned, tickets will be sent home.There will be a due date on the order form.In order to receive credit for your ticket sales, it is important that both monies and order forms areturned in BY THE DUE DATE. Late turn-ins may result in not receiving proper credit towards yourticket goal.13


WORK TUITION PROGRAMPre-approved and Waived HoursThe following elected and appointed positions and fundraising chairpersons require responsibilitylevels they are held accountable for and generally exceed work hour requirements. Therefore thesepositions are not required to keep an accounting of hours worked. SCRIP PROGRAMSCRIP is a program, administered through the <strong>Parent</strong>s’ Club, which allows the school to benefit frompurchases made by parents at participating stores. SCRIP is the equivalent of a gift certificate. Theschool makes an average of 3% on each purchase.There are four ways to participate in this program. SCRIP may be purchased through the schooloffice until 3 p.m., send your order/money with your child and it will be sent home the same day, theparish office from 3-5 p.m. (Mon.-Thurs.) or after Church on Sundays. Please call the school officeor check the newsletter for times of availability. SCRIP for frequently used stores is kept on hand;others may be ordered. SCRIP may be purchased by check, cash or money order.All families are asked to purchase a minimum of $4000.00 of SCRIP per year. Failure to meet thatwill be assessed at 10% of the remaining non-purchased balance. Scrip credit begins May 16through May 15 of the current school year.FINANCIAL ASSISTANCE PROGRAMIt is the mission of <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong> to provide the best quality <strong>Catholic</strong> education to anychild who sincerely seeks the benefits of such a program. Therefore no child will ever be refusedadmission solely based upon inability to pay the stated tuition. Financial aid will be granted toparents based upon the following conditions, contingent on the availability of funds.1. The need for financial aid must be proven to the pastor and principal.2. The student must maintain a satisfactory scholastic average and good citizenship.3. The parents must make a commitment to cooperate in school functions and activities.4. Families who are receiving assistance must commit to <strong>School</strong> Service and be willing tocontribute to the well-being of our school in whatever form their talents, skills, andabilities allow.5. <strong><strong>St</strong>udent</strong>(s) must have completed and paid registration fee.6. An application for tuition assistance must be submitted each year. This application mustbe submitted on or before June 1 st .7. Late tuition will not be accepted. (Loss of tuition assistance).PLANT MAINTENANCEAll Plant Maintenance hours must be completed by May 15 th or you will be billed.15

The report indicates the student’s progress,how well he/she is progressing or the difficulty in which he/she may be experiencing. Mandatoryparent-teacher conferences are held at the end of the first quarter. Additional conferences may berequested by parent or teacher at any time. Please do not call the teachers at their homes. An“incomplete” mark given to any student must be made up within two weeks or an “F” grade will begiven for the missed work. <strong><strong>St</strong>udent</strong>s receiving 2 grades of “D” in final average may be required toattend summer school/tutoring to make up grades.HONOR ROLL<strong><strong>St</strong>udent</strong>s in grades three through eight who maintain an “A” or “A-“ average will be recognized byplacement on the “A Honor Roll” for each quarter in which the average is maintained. <strong><strong>St</strong>udent</strong>s whoachieve a “B” average will be recognized by placement on the “B” Honor Roll”. Computation of theaverage will be based on the assignment of points indicated below. An average of 3.75 or higher isrequired for the “A Honor Roll” and 3.0 or higher for the “B Honor Roll”. A grade of lower than C- inany subject disqualifies a student from the honor roll. Please check Option C to monitor your child’s progress.GRADUATION REQUIREMENTAny student to graduate from <strong>St</strong>. <strong>Rose</strong> - <strong>McCarthy</strong> <strong>School</strong> must have successfully completedthe prescribed curriculum in Religion, Reading, Language Arts, Math, Science and Social<strong>St</strong>udies. No student may graduate with a final failing grade in a major academic area or inconduct.<strong><strong>St</strong>udent</strong>s must also complete 10 hours of community service.16

