1. Introduction<br />

1.1 Purpose<br />

The <strong>City</strong> <strong>of</strong> <strong>Play<strong>for</strong>d</strong> (Council) has engaged GHD Pty Ltd (GHD) to prepare a Local Area Traffic<br />

Management (LATM) Plan <strong>for</strong> the local traffic area <strong>of</strong> <strong>Munno</strong> <strong>Para</strong>.<br />

<strong>Munno</strong> <strong>Para</strong> is primarily a residential area located approximately 30 km north <strong>of</strong> the Adelaide Central<br />

Business District and is bounded by Kudla to the north, Blakeview to the east, Smithfield and Smithfield<br />

Plans to the south and <strong>Munno</strong> <strong>Para</strong> West to the west, as shown in Figure 1.<br />

This LATM Plan has been commissioned by Council at the request <strong>of</strong> local residents to assess the need <strong>for</strong><br />

the implementation <strong>of</strong> traffic control treatments with a view to improve the amenity <strong>of</strong> the local traffic area.<br />

In developing the LATM Plan data collection, community consultation and traffic surveys were<br />

undertaken to assist in identifying community issues relating to perceived driver behaviour and<br />

deficiencies within the local road network. Traffic surveys and analysis <strong>of</strong> crash data has also been<br />

undertaken, providing engineering data. The in<strong>for</strong>mation and data gathered has been assessed and<br />

<strong>for</strong>ms the basis <strong>of</strong> the recommendations <strong>of</strong> this report.<br />

Supporting the data collected, site visits were undertaken to review the current condition <strong>of</strong> the road<br />

network and identify existing traffic calming treatments implemented.<br />

1.2 Outcomes<br />

The outcomes <strong>of</strong> the LATM Plan will be to:<br />

Provide a review <strong>of</strong> the current road conditions;<br />

Identify the key local road network issues from site observations, traffic data and community<br />

questionnaire surveys;<br />

Identify and recommend feasible and appropriate traffic solutions to:<br />

– Improve resident amenity;<br />

– Improve safety; and<br />

– Manage driver behaviour on the local road network.<br />

Where required these improvements will be made through the implementation <strong>of</strong> approved traffic<br />

control devices.<br />

1.3 Study Area<br />

Main North Road, Cutis Road and the Gawler to Adelaide rail line as shown in Figure 2 <strong>for</strong>m the limits <strong>of</strong><br />

the local traffic study area. The area includes all roads within this boundary, excluding Main North Road<br />

and Curtis Road and their associated junctions and intersection as they are considered major roads that<br />

do not <strong>for</strong>m part <strong>of</strong> the residential street network.<br />

2. Method<br />

A LATM Plan is a <strong>for</strong>mal way <strong>of</strong> investigating traffic, pedestrian and cyclist related issues within the local<br />

traffic area. The investigative tasks <strong>for</strong> this LATM Plan were carried out in order to determine the issues,<br />

concerns and opportunities in the area and are as follows (and discussed further in the sections below):<br />

Consultation with the community and relevant stakeholders;<br />

A review <strong>of</strong> survey data including speed, volume and crash data; and<br />

On-site investigations.<br />

2.1 Community Consultation<br />

A key part <strong>of</strong> the development <strong>of</strong> the LATM Plan is engaging the local community to seek views and<br />

perceptions, and assist with the identification <strong>of</strong> opportunities and priorities.<br />

In May 2010, community consultation was undertaken by Council, supported by GHD, through the<br />

distribution <strong>of</strong> an explanatory letter, which contained a survey. This was distributed via mail to all<br />

residents and property owners in the <strong>Munno</strong> <strong>Para</strong> area. Approximately 700 surveys were distributed this<br />

way. A copy <strong>of</strong> the questionnaire is presented in Appendix A.<br />

This mail distribution was supplemented with a notice <strong>of</strong> community consultation, which was presented in<br />

local print media, notifying the general community that this consultation process was being undertaken.<br />

2.1.1 Community Survey<br />

The survey asked residents and property owners to identify road safety, parking, walking, cycling or other<br />

traffic issues within the study area and to suggest possible solutions.<br />

A total <strong>of</strong> 110 people responded to the questionnaire (approximately 16% <strong>of</strong> the community). The<br />

number <strong>of</strong> responses received on each street within the study area is shown in Figure 4.<br />

The key issues that were consistently identified through the survey on the majority <strong>of</strong> streets were:<br />

Hoon driving e.g. burnouts; and<br />

Traffic speeds e.g. control the speed by implementing road humps.<br />

Other concerns raised were;<br />

Street lighting intensity;<br />

Parking issues e.g. near the school;<br />

Pedestrian Safety e.g. poor footpath condition;<br />

Intersection safety e.g. hoon behaviour doing burnouts; and<br />

Cycling e.g. more opportunities.<br />

These issues can be seen as a summation <strong>of</strong> the survey responses given to Section 2 (a) <strong>of</strong> the traffic<br />

Of these issues, street lighting is the only one that will not be directly addressed by this LATM Plan.<br />

To understand the issues raised by the community and isolate areas where the major concerns were<br />

expressed, following the results <strong>of</strong> the survey, street-by-street analysis was undertaken to review the<br />

responses received.<br />

The summary <strong>of</strong> surveys received on a street-by-street basis is shown in Figure 4.<br />

Most responses were received along the collector roads where the speeds and traffic volumes are known<br />

to be generally higher than the other local streets in the area.<br />

A comprehensive summary <strong>of</strong> the survey responses is presented in Appendix B. Other issues voiced but<br />

not relating to this study and will be considered by the <strong>City</strong> <strong>of</strong> <strong>Play<strong>for</strong>d</strong> separately.<br />

Crash data was sourced from the Department <strong>for</strong> Transport, Energy and Infrastructure <strong>for</strong> the period<br />

between 2005 and 2010. This data was used to identify any abnormal trends or areas <strong>of</strong> high crash<br />

incidents to assist in <strong>for</strong>mulating the preferred traffic control treatments where necessary. An<br />

assessment <strong>of</strong> this data is discussed in Section 3.5.<br />

Traffic counts were carried out to record current traffic volumes and speeds on selected roads within the<br />

study area.<br />

The roads selected <strong>for</strong> data collection were based on the function <strong>of</strong> the road within the local traffic area.<br />

