зам развијао се управо ослањајући се на нове технологије,<br />
али користећи и утицај који модерни масовни медији<br />
имају на перцепцију и ставове глобалне публике. Акти<br />
политичког насиља су у највећој мери испланирани и<br />
срачунати на начин да привуку пажњу јавности, и упуте<br />
одређену поруку, а њихов ефекат је често у сразмери са<br />
генерисаним публицитетом. Све већи сензибилитет за<br />
утицај на јавно мнење огледа се управо у методологији<br />
савременог тероризма, феномен који је подробно анализирао<br />
водећи експерт института РАНД, Брус Хофман,<br />
у својој књизи „Унутар тероризма“ (Inside terrorism). Да<br />
савремени терористи добро разумеју културу спектакла<br />
коју у доброј мери генеришу масовни медији, огледа се у<br />
начину извођења и тајмингу терористичких напада, вешто<br />
манипулишући потребом медија за сензационализмом,<br />
шокантним призорима и драматичним и емотивним<br />
садржајима.<br />

Развој глобалне мреже знатно је изменио процес дистрибуције<br />
информација и традиционалну улогу медија, као<br />
посредника између извора информација и публике. Сада<br />
сваки појединац са приступом интернету може постати<br />
диструбутер информација и допрети до глобалног аудиторијума<br />
уз релативно мале трошкове. И терористичке<br />
организације су сада у могућности да контролишу целокупан<br />
процес производње и дистрибуције информације:<br />
од одређивања садржаја, тренутка објављивања, канала и<br />
најпосле публике. Нови медиј омогућава овим организацијама<br />
да се јавности представе у жељеном контексту а да<br />
њихове поруке стигну у изворном облику до реципијената,<br />
без претходне селекције или интерпретације од стране<br />
класичних медија. Штавише, интернет је отворио могућност<br />
и за мултимедијално деловање, односно пласирање<br />
комбинације текста, графике и аудио-визуелних садржаја.<br />
Објављивање прогласа и промотивних спотова терориста<br />
али и снимака бруталних егзекуција талаца или бомбашких<br />
напада су садржаји који су постали доступни свима<br />
путем популарних претраживачима глобалне мреже. И<br />
традиционални медији се учестало позивају управо на<br />
снимке и информације које се налазе на материјалима терористичких<br />
организација.<br />
Користећи специфичне предности интернета, исламске<br />
терористичке организације су нарочито активне на информативно-пропагандном<br />
плану, у тзв. борби за „срца<br />
и умове“. Координиране и континуиране активности<br />
попримају размере специфичног „асиметричног информативног<br />
сукоба“, у којем настоје да се ограниченим<br />
ресурсима и технологијом супротставе ономе што доживљавају<br />
као оркестрирану медијску кампању Запада.<br />
У очима стратега и експерата за безбедност опасност од<br />
„сајбер рата“ се обично доводила у везу са активностима<br />
као што су упади у компјутерске системе, хакерисање,<br />
убацивање вируса ради диверзија на стратешким постројењима...<br />
Иницијална страховања по којима ће и интернет<br />
бити једна од мета саботажа нису се обистинила<br />
- напротив, овај медиј се вешто користи за „нетворкинг“ и<br />
повезивање међународног терористичког картела. Како је<br />
постмодерни тероризам еволуирао попримајући све више<br />

and devised in such a manner so as to attract public attention<br />
and deliver a certain message, and their impact is frequently<br />
commensurate with the generated publicity. Increasing sensibility<br />
for exerting influence on shaping the public opinion is<br />
fully reflected in the methodology of contemporary terrorism,<br />
a phenomenon which was thoroughly analysed by the leading<br />
expert of the RAND Institute, Bruce Hoffman, in his book ‘Inside<br />
terrorism’. The notion that modern terrorists have a good<br />
understanding of the culture of spectacle which is to a great<br />
extent generated by mass media, is reflected in the manner of<br />
performing terrorist attacks and their timing, skilfully manipulating<br />
the media’s need for sensationalism, shocking scenes and<br />
dramatic and emotional content.<br />

The development of global network has significantly altered the<br />
process of information distribution and the traditional role of the<br />
media as an intermediary between the source of information and<br />
the wider public. Each individual with Internet access can now<br />
become an information distributor and reach a global auditorium<br />
incurring relatively low costs. Terrorist organizations are also<br />
in the position to control the entire process of information generation<br />
and distribution: starting from identifying and determining<br />
media content, the moment of posting, choice of information<br />
channels and finally, the audience. The new form of media allows<br />
all organizations to present themselves to the public in a desired<br />
context and enables their messages to reach the recipients in their<br />
original form, without recourse to prior selection or interpretation<br />
on the part of traditional media. Moreover, the Internet has<br />
opened up the possibility of multimedia operation, or rather, the<br />
placement of text combinations, graphics and audio-visual content.<br />
The promulgation and posting of terrorist manifestos and<br />
promotional clips, but also of the recordings displaying brutal<br />
hostage executions or suicide bomb attacks present the content<br />
which has become available to all by way of popular global network<br />
search engines. The traditional media also frequently refer<br />
to precisely the recordings, images and information which can be<br />
found on terrorist organization websites and recorded material.<br />
Making use of specific advantages of the Internet, Islamic terrorist<br />
organizations are especially active in information-publicity<br />
field, in a so-called ”struggle for hearts and minds”. Coordinated<br />
and sustained activities are taking on the proportions of a<br />
specific “asymmetric information clash“, in which they strive to<br />
counteract what they perceive as a Western-orchestrated media<br />
campaign through the use of limited resources and technology.<br />
In the perceptions of strategists and experts for security, the threat<br />
of ‘cyber war’ has usually been related to activities such as computer<br />
systems intrusion, hacking, inserting viruses with a view to<br />
creating diversions in strategic installations... Initial fears, according<br />
to which the Internet was going to present one of the targets<br />
of sabotage activities, have not come true – on the contrary, this<br />
medium is being skilfully manipulated for networking and interconnecting<br />
of international terrorist cartels. As post-modern<br />
terrorism evolved, increasingly taking on the shape of decentralized,<br />
horizontally organized groups with a more flexible structure,<br />
a need arose for a more efficient coordination of their activities<br />
through the use of new technologies. The potential dangers arising<br />
from Internet abuse on the part of terrorists was emphasized<br />
even by the American President George Bush, during his public
