Those undertaking thediscussions make decisions and plan responses on thebasis of the shared information.Harm can be caused through neglect and acts ofomission or poor professional standards of practice oftenas a result of structures, policies, processes andpractices within the organisation. Institutional harm canbe described as repeated instances of harm toindividuals or groups of individuals through poor orinadequate service within a care organisation.A qualified doctor, either a general practitioner orconsultant.The term mental disorder can include any form of mentalillness, learning disability, dementia, acquired brain injuryor personality disorder.Mental Health Officers are social workers with specialexperience and training in mental disorder and mentalhealth law. They are appointed by the local authority tocarry out functions and duties under the Mental Health(Care and Treatment) (Scotland) Act 2003 and the <strong>Adult</strong>swith Incapacity (Scotland) Act 2000.A national body appointed by the Scottish Government tooversee and protect the rights of those with a mentaldisorder. The Mental Welfare Commission has a duty toinvestigate any complaint it receives concerning thewelfare of anyone with a mental disorder includingdementia, learning disability or acquired brain injury.This is the generic term used to describe the individualorders created by the <strong>Adult</strong> Support and <strong>Protection</strong>(Scotland) Act 2007, i.e. assessment order, banningorder (including temporary banning order) and removalorder.The collective management within <strong>Fife</strong> Constabulary thatoversees a range of protective services including childprotection, domestic abuse, offender management, youthissues, as well as the administration of <strong>Adult</strong> <strong>Protection</strong>Cause for Concern reports. Based at PoliceHeadquarters, Detroit Road, Glenrothes, the Unitemploys an <strong>Adult</strong> Information Co-ordinator to ensureappropriate multi-agency information sharing. Policingresponses and investigations continue to be delivered byfrontline officers at local Police Stations.74