The roads are considered to be collector roads distributing traffic allowing access to local residencies<br />

and services.<br />

Traffic classifiers were installed <strong>for</strong> a period <strong>of</strong> one week from 8 May 2010 to 14 May 2010, The data<br />

provided in<strong>for</strong>mation on speed, traffic composition, volume, and peak volumes <strong>of</strong> vehicles per day (vpd)<br />

over 7 day period <strong>for</strong> the full 24 hours. This in<strong>for</strong>mation was interrogated and identifies existing driver<br />

behaviours, which encompass traffic volumes and speeds.<br />

2.3 Site Investigations<br />

Site investigations <strong>of</strong> the collector roads in the study area were undertaken. For each road, two separate<br />

visits were carried out and in all cases the section <strong>of</strong> road were assessed both on foot and driven by vehicle.<br />

The first site visit was undertaken to obtain an overall ‘feel’ <strong>for</strong> the local road network and to identify<br />

where traffic issues / conflicts occur from a motorists, pedestrian or cyclist’s perspective. Identification <strong>of</strong><br />

the extent <strong>of</strong> public transport services was also carried out.<br />

At a number <strong>of</strong> locations, there was evidence <strong>of</strong> anti-social driving behaviour with rubber markings on the<br />

road surface indicating drivers undertaking ‘Burnouts’. This type <strong>of</strong> behaviour appeared to occur in<br />

sections <strong>of</strong> roads with a wide pavement or at intersections/junctions <strong>of</strong> collector roads.<br />

On the completion <strong>of</strong> the community consultation, the second site visit was carried out. This was to<br />

assess suitable treatments <strong>for</strong> the area and to ensure that the treatments selected would add value<br />

without causing negative impacts on local residents, such as on-street parking loss.<br />

The site observations supported comments provided by the community, illegal parking, with vehicles<br />

facing the wrong direction was found to be common along the collector roads. On–street parking within<br />

the restricted area on the eastern side on Maltarra Road, opposite the school, was also noted<br />

The existing traffic control treatments were also reviewed during the site visits. In a number <strong>of</strong> locations<br />

pavement bars have been installed primarily to reduce the incidents <strong>of</strong> corner cutting, however this does<br />

not address the issue <strong>of</strong> speeding. It was also noted that these treatments do not comply with current<br />

Australian Road Rules and regulations. Vehicles are not permitted to cross the pavement bar treatment<br />

are they act as a physical device, in lieu <strong>of</strong> paint double barrier lines. Current lane widths there<strong>for</strong>e do not<br />

cater <strong>for</strong> a pavement bar treatment and on street parking. It is likely the omission <strong>of</strong> the yellow “No<br />

Stopping” at the pavement bar treatments is to allow on-street parking to remain.<br />

To prevent corner cutting the implementation <strong>of</strong> double barrier lines are generally marked on the road.<br />

Where corner cutting continues to occur, reducing road user safety, the double barrier lines are replaced<br />

with a pavement bar treatment to <strong>for</strong>m a physical barrier, preventing drivers from crossing onto the wrong<br />

side <strong>of</strong> the road.<br />

Where pavement bar treatments are currently being used and the lane width does not allow <strong>for</strong> both<br />

through traffic and on-street parking, the yellow “No Stoping” linemarking should be installed. There<strong>for</strong>e it<br />

is recommended that yellow “No Stopping” lines be installed to ensure the through vehicle movements<br />

do not cross the pavement bar treatment.<br />

3. Existing Conditions<br />

3.1 Land Use<br />

<strong>Munno</strong> <strong>Para</strong> is primarily a residential area comprising <strong>of</strong> approximately 430 residential dwellings consisting<br />

<strong>of</strong> private and Housing SA. Other developments in the study area that generate traffic include:<br />

Commercial / small business – currently there is a small group <strong>of</strong> shops located on the corner <strong>of</strong> Karri<br />

Street and Maltarra Road. The number and type <strong>of</strong> shops would not generate or attract a large<br />

number <strong>of</strong> vehicles to the area.<br />

School – <strong>Munno</strong> <strong>Para</strong> Primary School is located at the northern end and adjacent to Maltarra Road.<br />

There is limited amount <strong>of</strong> <strong>of</strong>f street parking provided at the school. On street parking is restricted on<br />

the eastern side <strong>of</strong> Maltarra Road, as per Council policy. This restriction is employed to improve the<br />

safety and reduce the need <strong>for</strong> children to cross the road to access parked vehicles.<br />

Open Space – An open space corridor is located centrally in a north/south alignment with in <strong>Munno</strong><br />

<strong>Para</strong>. This corridor provides <strong>for</strong>mal linkages, via a sealed footpath <strong>for</strong> pedestrians and cyclists to<br />

traverse within the local traffic area.<br />

3.2 Road Network<br />

The road network in the local traffic area comprises <strong>of</strong> single lane two-way undivided carriageway. The<br />

roads comprise <strong>of</strong> kerb and gutter and sealed road. No <strong>for</strong>mal assessment was made to the condition <strong>of</strong><br />

the existing pavement and infrastructure. The collector roads are wide local residential streets catering<br />

<strong>for</strong> both on street parking and through traffic. The collector roads, particularly Alawoona Road, Carcoola<br />

Road and Maltarra Road have long straight sections with a measured width <strong>of</strong> 10.6 m. The collector<br />

roads, as identified in Section 2.2 are located around the permitter <strong>of</strong> the local traffic area with residential<br />

roads branching <strong>of</strong>f <strong>for</strong>ming either a ‘U-Shape’ or a cul-de-sac providing access to residential properties.<br />

The local traffic area does not currently provide through road linkages with adjoining suburbs. The<br />

current traffic volumes and vehicle movements experienced are generated solely by vehicles accessing<br />

the local traffic area.<br />

There are four points <strong>of</strong> access and egress into the local traffic area, with one being provided from Curtis<br />

Road and the other three from Main North Road. All turning movements are permitted at Curtis<br />

