The purpose of this assessmentis to understand the epidemic in the country. Review existing HIV and STI surveillance results as well asfindings from behavioural surveys. Consider which populations are at increased risk for HIV and how theirbehaviours put them at increased risk. <strong>Guidelines</strong> on how to conduct a pre-surveillance assessment areavailable at: http://data.unaids.org/pub/Manual/2005/20050101_gs_guidepresurveillanceassmnt_en.pdf.In brief, pre-surveillance activities should gather information on the subpopulations and geographical areasto be included in the surveillance. The assessment should include qualitative fieldwork• to identify and verify hotspots,• to verify the definition of the population, and• to guide the planning and logistics of surveillance fieldwork. The pre-surveillance assessment will ensure that the right subpopulations are being considered and aredefined correctly. If the population is defined incorrectly, the surveillance team might fail to detect emergingepidemics and miss the opportunity to target interventions where they will make the most difference.Qualitative research is necessary to describe the patterns of behaviour, points of access and barriers tosurveillance for the populations (9). Surveillance methods will differ depending on whether the person isself-identified and, if so, whether the person is part of a subculture (10).It is worth taking the extra time and effort to go through the pre-surveillance process to plan appropriatelyand refine the surveillance protocol. Conducting the assessment could help avoid mistakes that mightultimately cost lives, time and money.8