Make-up, such as eye shadow, rouge, lipstick, is not to be worn on campus. No nailpolish except clear. Excessive jewelry is not permitted. Post earrings only may be wornby girls. Only one earring per ear is allowed. No body piercing.7. Fighting or “play fighting” is prohibited and may be subject to immediate suspension.8. Tackle football is never allowed on school grounds.9. <strong><strong>St</strong>udent</strong>s are expected to use only appropriate language, no profanity or obscenity.10. <strong><strong>St</strong>udent</strong>s are not to ride bicycles, skateboards or skates on school grounds at any time.11. All students, regardless of grade, are to assist in keeping the grounds and facilities freeof papers and other debris.12. Drinking fountains, play equipment and lavatories are to be used with safety andcleanliness in mind.13. <strong><strong>St</strong>udent</strong>s are to be honest, obedient and responsible. Respectful behavior towardsteachers and other adults and peers is mandatory.14. The writing, passing and reading of notes in class is not permitted.15. No loitering on school grounds is permitted.16. Radios, tape recorders, cameras and other valuables are not permitted at schoolwithout permission of the principal or teacher. When this permission is given, theschool will not accept responsibility for the damage or loss of these items.17. Toys and other play items are not permitted at school without permission of theprincipal or teacher.18. <strong><strong>St</strong>udent</strong>s must appropriately wear the complete approved uniform at all times.(Shirts tucked in, skorts 2" above knee, etc.)19. <strong><strong>St</strong>udent</strong>s are not allowed to bring or carry cell phones to school.20. No Bullying.DISCIPLINARY ACTION<strong><strong>St</strong>udent</strong>s who violate the school rules listed above or classroom rules will be subject to disciplinaryaction depending upon the severity of the offense and the judgment of the teacher and principal.This action may include the following:DETENTIONA student may be detained after the daily school session for violation of various class and schoolregulations. <strong><strong>St</strong>udent</strong>s will be kept after school 15 minutes or more depending on the gravity of theoffense. Detention may be assigned by the student’s home room teacher or other faculty members.18


REFERRALSReferrals are given to students for consistent and/or serious violation of school or classroom rules.They are to be returned to the teacher the next day signed by the parent. Failure to return referralspromptly results in detention initially and then suspension from class. When a child receives tworeferrals in a semester, a conference will be held with the parent, classroom teacher, and principal.If a child receives a third referral in the same semester, he/she is put on home suspension for a day.Further referrals would result in a longer suspension and then expulsion.PROBATIONA student may be placed on probation for a relatively serious offense, for continuing seriousacademic deficiency, or for continued misconduct, after detention and a warning has been received.A conference with the parents, pupil, and school officials shall be held. When a pupil has beenplaced on probation, the parents or guardians shall be informed in writing of the reason for theprobation, the length of the probationary period, and the conditions under which the probation will belifted.SUSPENSIONA student may be placed on suspension for serious misconduct, on campus or off, during schoolrelated activities, or for continued misconduct after having been placed on detention/probation.A suspension may assume the following form or a combination of them:1. Non-privilege suspension: where the student loses the right to participate in anynon-class related school activity on or off campus.2. On campus suspension: where the student is required to report to a specific place on campusduring school time. The student shall be assigned academic work to make up for 100% ofclass time.3. Home suspension: where the student may be sent home for the entire period of suspension.The student shall be assigned academic work to make up for the loss of class time. Homesuspension should generally not exceed five (5) school days.EXPULSIONExpulsion is the permanent removal of a student from the school. A student may be expelled forcontinuing misconduct (after having been placed on probation and/or suspension) or for a seriousmisconduct (e.g. fighting that inflicts or intends to inflict injury, possession of a controlled substanceor dangerous object, etc.).In the event of expulsion:1. The student and the student’s parents or guardian will be notified by letter of possibleexpulsion, of what pattern or behavior has led the school to believe that expulsion isappropriate, and the evidence upon which this assessment is based.2. A conference shall be held where the principal, the student, the student’s parents orguardian, the pastor, and appropriate school personnel will be present.PRINCIPAL DISCRETIONThe principal has sole final discretion on which offenses are serious and what disciplineis appropriate for any given offense.19


NOTICE OF HARASSMENT AND CHILD ABUSE POLICIES<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong> is committed to provide a Christian learning environment that is free fromany form of illegal harassment. <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong> will treat allegations of illegal harassmentseriously and will review and investigate such allegations in a prompt, confidential and thoroughmanner. (Diocesan policies 3710 & 3711).<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong> and its employees comply with the reporting requirements of California’sChild Abuse Reporting Law. The school will immediately report any known or reasonably suspectedincidents of child abuse to a child protection agency. (Diocesan policy 4710).20