Road/Mingari Avenue junction and Karri Street/ Main North Road Junction. Turning movements at the<br />

junction <strong>of</strong> Myall Avenue / Main North Road and Alawoona Road / Main North Road are restricted to left<br />

in and left out to and from the local traffic area. All these access and egress points are uncontrolled.<br />

3.3 Traffic Volumes<br />

Traffic volumes recorded <strong>for</strong> the local traffic area are considered to be acceptable <strong>for</strong> the existing function<br />

<strong>of</strong> the collector roads. Where roads provide access / egress to the surrounding areas and adjoining road<br />

networks the traffic volumes are greater, relative to the internal roads. This is demonstrated on Myall<br />

Avenue and Mingari Street carrying the highest traffic volumes with 3,307 and 2,988 two-way vehicles per<br />

day (vpd) respectively. The number <strong>of</strong> commercial vehicles range between 4.3% and 15% and is<br />

considered to be in an acceptable range. Carcoola Road carries the highest amount <strong>of</strong> commercial<br />

vehicles, 15%, this figure is deemed to be skewed as the traffic volumes are considered low with 409 twoway<br />

vpd and located on a public transport route. These figures correspond to the bus timetables where<br />

approximately 66 busses travel through each day with little other commercial vehicle traffic.<br />

Traffic is generated by:<br />

Local residents driving to and from work, school, shopping and other recreational activities each day; and<br />

Public Transport vehicles (articulated busses which are heavy vehicles) and service vehicles.<br />

Traffic data was collected at 11 separate locations, generally at the mid point on the sections <strong>of</strong> selected<br />

roads, as this is considered standard practice and to identify maximum speeds.<br />

Of the 11 sites surveyed, 3 sites have traffic volumes over 1,000 vpd with a maximum <strong>of</strong> 3,307 vpd on<br />

Myall Avenue. The traffic volume levels are considered to be within acceptable limits <strong>for</strong> collector roads<br />

providing access to local residents and services.<br />

The 3 sites that have an average greater than 1,000 vpd are:<br />

1. Myall Avenue east <strong>of</strong> Maltarra Road with 3,307 vpd<br />

<br />

<br />

Mingari Street north <strong>of</strong> Curtis Road with 2,988 vpd; and<br />

Alawoona Road south <strong>of</strong> Karinga Crescent with 1482 vpd.<br />

Each direction carries a balance <strong>of</strong> the traffic volumes. There is no issue with through traffic in a single<br />

direction.<br />

Figure 7 illustrates the average daily traffic volumes on each <strong>of</strong> the three greater than 1000 vpd sites<br />

surveyed by direction. The current traffic volumes are considered to be acceptable with the traffic volumes<br />

distributed evenly through the local traffic area with no one area carrying higher volumes. Each direction<br />

carries a balance <strong>of</strong> the traffic volumes. There is no issue with through traffic in a single direction.<br />

3.4 Traffic Speeds<br />

The speed limit <strong>for</strong> all roads in the study area is posted at 50 km/h. The collected traffic data identifies<br />

the 85 th percentile speed <strong>of</strong> traffic. The 85 th percentile speed is the measurement generally used <strong>for</strong> the<br />

design <strong>of</strong> streets and is identified by the Australian Standard 1742 as the “the speed at or below which<br />

85 percent <strong>of</strong> all drivers are observed to travel under free-flowing conditions past a nominated point”.<br />

Of the 11 sites surveyed <strong>for</strong> speed, 9 recorded an 85 th percentile speed <strong>of</strong> greater than 50 km/h, which was<br />

highlighted a significant concern <strong>for</strong> local residents. The streets include (listed from lowest to highest):<br />

Karri Street - East <strong>of</strong> Shaun Court 58 km/h<br />

Maltarra Road – North <strong>of</strong> Cutana Crescent 59 km/h<br />

For the survey sites <strong>of</strong> Alawoona Road north <strong>of</strong> Myall Avenue and Myall Avenue east <strong>of</strong> Maltarra Road,<br />

the 85 th percentile speeds are 41 and 46 km/h respectively. The collection sites were located near the<br />

junctions <strong>of</strong> abutting roads. It is concluded the 85 th percentile speeds recorded at these two sites are<br />

influenced by the location <strong>of</strong> the survey sites and the short section <strong>of</strong> road.<br />

There were 12 recorded incidences where maximum speeds have been recorded in range between 110<br />

and 160 km/h at four <strong>of</strong> the survey sites. These roads are Myall Avenue, Alawoona Road, Maltarra Road<br />

and Carcoola Road.<br />

3.5 <strong>Report</strong>ed Crashes<br />

<strong>Report</strong>ed crash data statistics in the study area was obtained from DTEI <strong>for</strong> the period between February<br />

2005 and 2010. There have been a total <strong>of</strong> 13 crashes recorded on local roads in the study area with an<br />

additional 16 crashes reported at the intersections <strong>of</strong> Curtis Road / Mingari Street, Main North Road /<br />

Karri Street, Main North Road / Myall Avenue and Alawoona Road / Main North Road.<br />

The reported crash data statistics listed the apparent error <strong>of</strong> eight <strong>of</strong> the thirteen reported crashes as<br />

“Inattention” with one reported listing <strong>of</strong> “Fail to Keep Left”, “Reverse Without Due Care”, “Excessive<br />

Speed” and “Fail to Give Way” with one apparent error not listed. It is noted that <strong>of</strong> the thirteen reported<br />

crashes in the study area twelve <strong>of</strong> the crashes occurred at midblock locations. Of the midblock crashes,<br />

three occurred in wet conditions, a summary <strong>of</strong> the reported crashes detailing location, number <strong>of</strong><br />

crashes and type <strong>of</strong> crash is summarised below:<br />

From the above summary and crash statistics, it is assumed with the long sections <strong>of</strong> road and recorded<br />

high speeds that speed maybe an influence and contributed to the incidences <strong>of</strong> crashes.<br />

Of the reported crashes <strong>for</strong> the sites excluded from the study, one was at night and all crashes where in<br />

dry conditions. Only one <strong>of</strong> the sixteen crashes occurred midblock with a summary <strong>of</strong> the reported<br />

crashes detailing location, number and type <strong>of</strong> crashes is summarised below:<br />

