на поменуте чињенице, Европска унија препоручује<br />
чланство у ЦЕФТА као добру припрему за будуће<br />
чланство у ЕУ.<br />
У новембру прошле године, Србија је одлучила да не<br />
пристане на захтев Хрватске да смањи оптерећење на<br />
увоз цигарета и у том смислу и под тим условима Ср-<br />

бија не би била спремна да потписе Споразум о јединственој<br />
зони слободне трговине у југоисточној Европи<br />
(ЦЕФТА).<br />
Хрватска је, наиме, од Србије затражила да акцизе за<br />
увозне цигарете смањи и изједначи са акцизама на домаће<br />
цигарете, а да при том не повећа царину на увоз те<br />
робе. На овај начин би српска дуванска индустрија имала<br />
слабу заштиту. Јер, важно је напоменути да је царина<br />
на увоз цигарета у Србији 15 одсто, док је у Хрватској 38<br />
одсто, а у Европској унији 58 одсто.<br />
Примена споразума ЦЕФТА о слободној трговини у<br />
региону довела би до смањења акцизног оптерећења,<br />
али би изједначавање „акцизног положаја” довело до<br />
лошијег конкурентског положаја српске дуванске индустрије,<br />
тврдили су, рецимо, представници „Филипа<br />
Мориса”.<br />
Србија је, ипак, потписала нови споразум о приступу<br />
Централноевропској зони слободне трговине, на састанку<br />
одржаном 19. децембра 2006. године у Букурешту.<br />
У ЦЕФТА, која је тада укључивала Румунију, Бугарску,<br />
Хрватску и Македонију, тог истог дана су поред Србије,<br />
приступиле и Црна Гора, БиХ, Албанија, Молдавија и<br />
Косово (које заступа УНМИК). Споразум је омогућио<br />
да Србија послује у оквиру слободне зоне, ослобођење<br />
царина, а на производима би, где год били произведени,<br />
као земља порекла стајало „мејд ин ЦЕФТА” (made in).<br />
У том смислу ЦЕФТА за Србију значи политичку стабилност<br />
и економски развој који ће утицати на пораст<br />
инвестиција и трговинске размене. Споразум ЦЕФТА<br />
такође pomaže свим земљама чланицама да модернизују<br />
своје економије и учине их конкурентним.<br />

Serbian tobacco industry would have little protection. For<br />
it is important to note that customs duty on imported cigarettes<br />
amounts to 15 percent in Serbia, whereas in Croatia it<br />
equals 38 percent and 58 percent in the European Union.<br />
For example, the representatives of ‘Philip Morris’ company<br />
claimed that the implementation of the CEFTA agreement<br />
on free trade in the region would result in the reduction<br />
of excise taxation burden, but that the equalization of ‘excise<br />
position’ would lead to a worse competitive position for<br />
the Serbian tobacco industry. Nevertheless, Serbia signed<br />
the Accession document to the new Central European Free<br />
Trade Agreement at a meeting held in Bucharest on 19 December<br />
2006. Apart from Serbia, on the same day Montenegro,<br />
Bosnia and Herzegovina, Albania, Moldavia and Kosovo<br />
(represented by UNMIK) also joined CEFTA, which<br />
at that time comprised Rumania, Bulgaria, Croatia and<br />
Macedonia. The agreement enabled Serbia to conduct business<br />
operations within a free zone, exemption from customs<br />
duty, and wherever the products may be manufactured on<br />
their country of origin label it now said ‘made in CEFTA’.<br />
In that sense, for Serbia participation in CEFTA presents<br />
political stability and economic development which will<br />
influence the increase in investment and commercial transactions.<br />
The CEFTA agreements also provide assistance for<br />
all member states to modernize their economies and make<br />
them more competitive.<br />

The entrance of Serbia into the CEFTA family was welcomed<br />
by President Boris Tadic, who underlined the fact<br />

that this agreement is also beneficial for Serbia’s economy<br />
the major priority of which is export activity. In addition,<br />
he pointed out that the free trade zone presents an essential<br />
step without which the entire process of European integrations<br />
cannot be successfully completed. Official authorities<br />
also stressed that “the countries of the region should now<br />
work on the abolition or liberalization of visa regimes, since<br />
only in that case CEFTA shall achieve its full effect.”<br />