DISPUTE RESOLUTIONThe policy quoted below is from the Diocesan Administrative <strong>Handbook</strong>. It indicates the procedureto be followed should conflicts arise within the school community.Disputes may arise in schools due to misunderstandings, differences in judgments, opposinginterpretations of school policy, or alleged inequalities in the relationship between and amongstudents, parents, teachers and the principal. All parties in a dispute are expected to manifest goodfaith in their efforts to resolve disputes by maintaining an atmosphere of mutual understanding,confidentiality, and Christian charity.For resolving conflicts that involve an employee’s due process rights, Diocesan policy 3297“Employee Due Process Procedures” shall be used.TO RESOLVE DISPUTES:<strong>St</strong>ep One: Disputes shall first be presented within ten (10) calendar days of the incident thatcaused the dispute to the person most directly responsible for the matter involved in the dispute.For example, a complaint regarding a teacher’s homework policy should be taken directly to theteacher for resolution.<strong>St</strong>ep Two: Disputes concerning school policy or unresolved disputes concerning school personnelshall be referred within ten (10) calendar days of the presentation described in <strong>St</strong>ep One above tothe principal for his/her review and decision. If the dispute is concerning an employee, the principalshall advise the employee of the nature of the complaint. The employee shall be given an ampleopportunity for explanation, comment, and presentation of facts as he/she sees them. The principalshall conclude his/her review of the dispute and render his/her decision within ten (10) calendardays of the referral described in this <strong>St</strong>ep.<strong>St</strong>ep Three: If the dispute cannot be resolved at <strong>St</strong>ep Two, the complaining party within ten (10)calendar days of the principal’s decision in <strong>St</strong>ep Two may present the dispute to the pastor (rectorfor diocesan high schools) for his review of the dispute and decision. The pastor/rector shallconclude his review of the dispute and render his decision within ten (10) calendar days of thereferral described in this <strong>St</strong>ep.Diocesan Review: If the dispute cannot be resolved at <strong>St</strong>ep Three, any party to the dispute, withinten (10) calendar days of the pastor’s/rector decision at <strong>St</strong>ep three, may petition the Superintendentof <strong>Catholic</strong> <strong>School</strong>s in writing for his/her review of the dispute. The Superintendent, at his/her solediscretion, may decide to review or not review the dispute in question. If the Superintendent choosesto review or not review the dispute, he/she shall render a decision in writing to all parties involved inthe dispute within ten (10) calendar days of receiving the written petition.21


ILLNESS, ACCIDENT ANDSAFETY REGULATIONSABSENCEExcused Absence: For the purpose of determining whether a student is truant, and excusedabsence is an absence which the school has reviewed and has determined does not meet thefollowing school requirements for an excused absence: student illness; death in the immediatefamily; family emergency; observation of a religious holiday, circumstances causing reasonableparent/guardian concern for the students health or safety; and/or other situations beyond the controlof the student, as determined by the principal. An excused absence DOES NOT exempt a studentfrom completing all the school work assigned by teachers.Unexcused Absences: An unexcused absence is an absence which the school has determined doesnot meet the school’s requirements for an excused absence. Such absence is considered to be atruant absence. An unexcused absence DOES NOT exempt a student from completing all schoolwork assigned by teachers.Return to <strong>School</strong> after an Excused or Unexcused Absence: A written excuse dated and signed bythe parent or guardian is required the day the student returns to school the following an absence.These excuses will be kept on file until the end of the school year.Please call the school if your child is going to be absent. A student who is absent, tardy ordismissed early from school is responsible for any work missed and is expected to inquire asto what was assigned and to complete the work in the amount of days missed. (2 daysabsent, 2 days to make up.) Children who must leave school for a doctor or dentist appointmentmust bring a note to the teacher the morning of the appointment. <strong>Parent</strong>s/guardians must wait forthe student in the school office. If a child is absent and no call is received to this effect, the schoolwill, as soon as possible, contact the home or a member of the family to report absence.<strong><strong>St</strong>udent</strong>s who leave midday and return will be marked with a partial unexcused absence.Absence for other than illness: such as vacations, travel etc. is strongly discouraged. Teachers willnot assign work for the time they are away. Please do not ask. (Homework will not be assignedprior to trip.) <strong>Parent</strong>s requesting homework for children who are absent, must call the office beforenoon. They can pick up homework request after 3:15 p.m.The Administration discourages children leaving the school grounds for lunch. A note must be sentto the school office when children are leaving school early. The time/date and reason are to beincluded in this note. <strong>Parent</strong>s must send a note in the morning if the child is going to be taken forlunch and the child must be signed out from the office at 12:05 noon and signed in by 12:50 p.m.Failure to meet this time will be marked as tardy or absent from school.LEAVING CAMPUS<strong><strong>St</strong>udent</strong>s are considered signed into school until school is dismissed. A student may not leave theschool campus during the school day without the notification of the school administrator or designeeand the written permission of the student’s parent or guardian.22