Curtis Road / Mingari Street junction. 7 crashes have occurred at this location with 3 <strong>of</strong> the crashes<br />

being a result <strong>of</strong> Right Angle crashes (that is, a crash occurring with vehicles turning right out <strong>of</strong> a<br />

side street);<br />

Main North Road / Karri Street junction. 4 crashes have occurred at this location with the majority <strong>of</strong><br />

crashes being a result <strong>of</strong> Side Swipe crashes;<br />

Main North Road / Myall Avenue junction. 3 crashes have occurred at this location with all <strong>of</strong> the<br />

crashes being a result <strong>of</strong> Rear End crashes; and<br />

Alawoona Road / Main North Road. 2 crashes occurred at this location a vehicle hit a fixed object and<br />

there was a side swipe.<br />

A summary <strong>of</strong> the crash type and severity (including location and number) is graphically shown in Figure 8<br />

and Figure 9 respectively.<br />

3.6 Public Transport<br />

<strong>Munno</strong> <strong>Para</strong> is served by the Adelaide to Gawler rail line providing access between Gawler and<br />

Adelaide. <strong>Munno</strong> <strong>Para</strong> is serviced by a number <strong>of</strong> articulated busses directly and indirectly. The 440<br />

service travels to and departs from <strong>Munno</strong> <strong>Para</strong> Station via Mingari Street, Myall Avenue, Maltarra Road,<br />

Karri Street, Noora Crescent, Carcoola Road and Alawoona Road. While the 443 service travels on a<br />

two way ring route through <strong>Munno</strong> <strong>Para</strong> via Mingari Street, Myall Avenue, Maltarra Road, Karri Street,<br />

Noora Crescent, Carcoola Road, Alawoona Road, Myall Avenue and Mingari Street. Both the 440 and<br />

443 enter <strong>Munno</strong> <strong>Para</strong> via Curtis Road.<br />

Indirect transport (park and ride) With the 450, 451, 451P and the E1 departing and terminating from/at<br />

Andrews Farm and travelling along Curtis Road turning in at Peachey Road 1.3 km be<strong>for</strong>e the south <strong>of</strong><br />

<strong>Munno</strong> <strong>Para</strong>. The 228, 228F, 228X, 441 and 442 buses departing and terminating from Smithfield<br />

Interchange approximately 1.3 km from <strong>Munno</strong> <strong>Para</strong>.<br />

3.7 Cycling Facilities<br />

There is a <strong>for</strong>malised linear park that caters <strong>for</strong> both pedestrians and cyclists. The alignment <strong>of</strong> the path<br />

runs along the entire spine <strong>of</strong> <strong>Munno</strong> <strong>Para</strong> linking the southern and northern ends. The path crosses two<br />

collector roads, Myall Avenue and Karri Street. A raised pedestrian refuge is provided at Karri Street to<br />

promote this linkage.<br />

3.8 Pedestrian Facilities<br />

Formalised footpaths are provided within <strong>Munno</strong> <strong>Para</strong> with a width <strong>of</strong> 1.2 metres. Through the community<br />

survey, a number <strong>of</strong> concerns were raised regarding the current condition <strong>of</strong> the footpaths. This has been<br />

<strong>for</strong>warded to Council <strong>for</strong> further consideration. The current footpath network within the local area is<br />

deemed suitable.<br />

3.9 Treatments<br />

Throughout <strong>Munno</strong> <strong>Para</strong>, the existing traffic control treatments will be incorporated into the LATM Plan.<br />

Some sites will require upgrades to meet the current regulations and standards. The existing treatments<br />

are listed below:<br />

4. Key Issues Identified<br />

4.1 Introduction<br />

The traffic and transport issues in the study area have been identified through:<br />

<br />

<br />

Site observations and assessment <strong>of</strong> existing street conditions;<br />

Review <strong>of</strong> available traffic data (including traffic volume, speed and crash data); and<br />

Review <strong>of</strong> the concerns, issues and opportunities raised by the community as part <strong>of</strong> the<br />

questionnaire survey carried out.<br />

The following sections provide a summary <strong>of</strong> the key issues identified from an ‘overall study area’ and a<br />

collector roads ‘street by street’ view.<br />

4.2 Overall Study Area<br />

The principal issues identified relating to the overall study area is:<br />

Traffic Speeds / Irresponsible Driving<br />

From the traffic survey data, individual vehicle speeds within the overall study area are considered to<br />

be high. Over 82% <strong>of</strong> the surveyed locations were identified to have an 85 th percentile speed limit<br />

greater than 50 km/h. High speeds and reckless driving was raised by the community and identified<br />

as major issue on the majority <strong>of</strong> streets in the study area.<br />

Road Geometry<br />

The community has expressed concerns regarding the relative speeds and anti-social behaviour. This<br />

type <strong>of</strong> driver behaviour can be attributed to the existing road geometry. The existing road geometry<br />

consists <strong>of</strong> long flat straight sections <strong>of</strong> road with wide pavements in sections <strong>of</strong> the collector roads.<br />

This promotes and gives drivers the feeling <strong>of</strong> an open environment contributing to the high speeds<br />

recorded on these roads.<br />

Intersections<br />

All intersecting roads within the study area <strong>for</strong>m T-junctions. At isolated junctions, traffic control<br />

treatments have been installed in the <strong>for</strong>m <strong>of</strong>; pavement bars to control corner cutting and reduce<br />

speeds. The community raised concerns about the effectiveness <strong>of</strong> these current treatments in<br />

relation to corner cutting and general safety. The existing treatments are recognised as a suitable<br />

treatment and with the addition <strong>of</strong> new traffic control treatments throughout <strong>Munno</strong> <strong>Para</strong>, it is<br />

anticipated these existing treatments will prove to be effective.<br />

Parking Issues<br />

Illegal parking has been identified by the community as an issue, particularly illegal parking (incorrect<br />

side <strong>of</strong> the road) throughout the <strong>Munno</strong> <strong>Para</strong> area. Lack <strong>of</strong> parking and the corresponding increase in<br />

traffic volumes at the <strong>Munno</strong> <strong>Para</strong> Primary School was also flagged. This issue is typical <strong>of</strong> all<br />

suburbs where schools are located and can best be rectified with the implementation <strong>of</strong> large <strong>of</strong>f-<br />

street parking facilities. On road parking causes congestion, which in turn reduces car speeds and<br />

can promote a safer environment with slower traffic speeds.<br />

<br />

Bicycle Facilities<br />

A number <strong>of</strong> comments were raised by the community relating to the lack <strong>of</strong> <strong>for</strong>malised bicycle<br />

facilities provided. Currently the liner park provides access between north and south <strong>of</strong> <strong>Munno</strong> <strong>Para</strong>.<br />

