2. Method
A LATM Plan is a formal way of investigating traffic, pedestrian and cyclist related issues within the local
traffic area. The investigative tasks for this LATM Plan were carried out in order to determine the issues,
concerns and opportunities in the area and are as follows (and discussed further in the sections below):

Consultation with the community and relevant stakeholders;
A review of survey data including speed, volume and crash data; and
On-site investigations.
2.1 Community Consultation
A key part of the development of the LATM Plan is engaging the local community to seek views and
perceptions, and assist with the identification of opportunities and priorities.
In May 2010, community consultation was undertaken by Council, supported by GHD, through the
distribution of an explanatory letter, which contained a survey. This was distributed via mail to all
residents and property owners in the Munno Para area. Approximately 700 surveys were distributed this
way. A copy of the questionnaire is presented in Appendix A.
This mail distribution was supplemented with a notice of community consultation, which was presented in
local print media, notifying the general community that this consultation process was being undertaken.
2.1.1 Community Survey
The survey asked residents and property owners to identify road safety, parking, walking, cycling or other
traffic issues within the study area and to suggest possible solutions.
A total of 110 people responded to the questionnaire (approximately 16% of the community). The
number of responses received on each street within the study area is shown in Figure 4.
The key issues that were consistently identified through the survey on the majority of streets were:

Hoon driving e.g. burnouts; and
Traffic speeds e.g. control the speed by implementing road humps.
Other concerns raised were;

Street lighting intensity;
Parking issues e.g. near the school;
Pedestrian Safety e.g. poor footpath condition;
Intersection safety e.g. hoon behaviour doing burnouts; and
Cycling e.g. more opportunities.
These issues can be seen as a summation of the survey responses given to Section 2 (a) of the traffic