ACCIDENTSIn case of an injury, the student must notify the yard duty supervisor and office immediately. In orderfor incident forms to be issued, the accident must be reported when it happens. <strong>Parent</strong>s are notifiedimmediately in case of sudden illness or serious injury.<strong>Parent</strong>s may purchase supplemental accident health insurance from the Meyer-<strong>St</strong>evens Group.Forms are sent home at the beginning of each school year.BEFORE AND AFTER SCHOOL SUPERVISIONThere is no supervision on the grounds before 7:45 a.m. unless prearranged with the school office.CHILDREN MAY NOT BE DROPPED OFF ON THE SCHOOL GROUNDS BEFORE THIS TIME.Children are expected to leave the grounds at 3:00 p.m. unless they are under the direct supervisionof a teacher or coach. Children wait to be picked up in front of the school on Harris <strong>St</strong>reet where ateacher is on duty until 3:15 p.m. <strong><strong>St</strong>udent</strong>s who are not picked up by 3:15 p.m. will be taken tothe Extended Care building for supervision. <strong>Parent</strong>s will be charged for this service.Under no circumstances are children to be in Lacey Park or waiting in other areas (Florinda <strong>St</strong>.,Parish Office or Hospital) unless with a coach or teacher. This is an important safety regulation.Any child remaining after school for extracurricular activities will be taken to Extended Care at theconclusion of the activity unless other arrangements are made by the parent. <strong>Parent</strong>s will becharged.BICYCLES<strong><strong>St</strong>udent</strong>s who ride bikes to school must obey all traffic laws and the directions of the safety patrolstudents. <strong><strong>St</strong>udent</strong>s are to walk their bikes in front of the school. Bikes must be parked in the racksprovided and must be locked. No student may loiter around the bicycles at any time. Bicycles arenot to be ridden on the school grounds at any time.COMMUNICABLE DISEASES<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>Catholic</strong> <strong>School</strong> works cooperatively with <strong>St</strong>ate and local health agencies toprevent, control, and contain communicable diseases. Communicable disease can be a seriousconcern for both the afflicted person and the school community. Each communicable disease caseshall be judged on its own merits following the policies and procedures established by the Diocese ofFresno. <strong>Parent</strong>s/guardians must immediately notify the school office if they suspect or know thattheir child has been exposed to or has a communicable disease that may present a serious healththreat to their child or to others.CROSSWALKS AND PATROL<strong><strong>St</strong>udent</strong>s in grades six to eight serve as crossing guards before and after school. Crossingis allowed only at the crosswalk in front of the school. <strong><strong>St</strong>udent</strong> patrol officers are on dutybefore and after school and must be obeyed. Please set a good example. Do not ask yourchild to jaywalk to reach your car. <strong>Parent</strong>s dropping off and picking up children are not toleave cars unattended in the white zone in front of the school. Parking and waiting in thered zones is illegal and presents a serious safety issue for the students.23