The existing road widths cater <strong>for</strong> both through traffic and bicycle usage, but becomes tight <strong>for</strong> road<br />

users when vehicles are parked on the road. As <strong>Munno</strong> <strong>Para</strong> does not provide any cycling linkages<br />

between adjoining suburbs, it is deemed that cycling lanes are not required and do not <strong>for</strong>m part <strong>of</strong><br />

this LATM. This may be revisited with the implementation <strong>of</strong> any pedestrian generators and the<br />

expected new residential areas surrounding <strong>Munno</strong> <strong>Para</strong>.<br />

4.3 Collector Roads ‘Street By Street’<br />

4.3.1 Myall Avenue<br />

The principal issues identified on Myall Avenue are:<br />

Results from the traffic survey identified the 85th percentile speed as acceptable as recorded in the<br />

Table 1. There are recorded incidences <strong>of</strong> drivers exceeding the speed limit with some speeds<br />

recorded in excess <strong>of</strong> 110 km/h. Myall carries a higher proportion <strong>of</strong> traffic as its function is to provide<br />

access/egress to the suburb <strong>of</strong> <strong>Munno</strong> <strong>Para</strong>, increasing the perception <strong>of</strong> high occurrence <strong>of</strong><br />

antisocial behaviour, particularly burnouts at the junctions <strong>of</strong> Mingari Avenue and Maltarra Road.<br />

Corner cutting is evident where pavement bar treatments are installed along Myall Avenue and adjoining<br />

roads, as seen in Figure 10 and 11. Site observations revealed that large vehicles particularly buses run<br />

over pavement bars, supporting concerns raised by residents.<br />

4.3.2 Maltarra Road<br />

The principal issues identified on Maltarra Road are:<br />

With the 85 th percentile speeds in excess <strong>of</strong> 50 km/h and almost 50% (Table 2 below) <strong>of</strong> drivers<br />

driving over the 50 km/h speed limit there is a there is a very large problem with speed on Maltarra<br />

Road. Hoon driving and burnouts have also been raised as an issue.<br />

Primary School Parking Issues<br />

Concerns have been raised by the community regarding the insufficient amount <strong>of</strong> available parking<br />

to service the demand generated by the school located at the northern end <strong>of</strong> Maltarra Road. The<br />

school generates increased traffic volumes in the morning and afternoon, when parents drop <strong>of</strong>f and<br />

pick up the children. This peak occurs <strong>for</strong> duration <strong>of</strong> approximately 30 minutes. The community<br />

identified that illegal parking and congestion occurs during these times. Council’s policy <strong>of</strong> banning<br />

parking on the eastern side <strong>of</strong> the road reduces the number available parking spaces <strong>for</strong> vehicles and<br />

is implemented to improve child safety and to prevent children from crossing the road. Congestion<br />

does reduce speeds but causes the adverse effect <strong>of</strong> frustrating drivers.<br />

To combat the illegal parking issues, the community has suggested active policing be undertaken to<br />

reduce the incidence <strong>of</strong> this activity from occurring.<br />

<br />

Road Geometry<br />

The existing road geometry is conducive to high speeds due to the long wide straight sections <strong>of</strong><br />

road. The community has identified this and requested traffic control treatments to reduce the speed<br />

<strong>of</strong> drivers. Such treatments include speed humps or chicanes.<br />

4.3.3 Karri Street<br />

The principal issues identified on Karri Street are:<br />

The traffic survey data collected shows the 85 th percentile speeds are above the posted speed <strong>of</strong><br />

50 km/h. Table 3 details the speed characteristics <strong>of</strong> the road. The community survey details<br />

irresponsible driving, hoon diving, burnouts and “doughnuts” as a serious problem along this section<br />

<strong>of</strong> road.<br />

4.3.4 Carcoola Road<br />

The principal issues identified on Carcoola Road are:<br />

Summarised in Table 4 below, is the 85 th percentile recorded speed. This speed is considered to be<br />

in the high range in relation to the posted speed limit. This is consistent with the collector roads within<br />

the local study area.<br />

Responses received from the community survey identify irresponsible driving such as hoon diving, corner<br />

cutting, burnouts and “doughnuts” occurring at intersections. Evidence <strong>of</strong> this can be seen at the junction<br />

with Doongara Crescent as seen in Figure 12.<br />

4.3.5 Alawoona Road<br />

The principal issues identified on Alawoona Road are:<br />

As shown in Table 5 below all sections along Alawoona Road, excluding the short section west <strong>of</strong> the<br />

Main North Road Junction have high 85 th percentile speeds and speeds above 50 km/h. The section<br />

<strong>of</strong> Alawoona Road with the 85 th percentile speed below the posted speed limit <strong>of</strong> 50 km/h is related to<br />

the short length <strong>of</strong> road, where vehicles will not achieve high speeds due to the junction with Main<br />

North Road and the bend in Alawoona Road.<br />

From the responses received, the community raised concerns regarding speeding and antisocial driving<br />

behaviours. Such activities identified include drag racing and burnouts. Burnouts are evident throughout<br />

the suburb <strong>of</strong> <strong>Munno</strong> <strong>Para</strong> and occur at a variety <strong>of</strong> locations, Figure 11, Figure 12 and Figure 13 shows<br />

evidence <strong>of</strong> this activity occurring.<br />

Road Geometry<br />

Alawoona Road is located on the western side <strong>of</strong> <strong>Munno</strong> <strong>Para</strong> and extends <strong>for</strong> the entire length <strong>of</strong> the<br />

suburb <strong>for</strong>ming a linkage between northern and southern parts <strong>of</strong> the suburb. This road is wide and<br />

straight and is conducive to high speeds. It has been voiced by the community the road is attractive<br />

