BUSINESS ARISING FROM PREVIOUS MINUTES:Attendance at the Barossa <strong>Bushfire</strong> <strong>Prevention</strong> <strong>Committee</strong> – Dave Watson wasunable to attend this meeting.Dave will be attending Salisbury <strong>District</strong> <strong>Bushfire</strong> <strong>Prevention</strong> <strong>Committee</strong>meeting 12 Sept 2006SAPOL – Adrian Turner came to last meeting that didn’t have a quorum. JodieLeigh from SAPOL will represent at next meeting.Dave advised that Mark Hartigan (<strong>City</strong> <strong>of</strong> <strong>Playford</strong>) will lead the committeethrough the charter.PRESENTATIONMany <strong>of</strong> the responsibilities are determined by the Fire and EmergencyServices Act.Sect 75 & 76 & schedule 4 are the relevant sections. The provisions have beenincluded in the draft charter. Mark highlighted some main points <strong>of</strong> the charter:No requirement to have a charter – up to the committee to decide.No specific relationship to the Local Government Act.The committee will have no standing financial delegations<strong>Committee</strong> need consider the sharing <strong>of</strong> the role <strong>of</strong> Presiding Member.Document was tabled from Cr Julie Norris.RECOMMENDATION: The charter be adopted by the committeeMoved: Alan RiceSeconded: Sonia PostCARRIEDFIRE PREVENTION OFFICERS REPORTSonia said the May report was very good and that the committee had come along way recently.Dave advised that the work can continue on two crossings on Mr Lamp’sproperty after an inspection for compliance by the Land, Water BiodiversityBoard. Need to go back to the drawing board on the creek crossing in MrNolan’s property due to above mentioned Board’s dislike <strong>of</strong> the tendered plans.REVIEW WORK PLAN


3 Items has been listed as top priorities.Fire Tracks. Mapping is complete. The maps have identified all fire tracks in the<strong>Playford</strong> area. These maps have highlighted all gates, creek crossings andwater pick-up points. A grant approx $14,000 has been applied for under<strong>Bushfire</strong> Mitigation Scheme to number all the gates and intersections.Fire Breaks. Map all fire breaks in high priority areas. Very daunting over sucha large area. Mark Temme <strong>of</strong>fered assistance to carry out this project.Dead end roads. Identified 5 dead end roads that were considered to requireattention. Have talked to land owners and CFS. Applied for grants to carry outthe projects.Johnston Road – discussion with SA Water to put a gate.Blencowe Goulds Creek. Approx $10,000 to link roads. Suggested afterfeedback about Little Para fire <strong>of</strong> a couple <strong>of</strong> years ago...Rutland & Shillabeer – grant to up grade the trackToolunga Road – Track to be slashed thru 2 properties to link with GlenburnieRoadCrocker Road. This was part <strong>of</strong> a grant application. After discussion andinspection with Gerry Thomson (CFS) it may be wise to withdraw this grantapplicationSonia recommended that the brigade reps go back to their groups and seekclarification on the area that track upgrades should occur.Dave advised that the grant applications had been lodged.Priority 2Prescribed Burn-Off ProgramPrescribed burn <strong>of</strong>f in Jo Gapper Reserve. <strong>Committee</strong> agreed that this areadoesn’t require burn <strong>of</strong>f. Would require discussion and negotiation with anumber <strong>of</strong> government departments if this was to occur. It is essential tomaintain fire breaks although some <strong>of</strong> the gully area is difficult. A buffer zoneshould be maintained on the urban interface. Need to include a buffer zone inthe <strong>Bushfire</strong> <strong>Prevention</strong> Plan for Jo Gapper Reserve.There was consensus that Point 2 <strong>of</strong> the 5 year projects program needs to beamended managing the bushfire threat as opposed to the hazard. Includeaccess to fire appliance for protection. This takes into account good landmanagement practices.Priority 3Fire Hydrants –Cat’s eyes are no longer valid for CFS and would need to be amended.Need to follow up cats eyes with SA Water.

Gates will allhave numbers this year. Once it dries <strong>of</strong>f fire track maintenance will happen. 2prescribed burns in our region.Alan Rice (Virginia CFS) – Ongoing education for Virginia Residents – whenthey can burn. Little bit attention need in the Virginia area.Sonia Post (CFS region 2) – Kelly Hill Road a resident rang to say the accesswas dodgy. Sonia went up to look and believe there would be no problems witha fire truck accessing the road.Darryl Jones (SA Water) - Have been putting together <strong>Bushfire</strong> Plan. Alsoputting signs up.Erik Dahl (Dept <strong>of</strong> Environment & Heritage), - Worked on fire tracks andresurfaced. Devils nose to Glen Burnie. One prescribed burn and plan do acentral block across Para Wirra over the next 6 years.Andrew Murphy (Dalkeith Brigade) - In 2 weeks time an AGM will happen. Didnot get the email advice re: the last meeting until too late.NEXT MEETING: (Thursday 19 October, 7.30pm) PLAYFORD CIVICCENTRE, 10 <strong>Playford</strong> blvd Elizabeth.CLOSURE TIME: 9.00pm
