Governance roles and responsibilitiesThe Chief Officers’ Public Safety GroupThe Chief Officers’ Public Safety Group (COPS) is comprised of the highestlevel Officers (CEO NHS Fife, CEO Fife Council, and CC Fife Constabulary,Authority Reporter) across all the agencies who are involved in AdultProtection Services. This group provides leadership, direction andaccountability and ensures collective responsibility and collaborative workingat all levels to ensure improved outcomes for adults at riskAdult Protection CommitteeThe Adult Protection Committee is the primary strategic planning mechanismfor inter-agency adult protection work in Fife. To operate effectively itcollaborates with other office holders and public bodies on the exercise offunctions which relate to the safeguarding of adults at risk in Fife. AdultProtection Committees are statutory bodies which must be established withineach council area.Key agencies in Fife commit to representation and active participation atsufficiently senior level to ensure that the Adult Protection Committee caneffectively discharge its obligations in respect of policy and practice in adultprotection matters. Fife’s Adult Protection Committee reports on its work to theCOPS Group which meets on a quarterly basis.8