<strong>for</strong> “drag racing”. The bends in the road are a concern <strong>for</strong> residents who have raised safety concerns<br />

due to the observed speeds which drivers negotiate these bends. Anti-social driving such as<br />

doughnuts has also been observed and it is suggested they occur more commonly at the junctions <strong>of</strong><br />

adjoining roads with Alawoona Road. The long open straights and open space abutting the road can<br />

give the feel <strong>of</strong> open wide space contributing to the higher speeds. Figure 14 highlights the open<br />

space and straight section <strong>of</strong> road along Alawoona Road.<br />

4.3.6 Mingari Street<br />

Mingari Street is considered a short street with no residential access point along its length. There is one<br />

access to the <strong>Munno</strong> <strong>Para</strong> Bowling Club on the eastern side at the southern end <strong>of</strong> the road. There<strong>for</strong>e<br />

no community survey responses were received. The traffic data shows the 85 th percentile speed is below<br />

50 km/h with higher traffic volumes. The volumes are higher on this road with larger percentage <strong>of</strong> heavy<br />

vehicles as this street provides access into <strong>Munno</strong> <strong>Para</strong> suburb.<br />

5. Proposed LATM Treatments and Recommendations<br />

5.1 Introduction<br />

Consideration <strong>of</strong> the following has been used to determine appropriate traffic management measures to<br />

improve safety and amenity to the study area:<br />

The role and function <strong>of</strong> the streets / roads;<br />

Solutions / recommendations made by the community as part <strong>of</strong> the community survey;<br />

Appropriate standards and guidelines to ensure consistency and effectiveness <strong>of</strong> any proposed<br />

treatments;<br />

Provision <strong>of</strong> schemes that are cost effective over their useful life; and<br />

Possible negative impacts associated with any proposed traffic management measure (<strong>for</strong> example,<br />

increased noise levels due to excessive acceleration and deceleration or transfer <strong>of</strong> traffic from one<br />

street to another due to a road closure).<br />

The LATM measures recommended in the following sections have been categorised based on the key<br />

objectives to be achieved <strong>for</strong> the study area. These include:<br />

Reduce vehicle speeds / hoon driving;<br />

Improve intersection / junction safety;<br />

Improve Pedestrian Facilities / safety;<br />

Address Problems <strong>of</strong> Road Geometry; and<br />

Parking Issues.<br />

5.2 Reduce Vehicle Speeds / Hoon Driving<br />

Within the local study area there is a need to change the collector road environment to be more<br />

sympathetic to the needs <strong>of</strong> the local residents. There are a number <strong>of</strong> wide, long and straight<br />

carriageways that encourage high vehicle speeds and present a greater potential <strong>for</strong> conflict, which are<br />

incompatible with the multipurpose function <strong>of</strong> the residential streets.<br />

High traffic speeds and irresponsible driving was identified to be the main issue on the majority <strong>of</strong> streets<br />

in the study area. It should be noted that the proposed traffic control measures discussed below will<br />

facilitate in reducing speeds, however they will not likely deter the current hoon / irresponsible driving that<br />

occurs primarily at night and on weekends (as advised by residents). The only approach to effectively<br />

discourage such unsafe activity is increased police en<strong>for</strong>cement. However catching hoons in the act can<br />

be difficult on account <strong>of</strong> the random occurrence. The need <strong>for</strong> increased police en<strong>for</strong>cement to alleviate<br />

hoon activity / irresponsible driving that occurs in the study area is discussed further in Section 5.2.10.<br />

The traffic management measures proposed to facilitate with reducing speed in the study area include<br />

5.2.1 Advisory Speed Signage<br />

The installation <strong>of</strong> ‘Remember 50 km/h’ advisory speed signs by Council (similar to that shown in Figure 15)<br />

at the entrances to the study area would assist with reminding motorists to travel at slower speeds.<br />

The recommended locations to implement the signs are on Alawoona Road, Karri Street, Myall Avenue,<br />

and Mingari Street.<br />

5.2.2 Lane Narrowing / Kerb Extensions / Raised Kerbs<br />

The streets in the study area are in general very wide with limited line / lane markings. The collector<br />

roads are line marked to delineate the centre <strong>of</strong> the carriageway with no <strong>for</strong>malised on-street parking.<br />

Narrowing the trafficable carriageway to about 6 (minimum) to 7 (maximum) metres (similar to that<br />

shown in Figure 16) would facilitate in reducing speeds, improve delineation and minimise pedestrian<br />

crossing distances. The trafficable carriageway on a number <strong>of</strong> streets within the study area could be<br />

narrowed through:<br />

The introduction <strong>of</strong> ‘line marked’ dedicated on-street parking.<br />

Introduction <strong>of</strong> kerb extensions / Raised Kerbs at intersections and / or mid-block.<br />

The recommended streets to implement lane narrowing / kerb extensions (and / or improve existing line<br />

markings) include Carcoola Road, Maltarra Road and Alawoona Road.<br />

Line marking is a relatively inexpensive exercise and can be applied to all suggested streets. The<br />

installation <strong>of</strong> kerb extensions / protuberances however, can be expensive. Careful consideration has<br />

been given to where they are installed to optimise the effectiveness <strong>of</strong> the treatment from both a benefit<br />

and cost perspective.<br />

5.2.3 Pavement Bars / Raised Median<br />

Pavement bars are raised yellow blocks placed on the roadway, which provide a visual and tactile<br />

warning to discourage vehicle encroachment into the adjacent lane(s). They can also be used on bends<br />

to assist with reducing vehicle speeds. Pavement bars currently exist in the study area at some bends<br />

(<strong>for</strong> example, along the bend at Alawoona Road, Myall Avenue, Mingari Street and Maltarra Road).<br />

It is recommended that pavement bars or a raised median are employed along Noora Crescent on bends<br />

and Maltarra Road to encourage slower speeds in close proximity to the <strong>Munno</strong> <strong>Para</strong> Primary School. The<br />

employment <strong>of</strong> pavement bars would assist in improving delineation and safety (particularly <strong>for</strong> right turning<br />

vehicles). It would also encourage slower speeds through the junctions, as vehicles would be deterred<br />

from cutting corners. The width <strong>of</strong> the pavement bars could also be designed to allow <strong>for</strong> a pedestrian<br />

crossing storage area at the junction approaches where sufficient road space is available.<br />