If you would like to limit the photographing and videotapingof your child, please ask for the “Request to Limit Photography and Videotaping Form.”SCHOOL DIRECTORYFamilies who wish to keep their phone number unlisted must contact the school office each year.COMPUTER INTERNET<strong>Parent</strong>s must read and agree to abide by the Internet and Computer policies and proceduresestablished by <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong>.The use of computers and the Internet at <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong> is a privilege and not a right.Inappropriate behavior may result in penalties including revoking of a student’s access to schoolcomputers and the Internet, school disciplinary action including expulsion, and/or legal action.EMERGENCIESIt is essential that you update and complete the emergency form for your child. We must have thenames and phone numbers of “reachable” relatives or others who can assume responsibility for thestudent if the parents cannot be reached when necessary. In the event of a local emergency(i.e. earthquakes...) <strong><strong>St</strong>udent</strong>s will be kept at a safe place on the school grounds and only releasedto parents or guardians.ILLNESSPupils will be sent home in the event of illness. <strong>Parent</strong>s or authorized persons will be notified by theschool personnel before the child is permitted to leave the campus. BE CERTAIN YOUR CHILDKNOWS WHERE YOU ARE AND HOW TO REACH YOU EACH DAY. This is extremely important.It is imperative that we have emergency numbers. No child will be allowed to leave school withoutbeing signed out by parent/guardian or designated adult. Please keep children home when ill. Donot send a child to school with a fever.INSURANCEThe Diocese of Fresno has adopted an insurance policy, which covers every child enrolled in school.When a child is injured and needs medical attention, parents should request an insurance form fromthe school office. The injury must be reported immediately and the form requested within five days.Covered under the policy are injuries received going to and from school (within an hour’s time) andthose received during school supervised activities. After the school fills out the school’s section andthe parents their section the doctor fills out his/her section and mails it to the insurance company.<strong>Parent</strong>s may choose to buy insurance coverage for their child during non-school time through a signup form which goes home at the beginning of the year.24


LICEThe school nurse periodically checks the students for lice. <strong><strong>St</strong>udent</strong>s who are found to have nits orlice may not attend school until certain procedures for their elimination have been followed. Givenbelow are the guidelines followed in the identification, prevention, and the treatment of head lice.Verbal and written instruction concerning proper treatment will be given to the parent. All siblingsand/or members of the same household of an affected student will be examined for lice. Theclassroom teachers shall be informed of the problem and requested to observe and refer any othersuspected cases to the office. All class members will be screened in a room where a student withlice has been identified. <strong><strong>St</strong>udent</strong>s who are excluded from school because of lice infestation mayreturn after removal of all visible nits and proper treatment.Written verification from parents stating treatment was performed in accordance with instructions andinspection from a designated school official is required before a student may return to the classroom.MEDICATIONTeachers and school employees are allowed to wash injuries and apply ice and bandages. Teachersand other school employees are not allowed to administer or apply any medication.If a child must have medication:1. A written, signed statement form the physician stating: the medication to be taken,the method, the amount and the time schedule.2. A written, signed statement from the parent/guardian of the pupil giving permission toassist pupil as set forth in the physician’s statement. Please advise the school if yourchild is given medication at home that may affect his/her performance at school.3. <strong>School</strong> officials are not allowed to give non-prescribed or over the counter medicinewithout a current signed request for assistance by parent or guardian.4. Please register, at the office, all students who suffer with asthma.5. Those must be renewed yearly.6. No student should bring prescribed or over the counter medication to school without informingthe office.25

ROSE-McCARTHY AFTER SCHOOL PROGRAMFAMILY HANDBOOK<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong> has an After <strong>School</strong> Program available for all school families. Thisprogram was started in response to many families need for a safe, affordable child care option.PHILOSOPHY<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong>, a Christ - centered community of faith, is dedicated to the education ofchildren.With parents as primary educators, the faculty and staff facilitate the development of the whole child.In line with Church teaching and Gospel values, our school instills the expectation for each student tobecome a committed <strong>Catholic</strong>, concerned citizen, confident communicator, and competent problemsolver.Our community of believers acts as the foundation for preparing students for life as members ofChurch, family, civic, economic, and global communities.ORGANIZATIONAL STRUCTUREThe <strong>St</strong>. <strong>Rose</strong>-Thomas <strong>McCarthy</strong> After <strong>School</strong> Program is defined by the <strong>St</strong>ate of California as anExtended Day Care Program, an extension of the regular school day. As such, the <strong>St</strong>. <strong>Rose</strong>-Thomas <strong>McCarthy</strong> After <strong>School</strong> Program is under the supervision of the principal and policies of theAdvisory Council. The students in the <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> After <strong>School</strong> Program are covered underthe school student insurance. <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong> reserves the right to admit, readmit, or denyadmission to any student.<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>School</strong> does not discriminate on the basis of race, color, and national and/orethnic origin, age, gender, or disability in the administration of educational policies, athletic and otherschool-administered programs.<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> After <strong>School</strong> Program follows the guidelines set forth in the <strong>Parent</strong>/Teacher<strong>Handbook</strong> and the Diocesan Administrative <strong>Handbook</strong>.FEES<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> <strong>Catholic</strong> <strong>School</strong> provides a child care system for our students, in order to providea convenient, supervised program which is affordable to all.The after school program is available after every school day except minimum days beforeThanksgiving and Easter holidays and the last day of school. Children must be picked up by5:30 p.m. <strong>Parent</strong>s may register their children for daily participation or for only certain days eachweek.HOURLY RATES: $3.00 per hour - per child (one hour minimum charge)30


