<strong>OPTN</strong> Member <strong>Evaluation</strong> <strong>Plan</strong>Updated January 1, 2015Bylaws Appendix D.9: Review of Transplant Program Functional ActivityEffective Date: 9/1/2014How the <strong>OPTN</strong> contractor will evaluate member compliance with this bylaw:The <strong>OPTN</strong> contractor will investigate <strong>and</strong> refer a member to the MPSC for review when:⦁ The program has been identified as functionally inactive because it has not performed a transplant during adefined period. The relevant time periods are⦁ Kidney, Liver or Heart: 3 consecutive months⦁ Pancreas or Lung: 6 consecutive months⦁ St<strong>and</strong>-alone pediatric programs: 12 consecutive months⦁ The member does not respond to MPSC inquiries regarding functional inactivityTransplant hospitals must:Provide written notice when a transplant program is notified by the MPSC that the program has beenidentified as functionally inactive to all of the program's⦁ potential c<strong>and</strong>idates⦁ c<strong>and</strong>idates registered on the waiting listThe written notice must include:⦁ The dates identified in the MPSC notification during which no transplants were performed⦁ The reason no transplants were performed⦁ The options available to the c<strong>and</strong>idates, including multiple listing or transfer of accrued waiting time toanother transplant hospital⦁ A copy of the <strong>OPTN</strong> Contractor's Patient Information LetterRespond to inquiries regarding periods of functional inactivity.Participate in informal discussion with the MPSC or a subcommittee, if requested.Additional Guidance:Programs will not be identified for functional inactivity <strong>and</strong> referred to the MPSC during the first year after approval orreactivation of the program.Where to send notification:⦁ By Mail: UNOS Member Quality700 N 4th StreetRichmond, VA 23219⦁ By Facsimile: (804) 782-4896⦁ By E-mail: to your regional Performance Review contact(http://transplantpro.org/wp-content/uploads/Regional_Map_Staff.pdf)56