The implementation <strong>of</strong> a new solid median on Noora Crescent is considered to be the preferred option.<br />

For consistency throughout the local study area a pavement bar treatment can be considered. A solid<br />

median is suitable and considered more effective at this location as there is limited driveway accesses.<br />

5.2.4 Road Cushions<br />

The installation <strong>of</strong> cushions, in conjunction with lane narrowing / raised median (similar to that shown in<br />

Figure 17) is a relatively low cost and effective means <strong>of</strong> reducing vehicle speeds. The road cushions<br />

are a preferred treatment where heavy vehicles traverse the road. The provision <strong>of</strong> a centre island further<br />

reduces the pavement width to encourage slower speeds at the treatment.<br />

The advantages <strong>of</strong> road cushions, compared to road humps are:<br />

The discom<strong>for</strong>t to cyclists is not as adverse as road humps, as cyclists can travel between the cushions.<br />

They can be designed so that they do not significantly impact on emergency and commercial vehicles.<br />

Road cushions are appropriate to use on bus routes while humps are inappropriate.<br />

The disadvantages <strong>of</strong> road cushions, compared to road humps are:<br />

They are less effective in slowing motorcyclists.<br />

Drivers can reduce their effect by traversing the cushions with only two wheels.<br />

The majority <strong>of</strong> streets within the study area were identified to experience 85 th percentile speeds greater<br />

than 50 km/h, with a number <strong>of</strong> streets experiencing (at irregular times) speeds higher than 100 km/h.<br />

Speeds greater than 100 km/h are not considered to be the norm, however more a result <strong>of</strong> the regular<br />

hoon activity that occurs within the study area (and as advised by a large proportion <strong>of</strong> residents that<br />

responded to the community questionnaire survey).<br />

A key contributor to these higher than posted speeds is the long straight sections <strong>of</strong> road between<br />

intersections. Lane narrowing / kerb extensions may assist in reducing overall vehicle speeds. Feedback<br />

from the community questionnaire survey indicated that local residents would be supportive <strong>of</strong> the<br />

implementation <strong>of</strong> road humps / cushions.<br />

The streets where high speeds were identified and where the use <strong>of</strong> road cushions should be implemented<br />

are Carcoola Road and Maltarra Road.<br />

It should be noted that road cushions would need to be installed in the vicinity <strong>of</strong> street lighting and away<br />

from driveway entrances, there may be additional required lighting. The spacing between devices should<br />

not be less than 80 metres and not more than 120 metres if they are to exert an influence on speeds along<br />

the whole street (preferably at 100 metre spacing).<br />

5.2.5 Modified ‘T’ Junctions<br />

Modified ‘T’ Junctions affect a change in a vehicles path, slowing traffic via the deflection <strong>of</strong> the traffic or<br />

a reassignment <strong>of</strong> the traffic flow. Modified ‘T’ Junctions have been chosen to be employed on Alawoona<br />

Road, Maltarra Road and Myall Avenue as they are able to accommodate heavy vehicles. Modified ‘T’<br />

Junctions will be employed on Alawoona Road at the junctions <strong>of</strong> Koolena Crescent and Koongara<br />

Crescent as a calming device, the junction <strong>of</strong> Maltarra and Cutana Crescent will also have a Modified ‘T’<br />

Junction employed as a calming device as it is in close proximity to the primary school. Figure 18 below<br />

(from AUSTRoads Guide to Traffic management Part 8: LATM) Shows the two types <strong>of</strong> modified ‘T’<br />

junctions. The junction <strong>of</strong> Myall Avenue and Mingari Street will have a junction priority change giving<br />

Mingari Street the right <strong>of</strong> way over Myall Avenue and will employ a Modified ‘T’ Junction to change the<br />

priority.<br />

5.2.6 Roundabout<br />

A Roundabout is proposed <strong>for</strong> the junction <strong>of</strong> Myall Avenue and Maltarra Road. This traffic control<br />

treatment is proposed to reduce the speeds on Myall Avenue and rein<strong>for</strong>ce the message to drivers they<br />

are entering a local area where the 50 km/h urban speed limit should be observed. This roundabout will<br />

need to be designed to cater <strong>for</strong> the largest vehicle an articulated bus. Existing traffic volumes along both<br />

Myall Avenue and Maltarra Road suggest a roundabout would be the preferred traffic control device.<br />

5.2.7 Two Way Angled Slow Points / Blisters<br />

Two way angled slow points or blisters are recommended to be installed on Maltarra Road, Myall<br />

Avenue, Alawoona Road (two treatments). These horizontal deflection methods will be suitable <strong>for</strong> these<br />

Roads/Streets as it will help reduce speeds and reduce traffic volumes with the blister island option<br />

increasing pedestrian safety.<br />

5.2.8 Pedestrian Refuges<br />

An existing pedestrian refuge is located on Karri Street to cater <strong>for</strong> users <strong>of</strong> the Linear Park cycling track.<br />

A new pedestrian refuge is to be located on Myall Avenue opposite the Linear Park cycling track, thus<br />

giving cyclists and pedestrian users a point to cross at Myall Avenue at the end <strong>of</strong> Linear Park.<br />

5.2.9 Driveway Links<br />

Driveway links are where an original carriageway has been narrowed and the streetscape redefined so<br />

as to give the appearance <strong>of</strong> a closed portion <strong>of</strong> road. This may include a combination landscaping,<br />

installation <strong>of</strong> kerbs and using distinctive pavement giving the impression from a distance the road is<br />

closed but when approached it should be easily discernable that the road way is open. It is<br />

recommended that a driveway link is employed on Carcoola Road (south <strong>of</strong> its junction with Noora<br />

Crescent), with a one way driveway link installed on Alawoona Road south <strong>of</strong> the Myall junction.<br />

