2. Method<br />

A LATM Plan is a <strong>for</strong>mal way <strong>of</strong> investigating traffic, pedestrian and cyclist related issues within the local<br />

traffic area. The investigative tasks <strong>for</strong> this LATM Plan were carried out in order to determine the issues,<br />

concerns and opportunities in the area and are as follows (and discussed further in the sections below):<br />

Consultation with the community and relevant stakeholders;<br />

A review <strong>of</strong> survey data including speed, volume and crash data; and<br />

On-site investigations.<br />

2.1 Community Consultation<br />

A key part <strong>of</strong> the development <strong>of</strong> the LATM Plan is engaging the local community to seek views and<br />

perceptions, and assist with the identification <strong>of</strong> opportunities and priorities.<br />

In May 2010, community consultation was undertaken by Council, supported by GHD, through the<br />

distribution <strong>of</strong> an explanatory letter, which contained a survey. This was distributed via mail to all<br />

residents and property owners in the <strong>Munno</strong> <strong>Para</strong> area. Approximately 700 surveys were distributed this<br />

way. A copy <strong>of</strong> the questionnaire is presented in Appendix A.<br />

This mail distribution was supplemented with a notice <strong>of</strong> community consultation, which was presented in<br />

local print media, notifying the general community that this consultation process was being undertaken.<br />

2.1.1 Community Survey<br />

The survey asked residents and property owners to identify road safety, parking, walking, cycling or other<br />

traffic issues within the study area and to suggest possible solutions.<br />

A total <strong>of</strong> 110 people responded to the questionnaire (approximately 16% <strong>of</strong> the community). The<br />

number <strong>of</strong> responses received on each street within the study area is shown in Figure 4.<br />

The key issues that were consistently identified through the survey on the majority <strong>of</strong> streets were:<br />

Hoon driving e.g. burnouts; and<br />

Traffic speeds e.g. control the speed by implementing road humps.<br />

Other concerns raised were;<br />

Street lighting intensity;<br />

Parking issues e.g. near the school;<br />

Pedestrian Safety e.g. poor footpath condition;<br />

Intersection safety e.g. hoon behaviour doing burnouts; and<br />

Cycling e.g. more opportunities.<br />

These issues can be seen as a summation <strong>of</strong> the survey responses given to Section 2 (a) <strong>of</strong> the traffic<br />