Families who use this program on a regular basis must pay in advance. Families who use thisprogram on an occasional or "Drop-in" basis must pay in full when children are picked up.**A.M Extended Care is $15.00 per week or $3.00 per day per child.A $25.00 charge will be assessed for all returned checks.LATE FEE<strong>St</strong>aff members are employed until 5:30 p.m. It is only common courtesy to respect the time ofclosure. A fee of $5.00 every 10 minutes, per child, will be assessed for late pick-ups.BEHAVIORAL EXPECTATIONS<strong><strong>St</strong>udent</strong>s are expected to show respect for and to follow the directions of the After <strong>School</strong> Programstaff at all times. <strong><strong>St</strong>udent</strong>s are expected to be courteous and respectful to one another.Inappropriate behavior such as fighting, obscene language or gestures, continued willfuldisobedience, or defacing of property, may result in a student being dismissed from the program.After <strong>School</strong> Program behavioral expectations and procedures should remain consistent with those ofthe school. <strong>Parent</strong>s will be notified in writing of recurring behavioral problems and fair warning mustbe given when contemplating excusing a child from the program.SIGN-IN - SIGN-OUT PROCEDUREChildren are signed in at the time school is dismissed. Children must be signed out by a parent or anauthorized person. If parents have a change of plan regarding the pick-up of their children, the<strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> staff must be notified in writing.SICK CHILDRENChildren who have been absent from school or sent home ill are not accepted that day into After<strong>School</strong> Program. Children with runny noses (other than clear), continuous cough, red throat, pinksticky eyes, unexplained rashes, swollen glands, head or stomach ache, unexplained open sores, orfever, within twenty-four (24) hours, will not be accepted in the After <strong>School</strong> Program. When a childbecomes seriously injured at the After <strong>School</strong> Program, the parent will be notified immediately, andwill be expected to pick up their child immediately.<strong>Parent</strong>s MUST provide the program with viable emergency phone numbers on their registrationforms. Only medication which is clearly labeled may be administered by the staff. Medications mustbe accompanied with a medication form signed by the attending physician.EMERGENCY PROCEDURESIn the event of a major emergency, the <strong>St</strong>. <strong>Rose</strong>-<strong>McCarthy</strong> staff will follow the same procedures usedby the school. We will release children as you indicated on your emergency forms.31


IMPORTANT PARENTAL RESPONSIBILITIESWith the children's safety and well being in mind, it is most important that the parent fill out anemergency card, and then adhere to the instructions given. One of the most important regulationsconcerns the child's leaving the premises of the After <strong>School</strong> Program. <strong>Parent</strong>s and guardiansshould not send persons whose signatures are not on the emergency card to ask for the release ofchildren unless a written note was sent with the child to the program. FOR THE CHILD'S SAFETY,THE RELEASE WILL NOT BE GRANTED.SCHOOL GROUND "SWEEP"Fifteen minutes after school is out, a sweep will be conducted throughout the school grounds. ALLchildren not under direct parental supervision will be included in this sweep. <strong>Parent</strong>s must pick-uptheir children at the Silva House. The "Sweep" fee will be the drop in daily rate.SPORTS PROGRAMAny child remaining after school for extracurricular activities will be taken to Extended Care at theconclusion of the activity. <strong>Parent</strong>s will be charged.TOYS FROM HOMEIt is requested that children NOT bring toys, trading cards, etc. from home. Often these items arevery personal and important, so the child feels they must be defended and protected. This is notconsistent with the "sharing" atmosphere encouraged in our large family. If a personal toy becomesa problem source, it will be confiscated until the child leaves for home.MISCELLANEOUSPlease label all your children's clothes, even uniform pants and jumpers. Clothing and schoolsupplies are easily lost. If items are left and not claimed, they will be taken to the school office.SNACKS / LUNCHSnacks are provided daily at the After <strong>School</strong> Program. Be sure to let us know of any food allergiesyour child may have.On Minimum <strong>School</strong> Days, children who are to go to the After <strong>School</strong> Program should bring theirlunch from home.32