5.2.10 Police En<strong>for</strong>cement<br />

As discussed previously, the above listed LATM traffic control treatments will assist in reducing vehicle<br />

speeds and improving the amenity <strong>of</strong> the study area, however the issue with hoon / irresponsible driving<br />

will be difficult to mitigate unless proactively en<strong>for</strong>ced by police. Council will encourage increased police<br />

en<strong>for</strong>cement. The speed data obtained from the traffic counters and feedback from the community<br />

questionnaire survey could be used to assist police in identifying key locations and time <strong>of</strong> day <strong>of</strong> where<br />

and when the greatest <strong>of</strong>fences occur.<br />

A summary <strong>of</strong> the recommended traffic management measures to be implemented on each street in the<br />

study area is shown in Table 6.<br />

5.3 Parking Issues<br />

To assist in the reduction <strong>of</strong> pavement widths <strong>for</strong>malised linemarking is proposed to create clearly<br />

marked on-street parking on Alawoona Road and Carcoola Road. The selection <strong>of</strong> proposed traffic<br />

control treatments have been weighted against the community needs to retain as much <strong>of</strong> the on-street<br />

parking as possible. Cars parked on the road are effectively an active traffic control treatment locally<br />

reducing the pavement width creating and creating narrow trafficable lanes. This in turn will complement<br />

the proposed <strong>for</strong>malised treatments such as road cushions and modified ‘T’ Junctions.<br />

5.4 Road Geometry<br />

The proposed changes in the road geometry using horizontal deflection and vertical deflection treatments<br />

will reduce the current pavement widths and divide the long sections <strong>of</strong> road into smaller sections. This<br />

will assist in reducing speeds, improve delineation and to minimise pedestrian crossing distances. In<br />

addition to the above solutions the existed treatments (pavement bars at the bends <strong>of</strong> Alawoona Road<br />

and Maltarra Road) will also require additional line marking to ensure compliance with current Australian<br />

Road Rules and regulations.<br />

5.5 Pedestrian/ Cyclist Facilities<br />

There are no recommendations <strong>for</strong> proposed pedestrian or cycling facilities. From the community<br />

consultation issues were raised regarding the current state <strong>of</strong> the existing pedestrian infrastructure,<br />

relating to the maintenance <strong>of</strong> the footpaths such as, vegetation clearance in close proximity and<br />

pavement condition.<br />

The provision <strong>of</strong> additional cycling facilities such as marked bicycle lanes has been considered as part <strong>of</strong><br />

this review. This treatment has not been implemented due to the current layout <strong>of</strong> the <strong>Munno</strong> <strong>Para</strong><br />

suburb and limited amount <strong>of</strong> linkages to pedestrian generated areas. It is acknowledged the surrounding<br />

areas, particularly to the west <strong>of</strong> the rail line, will be further developed and there is an opportunity <strong>for</strong><br />

future cycling and pedestrian linkages to be created within <strong>Munno</strong> <strong>Para</strong>.<br />

5.6 Street Lighting<br />

The above treatments mentioned may require the installation <strong>of</strong> additional lighting to ensure full<br />

6. Summary and Prioritisation<br />

A summary <strong>of</strong> the recommendations and prioritisation <strong>of</strong> the proposed traffic control treatments<br />

suggested in Section 5 are detailed below. The recommendations / proposals have been categorised<br />

into Immediate/Short Term, Medium to Long Term. These recommendations have been only been<br />

developed conceptually and will require further detailed investigation into their feasibility and practicality.<br />

All individual treatments have been included onto drawings C011, C012, and C013 (refer to Appendix C)<br />

to provide an overall summary <strong>of</strong> the proposed locations and treatment layouts. These drawings show<br />

indicative locations and should not be relied upon as final construction drawings. The final location <strong>of</strong><br />

traffic treatment devices will need further investigation to ensure there is limited impact on existing<br />

services and residents, but still provides the optimum outcome at reducing driver speeds and anti-social<br />

behaviours.<br />

The cost advice can only be regarded as indicative. Detailed cost estimates should be undertaken once<br />

detailed designs are completed. The cost estimates are a tool <strong>for</strong> budgeting and prioritisation. The list <strong>of</strong><br />

treatments are not placed in any particular order expect where noted.<br />

Alawoona is a resonable rd but most <strong>of</strong> the other roads are becoming very damaged from high truck usage due to development in the area especially top end <strong>of</strong> Curtis Rd and CharlotteST<br />

We have put in a partition and complained in the past and we just get ignored we need from No. 13 Carcoola Rd blocked <strong>of</strong>f altogether due to the idiots that take the bend on Carcoola rd too fast and that end up on wrong side <strong>of</strong> the road there<br />

I have to put up a fence to try to stop those idiots driving into my house. The buses turn into Nora, they don't use this part pf Carcoola Rd, I'm sure the residents will feel a lot safer and better if it gets done.<br />

Bottom end <strong>of</strong> Carcoola needs investigation especially near the bend (speed and hoon driving). I feel this area needs to be blocked and made one way or speed humps installed in Muno <strong>Para</strong> Streets.<br />

All weekend people drive too fast, lots <strong>of</strong> traffic dust and noise. When trying to get into my drive way cars drive right up behind me very dangerous if someone is using my driveway (prams, wheelchairs and bike on my driveway).<br />

Trying to get in onto Curtis Rd from Bingari is a nightmare early morning School dismissal time and Peak in Evening Curtis Road is getting to busy now with Andrews farm traffic also<br />

Lights on Curtis may be too close to Main North Rd. Another idea is to open up Myall Ave so you can turn right onto Main North Rd at the moment you can only turn left towards Gawler Once again could become a problem peak hour maybe lights also.<br />

There is a dangerous blind bend in our area. Cars turning into Maltarra Rd from Myall Rd, drive extremely fast, I was almost run down walking to the bus stop in Maltarra rd, opposite Oration Ct<br />

Turning right from Karri St onto Main Nth Rd is hazardous. The traffic from Gawler direction is very fast moving 90km along that stretch <strong>of</strong> road. Trying to join the traffic flow from a stopped position into the fast lane is<br />

hazardous Even when there is a break in traffic a vehicle can be upon you be<strong>for</strong>e you can reach a safe speed to joinj the flow.<br />

Extend the slip lane on Main Nth Rd. reduce the speed limit on that stretch <strong>of</strong> road.<br />
